Job Description

Médecins Sans Frontières (also known as Doctors without Borders or MSF) is a private, non-profit, international humanitarian medical organization that intervenes in emergencies and crisis situations to relieve human suffering resulting from unmet medical needs. MSF observes strict neutrality with respect to politics and provides its assistance without discriminating on the basis of race, religion, ideology, or political affiliation. MSF’s members are required to respect humanitarian principles and principles of medical ethics at all times. 

MSF-Holland in Ethiopia currently operates in four projects (North Gonder, Abdurafi project, in Tigray-Shire project, in Somali region- Wardher project, in Gambella region; Kule project with the diversified workforce.

Main Purpose/Job Summary:-Carrying out or supervising all logistics activities in the base (vehicles, fuel consumption, and local infrastructure) according to MSF standards and protocols in order to have the material, infrastructure and vehicles in optimal running conditions. He (she) will be responsible for day-to-day running of the base focusing on energy, watsan, electricity, security, accommodation, communication, fleet

  • Planning vehicle movements, tracking individual trips, and ensuring the implementation of security measures.

  • Tracking consumption of supplies, fuel, and lubricants, used in different facilities (office, house, store, etc.).

  • Checking the maintenance of the various open spaces (gardens, courtyards...) and ensuring that domestic waste is correctly discarded.

  • Checking and ensuring the maintenance of MSF premises and facilities, as well as the general water supply, electrical, walls, ceilings ect. Moreover, security conditions. In this sense, making inspection visits to assess the rehabilitation needs of facilities.

  • Performing maintenance of logistics equipment for cold chain, energy, IT and radio communications, in particular:

  • Inventories and the reallocation of equipment.

  • Renewing the authorization to use radio material with local authorities.ü  Checking the quality of the work carried out on generators and electrical installations.

  • Preparing orders for his sector activity do the follow-up, and checking their proper reception and state.

  • Carrying out local purchases and ensuring that the line manager is aware of any problems linked to the quality or availability of the items to be purchased.·         Participating in trainings at the request of the line manager. 

 MSF Section/Context Specific Accountabilities·        

  • Ensure the check and follow-up of facilities (office compound, living compound, warehouse ...) under the line manager supervision.·        

  • Evaluating rehabilitation needs and following up minor building rehabilitation work in accordance with instructions given by his supervisor, and accounting to him/her on progress.·        

  • Ensure effective management, protection, care of work tools (including site installations under the employee’s supervision), and keep the workshop tidy.·      

  • Checking that premises observe safety and security norms (fire extinguishers present, electrical installations earthed, etc.) and take the necessary actions when improvements are needed.·        

  • Ensure surveillance and guarding activities in all MSF facilities and premises are correctly implemented.·        

  • Ensures together with the line manager and mechanics proper functioning, required checks and maintenance activities of energy equipment, electrical installations, pumps , generators, plumbing and water distribution, drainage,  sanitation  according to MSF standards.   

  • Coordinate and lead the logistics team under his/her responsibility, (daily workers or fixed employees)  

  • Defining each person’s tasks, supervising them on a daily basis and checking the quality of their work (punctuality, rigor, quality, etc.).      

  • Evaluations of employees under his supervision      

  • Participating in trainings at the request of the line manager        

  • To accommodate all staff while they are in base make them proper accommodation when they came back from outreach or any other MSF activities in that areas

  • To keep and manage all store related task especially consumable materials and any other base used items based on weekly or monthly follow up and placing orders on time.·        

Follow up all of the following watsan activities in all MSF facilities;

  • fixing and maintenance of water lines and fixtures,

  • ensure availability of water through water trucking, and to maintain tracking of payment at all times,

  • chlorination of water,.

  • ensure that water filter candles are change every 6 months/label with the next due date  and clean weekly,

  • ensure grease traps are well maintained  and  clean weekly, or as needed,

  • ensure proper maintenance of drainages,

  • in coloration with wastan supervisors, carry out periodic water assessment and evaluations,        

  • Keep all documents related to installations / equipment / infrastructures in order and update them regularly.

  • Make annual leave plan for staff under his supervision and follow up proper implementation

  • Ensure that universal and safety measures are maintain at all time

  • Be flexible to Perform other task as order by the supervisor·         Monitoring, analyzing and reporting on key issues (security, risk, etc.) to   his Supervisor and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision making processes.

  • Report security related incidents to the security focal person

Job Requirements

Education

Essential diploma or above in electricity

Experience

Demonstrate experience in related field (2 years’ experience)

Desirable experience with other NGOs

Languages                                      

Mission language desirable  ; local language  essential
