Job Description
The International Institute for Primary Health Care – Ethiopia (IPHC-E) which was inaugurated on February 1, 2016 is envisioned to be a world class hub to learn about Ethiopia’s experience using PHC approaches to achieve dramatic improvements in health. The Institute affiliated with the Ethiopian Federal Ministry of Health (FMOH) and supported by the Gates foundation.
The Institute also strives to provide a global perspective—historical and current—of PHC experience around the world. One of the missions of the Institute is to provide need-based training on PHC for trainees from Ethiopia, Africa and the rest of the world. Through PHC research, the Institute will also be able to provide up-to-date information on the strengths and weaknesses of Ethiopia’s own PHC program and contribute to continually build a stronger PHC program that ensures fidelity to standards of care and high levels of population coverage of services including other low- and middle-income countries. In order to address this issue, the institute will support and catalyse capacity building (training and technical assistance), through short-term capacity building training for policy makers, program leaders, and middle-level managers on PHC at local and international levels.
Scope of Work and Major Duties
Improving Primary Health Care for Service Delivery (IPHCSD) is a project implemented by JSI/L10K and Amref Health Africa in collaboration with the Ministry of Health (MOH) of Ethiopia and IPHC-E with a funding from the Bill and Melinda Gates Foundation (BMGF). Its works through national PHC coordination platforms, provide technical assistance to build health system capacities; Strengthen the Network of PHC facilities to pressure-test PHC models; and partnership and collaboration with different investments and different organizations/institutions. The project also intends to design and use thoughtful program advocacy and communication approaches and strategies to bring policy influence in evidence-based PHC programming and resource mobilization to help realize the country’s aspiration towards realizing UHC through effective PHC.
IPHC-E will closely work with the MOH leadership and IPHCSD partnership in facilitating the overall PHC technical and stakeholder’s coordination at the national and regional levels,
The scope of this assignment includes the following, but not limited to:
Technically lead and enormously contribute in the revitalization of PHC coordination platform
Coordinate and provide technical support for the national platform
Coordinate Mapping and engaging all key PHC stakeholders based on their interest and contribution.
Involve in development of plan of actions for the coordination platforms in consultation with the HEP and PHC directorate
In collaboration with the HEP and PHC directorate, participate in revitalizing/ establishing HEP/PHC technical working group
Organize series of meetings with different actors to gather inputs
Program advocacy and communication
Coordinate development of PHC advocacy and communication strategy
Participate in Identifying and engaging national PHC champions for advocacy
Coordinate National PHC conferences and symposiums
Involve in Advocacy of effective PHC interventions for policy makers, donors and other funding agencies through different advocacy approaches.
Policy influences through evidence
Coordinate documentation of the proposed innovative approaches and interventions at the learning sites and share and advocate learnings from the field
Organize documents prepared from technical working group members
Produce and share the progress report and other supporting documents/reports as deemed necessary
Participate in dissemination of PHC related research
Organize policy dialogue sessions on selected PHC issues
Facilitate the revision/design of policies, strategies and programs based on the lessons from the implementations
Report to: State Minster office-MOH and International Institute for Primary Health Care Ethiopia (IPHC-E)
Place of Work: Addis Ababa with regular field visit
Number of Post: One
Duration of contract: One year with possibility of extension
Qualifications:
A minimum of master’s degree in public health or health related disciplines and at least ten (10) years’ of experiences
A good knowledge of the Ethiopian Health Policy, health System and PHC.
Proven experience in working in national/global PHC issues
At least 5 years of professional experience in coordinating PHC related programs
Excellent communication skills and ability to work independently and in teams within a multi-cultural environment
Demonstrated analytical and report writing skill
Proficiency in written and spoken English
Good computer skills in Microsoft (word, excel and power point)
Excellent coordination skill
Having internationally demonstrated experience is an additional asset
