Alight focuses on lifesaving humanitarian interventions as well as recovery and resilience building programs designed to create lasting positive change in the lives of vulnerable people. Alight works closely with displaced persons, returnees, refugees and communities affected by natural and man-made disasters, providing a range of integrated assistance including primary and curative health care, water and sanitation, protection services, restoration of strategic health and water infrastructure, dignified housing for returning refugees, and sustainable job creation. Alight has also built strong relationships with development partners, agencies, as well as federal and local governments in order to approach challenges in an inclusive and holistic manner and come up with innovative solutions that best fits the local context.
PRIMARY PURPOSE OF THE POSITION:
Under the supervision of Program Coordinator & Area Manager, and with technical support from the Addis Program team, the livelihood Officer shall lead implementation, supervision, coordination, and evaluations of Alight Livelihood project in Eastern zone of Tigray. She/he will demonstrate technical capability and assist the project staff to make sure the program is holistic, upholding according to standards, procedures and agreed standards. She/he will coordinate the project activities, coordination, evaluations of the project and other duties assigned by supervisor. The Officer will also mentor, coach, and build the technical capacities of livelihood project team in the field.
PRIMARY DUTIES/RESPONSIBILITIES
Program Planning Development and Implementation.
lead implementation, supervision, coordination, and evaluations of Alight Livelihood activities.
Design and coordinate surveys, market assessments, conduct feasibility studies and Identify locations-specific Livelihood activities and supervise the smooth start up and running of selected livelihood projects.
Provide technical direction, leadership, and training to the livelihood’s beneficiaries on business planning, income generation, group savings and loans, revolving funds, vocational skills training and strengthening of small-scale businesses for the beneficiaries to enhance their self-reliance.
Responsible for overseeing implementation of livelihood project activities as per the approved time schedules, cost, quality , and ensuring compliance with Alight policies and donor requirements.
Undertake and ensure situational assessments, data collection, compiling and analyzing to inform Alight livelihood programs in general and the project in particular.
Participate in the development of implementation strategy, approaches and contribute actively to its revision, monitoring and improvement.
Takes primary responsibility for coordination of market assessment, skill trainings, market linkage, assessment and identification of micro-credit Institutions, implementation and follow-up of the Livelihood program including development/update of relevant strategies, SOPs, in accordance with the requirements in his/her specific location and the region.
Ensure Alight representation in coordination platforms and proper coordination with all relevant authorities, and stakeholders IDPs, communities in the project area.
In coordination with pertinent authorities and task force/technical groups, establish and/or put in place standards for Cash-for Work, Micro-credit activities, and revolving fund mechanisms as for the livelihood project.
Responsible for planning, budgeting, implementation, and monitoring of the program in line with organizational and donors’ guidelines, policy, and procedures.
Follow-up, monitor and supervise the implementation of program activities based on the work plan, spending plan and ensure the proper utilization and tracking of budget and materials allocated to the program.
Coordinate, lead and facilitate regular monthly meetings with the community, children and implementing agencies and sectors including preparation of agenda and circulate the minutes of the child protection working groups (coordination body) meetings.
Ensure accountability and collaborate with the Operations Sections to establish and maintain sound internal controls according to financial and supply management requirements.
Mentor and support project staff and develop a positive team spirit to encourage innovative and quality programming.
Initiate/ Participate in periodic program review meetings with partners and community members.
Support the project team in ensuring the availability of accurate, complete, and up-to-date information required for effective livelihood program implementation, follow-up, review, and M&E.
Regularly review and give feedback on livelihood project implementation, tracking, information management system and follow-up and report on the progress.
Prepares monthly progress, quarterly and annual implementation and donor reports and review budget required for program coordinator and local/national office as required.
Perform any other duties and responsibilities as assigned by the Supervisor or designate.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
BA Degree in a livelihood, Business management, economics, or sociology, or related fields.
At least, 3-years’ work experience with humanitarian program in the fields of livelihoods at management level with at least 2 -years’ experience engaging conflict-affected populations in livelihoods interventions.
Experience of program/project development and management in emergency context.
Demonstrated skills in planning, Monitoring & evaluations of similar projects.
Experience in working with NGO Environment.
Hands-on experience in cash-based interventions in general, and cash-for work, micro-credit, and revolving fund in particular.
Knowledge and prior Experience of micro-credit/saving institutions highly desirable.

Should be able to live, work and travel in an insecure environment, always following strict security guidelines.

Excellent interpersonal and communication skills, and ability to work in a multi-cultural environment.
High level of confidentiality and integrity.
Experience of working under high pressure, in fast-paced environments.
Strong service orientation with the ability to proactively approach staff to understand their needs and to find effective solutions.
Strong organizational skills ability to handle multiple priorities in an autonomous manner.

Have a good experience and knowledge of MS Windows and MS Office packages (Excel, Word, PowerPoint).
Strong data management skills.
Good communication skills and ability to operate in challenging environments.
Ability to manage complaints, including trust-worthiness, integrity and accountability.
Willingness to follow instructions, especially those related to security.
Candidates with the role and location specified is a plus.
Local expertise with permanent address in project district is a plus.
A competent trainer with good experience of developing and implementing training plans.
Fluency in English & local language/Tigrigna.
Fluency in other local and national languages is an advantage.
