Job Description

The Center for Implementation Sciences (CIS) in Health at the School of Public Health, College of Health Sciences, Addis Ababa University seeks to accelerate translation of effective policies and evidence-based practices into public health and development benefits through influencing policies, strategies, programs and practices at different levels of the health system. The CIS shall work, through its multidisciplinary teams and in close collaboration with relevant governmental and non-governmental stakeholders, to develop, implement, and evaluate strategies, methods, approaches, and models to promote the adoption, implementation, sustainment, and scale-up of evidence-based policies, practices, and programs in the fields of public health.

The center is looking for a qualified and enthusiastic procurement office with relevant qualifications and experience. The applicant should be committed to excellence in procurement and in supporting the vision of the center.  

The Role of the Procurement Officer

The main role of the procurement officer will be, in consultation with the center administrator and center director, developing procurement plan and procuring high-quality low-cost items for use by the center and research sites across the country. The procurement officer will primarily be accountable to the center administrator. S/he will strictly follow the university and donors’ procurement rules and regulation, proactively prepare procurement plan, and work with the relevant school administrative and management teams to facilitate procurement of the required items. The procurement officer will also work with donors, stakeholders, and relevant university staff to procure items donated by donors and partners from within Ethiopia and outside the country.

Principal Responsibilities:

  • Participate in preparation of procurement planning and its consolidation in conducting market research and development of price index in collaboration with Administrator and project coordinators.

  • In consultation with the center administrator identify all potential suppliers available in the market and develop prequalified suppliers list for all major item categories. Keep Suppliers Roster up to date all the time.

  • Ensure receiving all PR, BOQ, MoU and TOR with clear specifications, financial codes, and appropriate signatories.

  • Prepare price inquiry that exactly corresponds with the respective purchase requisitions, and process requesting and receiving offers from right suppliers.

  • Work with the relevant school of public health administrative staff to facilitate evaluation and selection of best responsive supplier in preparing price comparison and related paper works in both direct purchases and competitive purchases.

  • Prepare and distribute award letters and purchase orders for the best responsive suppliers in consultation with center administrator ensuring all the payment and delivery terms to be appropriate.

  • Ensure inspection and receiving of purchased items processes up on delivery against PO and supplier invoice and hand over to the storekeeper.

  • Compile all the procurement documents sequentially for proper filling and register. Arrange payment clearance as per the terms of payment mentioned with PO and close the order.

  • Prepare distribution list according to the respective purchase requisition and ensure that requesting department is informed the delivery of items at store ready for collection.

  • Execute proper registration of procurement information with the logbooks and automated database in the right time to produce procurement report;

  • Ensuring healthy working relationship with suppliers and all stakeholders, promoting transparency and accountability at each stage of the procurement life cycle.

  • Regularly communicate with donors and partners to efficiently process the receipt of donated items from within country and outside

Duration: One year with possible extension

Job Requirements

Essential Qualification and Experiences

  • BA degree in accounting, business management, logistics management, or similar fields from a recognized university.

  • Demonstrated skills in procurement for large scale and/or multiple projects preferably in Ethiopian university contexts

  • At least 3 years of experience working for organization with large scale and/or multiple projects.

  • Discretion and a proven ability to handle confidential and sensitive information.

  • Strong computer literacy including Microsoft x-cell, Word etc.

  • Strong administrative, communication and organizational skills.
