Job Description

Key Responsibilities as a Project Coordinator

  • Lead the WASH, CCM and NFI project components,  M & E and budget management

  • Lead team in implementation, reviewing progress and results, identify gaps and solutions and share technical ideas for the project staff;

  • Ensure field team proper work delivery and manage HR related issues.

  • Support the project staff with technical and management inputs relating to project activity plan;:

  • Prepare quarterly, monthly and weekly work plans based on the project document,

  • Ensure participatory selection of project beneficiaries jointly with project staff, local government representatives and communities and other relevant stakeholders.

  • Ensure that project supplies and construction materials are of the right quality and quantity according to the project document.

  • Ensure that project activities are implemented in time to ensure lifesaving assistance is delivered to the target beneficiaries as planned.

  • Establish a monitoring and evaluation system to track WASH project activities.

  •  Oversee the recruitment of national and incentive staff and conduct thorough briefing takes place including LWF code of conduct. Responsible for the supervision, management and training of project staffs in accordance with LWF policy.

  • Contributes to the development of new project proposals;

  • Conduct  training on relevant thematic areas and other project interventions ;

  • Provides technical backstopping and facilitation ,work closely with partners, field staff and cluster based stakeholders, networks and community members to ensure achievement of objectives in time and cost effective manner;

  • Facilitate the regular meetings are conducted by the project staff and reports are prepared and submitted  to the Head office in a timely manner

  • Ensure  effective collection and filling of  beneficiary lists, distribution lists, stories and pictures of the project at each stage in the project implementation.

  • Ensure timely adequate budget utilization and expenditure control. 

  • Prepare necessary monthly, quarterly and annual progress reports of the project and submit to the WASH Advisor /Programme Coordinator on time,

  • Facilitate baseline surveys, end line surveys, post distribution monitoring and develop reports.

  • Responsible for the safety and security including project assets and equipment, and to ensure that the relevant plans and procedures are in place.

  • Co-ordinate plans with government, UN agencies and other NGOs in the project location.

  • Ensure that CHS, visibility and staff safety and security systems are in place 

  • Actively participate in WASH and CCM clusters.

  • Responsible for development of designs, drawings and BQs and construction schedules for rehabilitation of water supply schemes and sanitation facilities.

  • Ensure hygiene promotion messages including Covid-19 prevention messages are developed and translated to the local language in collaboration with the Health Bureau

  • Develop preventive and maintenance schedule for WASH facilities. Ensure that all activities are implemented according to the plan and inform the WASH Advisor   any deviation for timely decision,

  • Supervise WASH activities to ensure the desired quality is achieved in a timely manner. Ensure the establishment and strengthening of community water user committees and also make sure that the water and sanitation works are sustainable.

  • Ensure that CCCM responses build on local capacities, context specific strengths and cluster response plans

  • Ensure the Involvement of all relevant partners in IDP related activities coordination, site needs assessment and analysis

  • Ensure adequate monitoring mechanisms are in place to review impact of the project and progress against the camp specific implementation plans

  • Identify gaps and duplications – assess, verify, and map emerging assistance needs and camp coordination issues

  • Support registration of displaced populations in communal settings, paying particular attention to gender, age and diversity dimensions; and update the population registry/enrolment for assistance

  • Conduct scenarios planning of possible population (IDP) movements

  • Coordinate IDP and camp related activities with relevant authorities, CCCM clusters, relevant work groups, UN agencies and the implementing partner 

  • Ensure participatory and gender sensitive action planning, implementation and monitoring.

Job Requirements

  • Masters or Bachelor Degree in Water Resource Engineering, Hydraulic Engineering, Water Supply & Sanitation & Environmental Engineering, Public Health Engineering and related field with Minimum of 5 years relevant experience for Bachelor degree and 3 year for Masters Degree. Experience in managing a humanitarian project is highly advantageous.

 Key competencies:

  • Strong communication skill in English (written and oral)

  • Ability to interact with people

  • Experience in preparing drawings, designs, and BoQ of water supply schemes;

  • Experience in supervision of construction of water supply schemes;

  • Capability to ensure full participation of communities and concerned line departments at all levels;

  • Actively nurtures good relationships with people across all organizational levels and boundaries, and with government bodies & stakeholders.

  • Proven experience in preparing work plan and report and submitting timely;

  • Knowledge and Experience in CLTSH, SLTSH, and PHAST is highly welcomed;

  • Knowledge of water supply design software

  • Knowledge of water supply design software including but not limited to EPANET, WaterCAD, AutoCAD and Google Earth.

  • Knowledge of humanitarian standards, such as the SPHERE Standards.

  • Proven computer Literacy.  

Staff Support

  • Identify and design appropriate training opportunities for project staffs. 

  • Responsible for staff security. Ensure all staff are given security briefing and that they adhere to security procedures.

  • Ensure that staff management and other processes and policies and systems reflect LWF's code of conduct.

  • Follow up on any disciplinary matters
