BACKGROUND

The Center for Implementation Sciences (CIS) in Health at the School of Public Health, College of Health Sciences, Addis Ababa University seeks to accelerate translation of effective policies and evidence-based practices into public health and development benefits through influencing policies, strategies, programs and practices at different levels of the health system. The CIS shall work, through its multidisciplinary teams and in close collaboration with relevant governmental and non-governmental stakeholders, to develop, implement, and evaluate strategies, methods, approaches, and models to promote the adoption, implementation, sustainment, and scale-up of evidence-based policies, practices, and programs in the fields of public health.

The center is looking for a qualified and enthusiastic center administrator with relevant qualifications and experience. The applicant should be committed to excellence in financial, human resource, procurement, and logistics management and in supporting the vision of the center.  

The Role of the Center Administrator

The main role of the administrator will be overseeing the administrative aspects of the center and supporting the work of the center director. The administrator will primarily be accountable to the director of the center. The post holder will be responsible for a range of day-to-day administrative duties relevant to the academic unit and implementation research teams. S/he will proactively develop efficient financial, human resource, procurement, and logistics management systems aligned with the university rules and regulations to facilitate the smooth and efficient work of cent and will serve as the initial contact for administrative enquiries from the school, college, university, and collaborators.

The administrator will closely work with the administration of the School of Public Health, College of Health Sciences and Addis Ababa University. The administrator will coordinate meetings and events; assist with the preparation of reports on the Centre’s activities; and assist with development and submission of grant applications to relevant local and international donors. The administrator will also assist in design and dissemination of effective communication materials regarding the center’s key activities, news, and events.

Principal Responsibilities:

  • Run the day-to-day activities of the Centre closely working with the center director and providing administrative and logistical support.

  • Reviews and adapts the university’s relevant financial, human resource, and procurement guidelines and policies to facilitate the smooth running of the center. Train and orientate the center staff on the guidelines.

  • Supports finance officers in the basic day-to-day financial administration of CIS projects and activities (e.g., counter-checking and processing invoices, expense claims, etc.).

  • Assists the center’s director in the preparation of reports to donors and partners including regular reports of CIS

  • Serves committees including organization of meetings, taking minutes, circulating minutes/agendas/documents.

  • Organizes CIS related events (meetings, seminars, workshops, conferences, exhibitions, audio-visual materials etc.).

  • Supports the center’s director in liaising with relevant seminar speakers and trainers including hotel/travel arrangements, booking rooms, booking and setting up audio-visual equipment, organizing catering, and publicity/marketing.

  • Communicates research summaries and public events through e.g., mailing lists, new social media platforms and websites. The post holder will prepare and circulate a public bulletin of events and announcements and will maintain a dissemination contacts database.

  • Oversees the development and maintenance of the CIS web site and use of social media, liaising where necessary with the IT staff and the university Information Systems director.

  • Demonstrates flexibility to deliver all services effectively including performing activities not specifically referred to above.

  • Supports production of regular reports for donors and partners

  • Oversees regular conduct of internal and external audits

  • Supervises the production of monthly finance management reports by the finance officer for the CIS executive team.

  • Supports the center affiliated faculty members and research staff in development of new grant proposals, and administering existing projects in accordance with the donors’ requirements and Addis Ababa University’s rules and regulations.

  • Oversee the recruitment, orientation, training, deployment, and management of fulltime and parttime research staff including timely payment of their salaries and other payments.

  • Provide need based administrative support to the School of Public Health finance and administrative team.

  • Execute additional tasks as directed by the director of the center.

Duration: One year with possible extension 

Job Requirements

Job requirements

  • MA Degree in business administration, project management, health sciences, and related fields from a recognized university.

  • Demonstrated skills in financial management of large scale and/or multiple projects preferably in Ethiopian university contexts

  • Experience in managing a large scale and/or multiple projects with complex financial, human resource, procurement, and logistics management system.

  • Discretion and a proven ability to handle confidential and sensitive information.

  • Strong computer literacy including Microsoft x-cell, Peachtree etc.

  • Strong administrative, communication and organizational skills.
