The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of Restoring Family Links Field Officer 2 (12 months fixed term contract) based in Gonder with frequent travels to the field.
PURPOSE
The Protection of Family Links Field Officer 2 supports the implementation and monitoring of ICRC restoring family links (PFL) activities.
GENERAL DUTIES

ACCOUNTABILITIES AND RESPONSIBILITIES
The RFL Field Officer 2 is responsible for managing and following-up on PFL needs, services, and caseloads, providing support to cooperation with the national society (NS) within his/her AoR. S/he also acts as focal point for specific priority areas of the Tracing Office and provides support to the Protection Department as required.
Management and follow-up of PFL needs, services, and caseloads (80%)
Monitors and analyzes the socioeconomic, political, and humanitarian situation in the AoR, shares information with the line manager, and proposes and carries out appropriate and agreed upon follow-up actions
Is aware of the sub-/delegation’s objectives, PFL (PFL and missing) guidelines, procedures and forms and applies them to all facets of his/her work
Disseminates PFL and ICRC activities to beneficiaries, partners and interlocutors
Carries out PFL needs assessments within the AoR and implements appropriate responses, always in coordination with the line manager and field colleagues, Movement partners, and/or other relevant actors (humanitarian actors, authorities, etc.)
Collects, registers, and follows-up on PFL cases within the AoR. This includes ensuring PROT6 registration, conducting tracing activities, updated cases, maintaining regular contact with beneficiaries, organizing and carrying out family reunifications, as well as any other action required, always in line with established criteria, guidelines, and procedures
Receives visitors to the office and collects, registers, and follows-up on relevant PFL information/needs that may arise
Ensures proper management of RCMs/salamats, phone call services, and any other applicable PFL service in accordance with the established guidelines and workflows
Organizes field trips (including drafting terms of reference, taking/settling work advances, liaising with LOG colleagues for vehicle/flight/hotel reservations, coordinating with field offices/colleagues, preparing necessary RFL material, and any other necessary activity) and ensures proper reporting (FTRs, PROT6 follow-up, etc.) upon completion of the activity
Liaises with the Community Contact Center (CCC), integrates feedback from the community into his/her PFL activities/response, and resulting manages cases as needed
Ensures that PFL activities are properly organized and followed up on, i.e. raises SRs, liaises with COOP / COM / EcoSec / Health / etc. departments, etc. as needed
Participates in working group/cluster/sub-cluster meetings related to PFL (and other protection matters if required) within the AoR and reports on them as per established guidance from the line manager
Cooperation with the ERCS (10%)
Establishes, maintains, and develops positive working relationships with the ERCS representatives with the AoR (especially branch secretaries, PFL Focal points, Tracing Officers, volunteers, etc.) in accordance with the delegation’s strategy
Monitors and contributes to the implementation of the joint ERCS-ICRC PoA within the AoR, provides necessary support at field level, and reports regularly on progress to the line manager
Supports in the development of training and capacity-building tools and carries out PFL trainings at field level, always in coordination with the line manager, the PFL delegate, and relevant Movement partners (namely ERCS local and national RFL Coordinator/focal points)
Ensures proper follow up of PFL cases/services (i.e. TCs, RCMs, etc.) shared with the NS within the AoR
Provides support in reviewing ERCS PFL financial reports from branches within the AoR
Support to the Tracing Office and the Protection Department (10%)
In coordination with the line manager, may be requested to act as focal point for/carry out activities in priority areas for the Tracing Office or Protection Department, i.e. Missing, Migration, etc. in addition to the abovementioned responsibilities
Translates documents (from English to local language/s) as needed
Acts as an interpreter in meetings when necessary
Replaces or supports other field officers in their absence
Is aware of the sub-/delegation’s overall Protection’s priorities (i.e. PCP, DET, etc.) and relays relevant information to concerned colleagues within the department accordingly
Provides input/support for internal planning and reporting activities, i.e. MfR/PfR, meetings, etc.
Is responsible for the collection and updating of the monthly Protection Office Figures within his/her AoR
ADDITIONAL DUTIES
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development
Contributes to the analysis of the security, socio-economic, cultural and political environment relevant to the ICRC and share relevant information with colleagues
Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities
Participates actively in meetings and prepares MoMs, reports, etc. in a timely fashion as required
Certifications / Education
University degree in social sciences, social work, communication or related areas
Excellent command of English (knowledge of local languages a strong asset)
Professional Experience
Minimum of 3 years’ experience in the field of social, political or economic sciences or similar.
Minimum of years’ experience with the ICRC or another humanitarian agency an asset.
Experience with social work, case management, project management a strong asset
