Job Description

The Protection Manager (PM) is responsible for oversight of protection program implementation and mainstreaming protection principles in all SPE programs. The Protection Manager will support the overall program management and coordination of protection programming in all operation areas. The PM shall represent SPE in the national protection cluster and coordinate interventions with other actors to ensure appropriate responses to identified protection concerns or issues. Under the supervision of the SPM, the PM will undertake the following tasks : 

Key Responsibilities

o   Overseeing training of beneficiaries and staff on protection principles and prevention of gender-based violence, sexual exploitation and abuse (PSEA), ensure both beneficiaries and staff are aware of, and are capable of responding to, sexual and gender-based violence (SGBV) and Child protection (CP).

o   Lead the Protection component of SPE program with specific focus on prevention, protection and response of sexual and gender-based violence (SGBV), sexual exploitation and abuse (SEA), and Child protection (CP) in compliance with core protection principles.

o   Technically lead protection needs assessments and identify risks and vulnerabilities, including those related to gender, age, and diversity.

o   Support the emergency sectors program staff and other sectoral teams to mainstream protection in their activities through the provision of training.

o   Develop protection IEC messages and learning aid for the community facilitators. 

o   Contribute to the contextualization of protection tools and guidelines according to SP, international standards and best practices.

o   In coordination with the sector program managers, document lessons learned interventions and activities. Compile progress reports, lesson learnt and challenges of the protection program

o   Provide technical support to ensure quality referrals and information dissemination, protection case management, individual protection assistance, are in line with international best practice

o   Ensures opportunities are in place for safe, confidential reporting and community feedback with mechanisms to ensure accountability.

o   Supervise and shepherd protection staff to implement protection programing upto the expected standard and quality

o   Work with PDO to identify protection related needs and assist in the design and development of proposals

o   Perform other assigned tasks

KNOWLEDGE & SKILLS REQUIRED:

o   University degree in international relations/development, social science, Gender, law, psychology, or another related field; MA/S or other related advanced degree preferred.

o   Strong interpersonal skills and display evidence of good leadership and influencing skills.

o   Ability to interact professionally with culturally and linguistically diverse staff and clients.

o   English fluency required, fluency in the local language a plus.

o   Excellent written and oral communication skills and be comfortable participating both as an effective contributor and a listener in-group setting which include senior staff.

o   Well-organized, resourceful, effective, and efficient at coordinating multiple resources to get things done and must have proven track record of successfully working on multiple tasks at once and foresees and plan around obstacles.

o   Demonstrated sensitivity in diverse, cross-cultural settings.

o   Knowledge of SPHERE and established international protection and GBV standards, methodology and tools.

o   Knowledge of multi-sectoral approaches to mainstreaming protection.

EXPERIENCE

o   Minimum five years related field experience, including Protection and GBV program design and management

o   Strong knowledge of standards and guidelines for GBV and CP programming, coordination, and data management

o   Experience with GBV case management services

o   Facilitation experience required

o   Experience working with local partners and community mobilization preferred

 LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations in English and Amharic. Ability to write reports, proposals, and business correspondence in the same languages. Ability to effectively present information and respond to questions from groups of managers, donors, and the general public. Strong English written and oral communication skills.

MATHEMATICAL SKILLS

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral diagram, or schedule form.

While performing the duties of this job, the employee is frequently exposed to outside weather conditions, extreme cold, and extreme heat.  The employee is occasionally exposed to wet and/or humid conditions; moving mechanical parts; high, precarious places; fumes or airborne particles; risk of electrical shock; risk of radiation; and vibration.  The noise level in the work environment is usually moderate. Position could require extensive travel in and out of the field.
