Accountabilities
· Ensure all project planning, monitoring and evaluation processes meet and comply with external accountability requirement and standards.
· Works closely with the Project Coordinators, Community Development workers and CO MERL team to establish MERL system and develop data collection tools in accordance with the project requirement.
· Ensure all donor, country office and government programme performance reports are prepared and shared timely meeting the standard and quality requirements
· Closely work with partners to monitor their progress via coordinating and conducting regular supportive supervision, overall output and outcome monitoring as well as facilitate and conduct baseline, midterm and end-line assessments as needed
· Take the lead in organizing regular review meetings with Project Coordinators and government partners
· Responsible for the setup of Management Information System, to systematically collect, store and analyse output and activity information.
· Ensure equal participation and benefit of adolescent boys and girls and children with disabilities in all phases of project implementation and make sure project management is gender transformative.
· Provide information on project learning and monitoring data to inform during the preparation of annual work plans.
· Identify, capture, document and share lessons learned from the project implementation to larger stakeholders and community, including evidence on project stories of change, lessons learned and promising practices in coordination with the program team
· Develop capacity of project staffs and partners through providing training on M&E systems, concepts, tools, and processes and mentoring/coaching
· Design Monitoring, Evaluation as well as Performance Measurement Framework (PMF) including project targets and update regularly
· Ensure Plan’s Child Protection Policy and Guidelines and Research Standards are adhered to during project implementation, monitoring and evaluation
· Ensure that M&E data are collected, analysed and availed in a way to help decision making, and ready to share both to external and internal audiences as required
· Ensure data quality by conducting routine data quality assurance activities and data audit assessments
· Participate in all trainings which will be organized by the Project Coordinator to ensure the quality of the training and support during trainings through providing technical and administrative support including photograph taking etc.
· Conduct programme quality review /assessment based on the standards and benchmark
· Together with Project Coordinators monitor progress of all construction works and project activities for quality assurance.
· Ensure that the project is implemented as per the quality intended and in accordance with the result-based management principles and tools,
· Ensure results are entered into the PMERL system regularly, make the analysis and generate reports from the system
· Ensure that the project is managed based on Plan international gender transformative programming and social inclusion approaches
· Support Gender equality and social inclusion assessments and the use of Gender WASH and Nutrition Monitoring Tool (GWNMT)
· Represent the program MERL roles positively and professionally to internal and external stakeholders
· Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Education, Qualification and Knowledge.
· Bachelor’s Degree/MA Degree in Monitoring and Evaluation, Project Management, development studies, Management, MPH, Economics and other social sciences.
· Minimum 4/6 year’s substantial experience in managing corporate system for Planning, monitoring, evaluation, research and Learning activities for MA/MSc and BA/BSc respectively
· Training on M & E, Data Quality and Database Management systems
· Excellent English in written and verbal skills
Knowledge
· Awareness of integrated WASH, Food and Nutrition intervention approach plus environmental health issues with special attention to the needs of women and children
· Experience of leading M & E for integrated WASH, Food & Nutrition projects implementation and working in partnership
· Experience in capacity building of partners and staff.
· Experience in conducting baseline, mid term and end line evaluations for WASH related projects
· Experience of linking WASH interventions with health and nutrition projects.
· Demonstrated experiences of KAP assessments design and analysis.
· General finance, administration, information management and proficiency in information technology/computer skill.
· Strong proposal writing, planning and programme designing and also coordinating skills
· Ability to deliver quality programs in a short term and work under stressful conditions.
· Experience with qualitative and quantitative research methods in a field setting
· Proven ability to work in a team environment and independently.
· Excellent written, verbal communication skills in English and Amharic.
