TEAM PURPOSE: To contribute to the effective management and development of the support services function (Supply and Logistics) and to deliver Oxfam’s strategic and operational priorities in North response locations and ensure innovative and quality compliance process.

JOB PURPOSE: To lead the provision of effective Logistics support -humanitarian/development programmes in north Ethiopia responses.

POST HOLDER REPORTS TO Head of Supply & Logistics

JOBS REPORTING TO THIS POST: North Response logistics team

BUDGET RESPONSIBILITY: No

KEY RESPONSIBILITIES: Considerable strategic input, helps shape strategic objectives in the ongoing humanitarian response in Tigray and AFAR Support program units and partner entities develop procurement plans, coordination of field sub-offices, and delivery of agreed plans or strategies Representation in coordination meetings and external relationships with UN agencies, NGOs cluster and local authorities on logistics related Often working as part of a management team within a larger program unit Providing specialist advice or skills to partner and Oxfam team on Logistics policies and procedures Plans/objectives contribute to broader program strategy and can involve collaboration with other parts of the organization and other affiliates and stakeholders Decision-making requires significant levels of judgement based on technical experience, generally actively supported within line management or the programme team. Role is variable with well-defined targets and/or minimum standards and is both proactive and reactive Role requires support in producing clear and quality proposals and reports that demonstrate good accountability To ensure well adequate team in place including support in recruitment process of logistics staff To provide support and capacity building of the logistic teams To visit these teams and programmes regularly, in order to ensure well-functioning logistics systems in accordance with procedures To set objectives for the logistics personnel and performance manage them and procedures; ensure all logistics specific areas (procurement, Assets, stock management, fleet are well managed; and relevant donor and Oxfam policies and procedures are complied To ensure capacity building of the logistics team working for Oxfam through trainings, mentoring, and guidance on policy and procedures To establish and maintain good contacts with suppliers, government offices, UN agencies and other NGOs with regards to logistical matters. To provide and maintain safety policies for Oxfam staffs, premises and goods To oversee the management of procurement of items based on authorized requisitions, in line with Oxfam procedures. Contract management To liaise closely with other support functions as well as humanitarian Program Managers and programme department, on local and international procurement To keep records of and maintain contacts with suppliers and local repair/maintenance shops, and to conduct price comparisons among them, in order to get the best deals • To ensure that stocks and assets are timely and accurately tracked 

Procurement and storage To oversee the management of procurement of items based on authorized requisitions, in line with Oxfam procedures. Contract managementTo liaise closely with other support functions as well as humanitarian Program Managers and programme department, on local and international procurement To keep records of and maintain contacts with suppliers and local repair/maintenance shops, and to conduct price comparisons among them, in order to get the best deals • To ensure that stocks and assets are timely and accurately tracked

Distribution Liaise with program staff to properly plan for NFIs distribution Prepare distribution report Ensure that water trucking system functions well

Fleet and communication Oversee the regulation of the use of vehicles and communications equipment. To oversee the installation, programming, rightful use, and maintenance of communications equipment Oversee the supervision and planning of vehicle allocation to optimally serve the needs of the programme. To ensure the monitoring of the fuel consumption and maintenance of Oxfam vehicles and the skills of the drivers. Provide on a regular and timely fashion logistics reports, updates on supply chain to enable programs functioning To perform any other duties reasonably requested of you by the north Response Manager To ensure proper and up to-date logistics records are tracked, maintained, kept and easily retrievable for audit trail or whenever they are required (including assets registers, procurement documents, stores documents etc)

Partnership Proactively share information with and from partners on plans, activities and resources Contribute to the delivery of learning for partner organizations

People management and Development Given the design of a project location in consultation with senior staff, identify staff requirement, staff gaps, and analyses the roles & responsibilities of Supply & Logistics roles. Using standard job profiles, develop vacancy announcements, work with HR in recruiting staff including negotiating terms and conditions of contracts. Plan, organize and lead work of teams and individual staff members by establishing clear individual role objectives, monitoring support process, and provide feedback to improve performance. Support staff in their career development and progression.

Reporting Analyze supply chain performance using supply and logistics reports To receive and consolidate logistics activities update (fleet report, asset tracking, stock inventories, Procurement tracking report and analysis  on monthly basis and report to CLM. Ensure that procedures and processes are up to date and communicated. Provided monthly logistics reports on time

SKILLS, Experience, Knowledge & Competencies Essential Degree in Supply Chain Logistics Management, Purchasing and Supply, Warehousing Management, such as the Certificate in Humanitarian Logistics programme (CHL). 4-5 years’ experience in logistics management preferably with an International Non-Governmental Organisation Fluency in spoken and written English language Ability and willingness to travel regularly, at times at short notice, locally and regionally
