About the Country Program in Ethiopia
Action Against Hunger has been operational in Ethiopia since 1984 responding to both chronic and acute needs through a multi-sectoral strategy where nutrition, Food Security and Livelihoods, WASH, and Mental Health and Psychosocial Support activities are integrated to have a meaningful impact on people’s resilience. Action Against Hunger currently operates in 5 different regions (Oromia, Somali, Amhara, Benishangul Gumuz, and Gambella) with a portfolio of 20m USD/year of emergency, resilience building, research, and innovation programs. We have a country team of around 600 staff in 17 regional and satellite offices. Our main donors in Ethiopia in 2020/2021 are BHA, ECHO, Euro paid, UNHCR, UNICEF, GFFO, BPRM, SIDA, EHF, WFP, CIAA, MFA of Netherlands and others.
I. Summary of position
FSL Program Manager will lead and manage FSL projects in Wollega. The program manager will have leadership responsibility for the overall management of the project, which will be implemented in different woredas of Wollega region. He/she will provide strategic and operational leadership to overall technical and programmatic quality in intervention, compliance with donor rules and regulations, and the timely submission of all deliverables, including detail implementation plan, monitoring plan, and report. He/she also responsible for budget management, reporting and management of the team implementing the projects.
The food security role’s purpose, engagement and delivery is:
Purpose
The Food Security and Livelihood Program Manager will lead and implement FSL and Cash projects in Wollega. Provide technical and programmatic guidance in the design, planning, and effective implementation of the project including budget, project monitoring and evaluation.
1. Engagement:
The Food Security and Livelihood Program Manager will collaborate closely with other departments in the base and capital teams. Externally, s/he build relationship with other organizations, clusters, regional cash working group, local government officials and community leaders in the program implementation area.
2. Delivery:
The Food Security and Livelihood Program Manager will organize project execution consistent with program objectives engaging counterparts and building reputation for quality design and reliable delivery in line with donor rules, regulations and standards.
II. Essential job duties
Under the direct supervision of Field Coordinator, the Food Security and Livelihood Program Manager will undertake the following tasks
Collect and evaluate information on food security, livelihood, Cash and Voucher Assistance (CVA) and livestock emergency response, recovery and resilience building activitie
Identify the needs of the most vulnerable populations
Engage on the market assessment, Emergency Food Security and Livelihoods Assessments (EFSA) base line and end line surveys for Cash and Voucher Assistance (CVA), and other Food Security and Livelihood emergency response and development projects including livestock emergency response projects
Propose how to meet these needs;
Actively Participate in developing a food security, livelihoods and Cash and Voucher Assistance (CVA) project formulation;
Contribute towards the elaboration of proposals;
Critically follow evolution of the Cash and Voucher Assistance (CVA) / Livelihood Security in the area
Define implementation modalities (identification and registration of beneficiaries, distribution, monitoring, etc.) and Plan activities for implementation and achievement of program goals in order to achieve the set objectives;
Organize and supervise the implementation of identified activities in coordination with other departments;
Monitoring, designing sampling strategy and methodology
Preparing questionnaire data collection, data encoding and analyzing.
Evaluate relevance and appropriateness of the intervention in view of the evolution of the context and needs;
Prepare weekly, monthly and quarterly FSL program reports for the internal and external consumption.
Plan/forecast program budget and monitor the financial utilization of the program
Work with field coordinator to prepare interim, intermediate and final FSL program reports.
Preparing program procurement request.
Follow clearly appropriate protocols and guidelines on recording and reporting.
Ensure that data collected are complete, reliable, relevant, timely and valid.
Develop monitoring and evaluation tool for the ongoing project
Ensure that Post Distribution Monitoring (PDM) and Post-Harvest Monitoring (PHM) and other monitoring exercise are carried out in a regular bases and as per approved plan
Represent Action Against Hunger in Zonal cash working group, FSL related coordination platforms with different stakeholders such as authorities, communities, local NGOs, INGOs involved in the response and participate at regional, zonal and woreda level meetings and workshops
Explain the project’s activities and objectives to partners and communities as needed.
Actively participate in organizing donor field visits
Implement other duties assigned by direct line manager

VI. Fiscal Responsibility
Budget follow up (BFU) regularly and ensure the utilization of allocated budget in timely manner to ensure accurate and effective use of funds
Update the monthly BFU and facilitate the monthly cash needs forecast ensuring adequate funds are available at all times.
Ensure expenditure is within budget
Ensure that budget is implemented in compliance with Action Against Hunger and donor regulations.
Developing annual financial plans of the program and ensure that these financial plans are implemented in accordance with annual physical/activity plans
VII. Physical Demands
While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under stressful situations in the context of a moderately noisy office with many interruptions. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

VIII. Working Conditions, Travel and Environment
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
I. Required Qualifications and Professional Experience
BA degree / Masters in Agricultural economics, Development Studies, sociology and social anthropology, Food Security studies with at least 5 years of experience in humanitarian organization (NGOs) out of which one year in cash interventions.
II. Required Skills & Competencies
Computer knowledge; Excellent knowledge of English ( written and spoken); report writing skill and ability to respect deadlines; Willing to share information and communicate transparently; and capacity to develop and maintain team spirit; proven NGO related; and capacity to analyze humanitarian context.
Very Good knowledge of the intervention area/s and local economy, Culture & Language.
Proven track recording on FSL project management, project implementation, good technical skill on needs assessment, project formulation and monitoring, good knowledge in food security and innovative agricultural activity.
