Required Qualifications and Experience

The applicant should be required to fulfil the following qualifications and experiences

• BA or MSc/MA degree or equivalent from a reputable and recognized university in Commerce, Business Administration, Economics, Business Management or any other related discipline. Possession of post graduate degree or an advanced degree will be an advantage.

• Post graduate training in procurement or a professional qualification in procurement is preferable.

• At least 8 or 10 years of working experience in procurement service in a large private/ public sector organization or projects for Masters and Bachelor degree respectively.

• At least five years procurement experience in GOE IDA funded projects with thorough understanding of WB’s Federal and local government procurement procedures.

• Computer literacy in the use of word processor, spread sheets and application relevant to procurement.

• Excellent change management skill and strong commitment to sharing procurement and contract management related expertise experience in order to develop others.

• Excellent writing and communication skill in both Amharic and English

• Now the DDPTC invites qualified and eligible individuals to apply their interest for the assignment. The shortlisting criteria are qualification (20%), experience (40%) and specific technical knowledge and experience related to the World Bank project (40%).

  The attention f interested consultant is drown to paragraph 3.14, 3.16 and 3.17 of the World Bank’s procurement Regulation of IPF Borrowers Fourth Edition dated November 2020, setting forth the World Bank’s policy on conflict of interest. A consultant will be selected in accordance with the open competitive selection of Individual Consultant method set out in the procurement regulation, time Based Contract.

Further information and Terms of Reference (TOR) for the assignment can be obtained at the address given below during office hours 08:00 to 12:00 & 14:30 to 17:00, Mondays to Thursdays; and 08:00 to 11:00 & 14:30 to 17:00on Friday.
