BACKGROUND ON REACH

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Institute for Training and Research (UNITAR) Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts, supporting and working within the framework of the humanitarian reform process. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. REACH’s field interventions benefit from ACTED’s operational support. REACH/ACTED staff span across 6 regions in Ethiopia, with a central office in Addis Ababa.

We are currently looking for a Senior Assessment Officer based in Addis Ababa to support our team in Ethiopia

Functions

Under the supervision of a Senior Research Manager, the Senior Assessment Officer will be responsible for the management and implementation of specific rounds of assessment activities, including activity methodological design, overall project cycle management and coordination with internal technical teams, report writing and output drafting, and external presentations or briefings related to the work. She/he/will also be responsible for partner coordination and monitoring and evaluation of activity implementation, and will be requested to provide input to the strategic development of IMPACT/ REACH in country and region.

The Senior Assessment Officer shall be responsible for:

1. Assessment IMPLEMENTATION and Coordination

1.1 Management of assessment processes

-          The SAO is responsible for designing the methodology and tools associated with each assessment, according to REACH requirements and principles. She/he will manage the planning, implementation, and follow-up of all REACH and project specific assessment activities conducted.

-          The SAO is responsible for contributing to the implementation of assessment projects, and providing support to the development of assessment, database and GIS tools with the REACH team. This will specifically include, designing of data collection tools (household surveys, focus groups, and more); development or review of databases; contributing to GIS data collection procedures; and analysis of information to contribute to reports. 

-          The Senior Assessment Officer is responsible for consolidating all analyses and conclusions from each assessment into IMPACT products such as factsheets, reports and briefs using standard formats. She/he must ensure the writing of timely and accurate assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information. She/he will ensure that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge in the country for the specific project working in the areas.

-          The Senior Assessment Officer will also store, organize and disseminate assessments, project documents and best practices among partners and potential partners. She/he will coordinate timely and accurate reporting to IMPACT.

-          The SAO is responsible for managing logistics, financial, administration and HR processes directly related to REACH and liaise accordingly with the relevant support counterpart. 

2. External Representation

. Under the supervision of the senior research manager, the SAO is responsible for supporting REACH’s participation in Working Groups and response-wide prioritization workshops, analyzing and interpreting response-wide indicators, including REACH’s internal data sources as well as other secondary data sources.

·       The Senior Assessment Officer may represent IMPACT and present on activity-specific briefings to current and potential donors, inter-NGO groups, and any other relevant inter-governmental institutions at the national or regional level.  

·       Generally, the Senior Assessment Officer is expected to contribute to the creation of a positive image and overall credibility of the organization, notably through the application of IMPACT’s mandate, ethics, values and stand-point with regard to other actors.

3. Internal Coordination

·       The Senior Assessment Officer is responsible for proper coordination with technical Data, GIS, and Field teams in the overall management of specific research activities. All officers also responsible for informal learning across the team.

·       The SAO may be requested to provide support to Research Manager and Country Coordinator in the preparation of narrative reports as part of regular grant management processes, as well as the preparation of new project proposals, development of programme strategies, implementation of project activities, and any other required reporting mechanisms.                                         

Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner.  Due attention must be paid to ensuring that communities are adequately consulted and informed about IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every IMPACT staff member.

Confidentiality and Data Protection

All IMPACT / REACH staff are expected to maintain the strictest confidentiality on all data collected and related processes. She/he will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT

Job Requirements

  • At least 5 years of relevant working experience in humanitarian settings such as operational research, Food Security or Nutrition programming, WASH programing and coordination; 

  • Excellent academic qualifications, including a university degree (preferably a Master’s degree) in a relevant discipline (Public Health, Nutrition, Epidemiology, Statistics, etc.);

  • SMART Survey Manager certification is highly preferred

  • IPC Acute Malnutrition Level 1 training is highly preferred

  • Experience conducting nutrition assessments (SMART, SQUEAC, RNA), or experience conducting quantitative data collection (household surveys) in emergency contexts is highly preferred;

  • Experience in managing food security assessments desirable

  • Excellent communication and drafting skills for effective reporting;

  • Excellent team management skills;

  • Ability to operate in a cross-cultural environment requiring flexibility;

  • Familiarity with the aid system, and understanding of donor and governmental requirements;

  • Prior knowledge of the different regions in Ethiopia an asset;

  • Fluency in English required;

  • Ability to operation Microsoft Word, Excel and Project Management Software;

  • Ability to operate R (or related statistical programming), and/ or GIS an asset;

  • High level of autonomy and ability to work independently.
