About the Position:

Provide technical advice and support to the field management and the health and nutrition staff. Develop, lead, monitor, and evaluate the health and nutrition aspects of the country programme. Coordinate and network at a senior level with national and regional health authorities and other NGOs. Lead on all health and nutrition elements of proposals and reports, providing capacity building for national staff. Promote best practice in the health and Nutrition programmes and contribute to the overall management of the country programme.

Key Areas of Accountability/Duties

·         Extensive experience in primary health care services reproductive, maternal, neonatal, child, adolescent, and youth health and nutrition (RMNCAY-N).

·         Strong experience in public health emergency management (PHEM), SBCC in health/nutrition, and health systems strengthening approaches.

·         Familiar with the latest approaches/strategies/innovations in health and nutrition sectors, community-based health and nutrition interventions, operational research, multi-sectoral nutrition programming, and adolescent/youth health.

·         Strong understanding of the dynamics, structures, and needs of the ministry of health, health/nutrition clusters, and health/nutrition donor communities.

·         Coordinate and manage assigned health and nutrition projects in terms of program planning, implementation, HR/procurement/logistics/budget, quality/safe/accountable program, and reporting, with close supervision and direction from the head of Health and Nutrition.

·         Provide technical advice, technical expertise, and support to the field management and the health and nutrition staff in the field and coordinate and network with national and regional health authorities and other NGOs.

  • Provide technical expertise and inputs in tasked health and nutrition elements of proposals and reports, provide capacity building for government health workers and promote best practices in the health and nutrition programs and contribute to the overall management of the country program.

Mainstreaming Issues:

·         Familiarize self, understand and implement according to area of responsibility, GOAL’s policies and procedures on mainstreaming of Gender, HIV/AIDS, Child protection and Accountability.

·         Ensures gender and HIV/AIDS is effectively mainstreamed throughout the programme activities, work plans, budgets, reports, researches, analyses and where specifically relevant, analyzed in detail;

·         Work on increasing the sensitivity and awareness of staff towards Gender, HIV/AIDS ,Child Protection and Accountability issues.

Compliance Issues

·         Familiarize self and understand to GOAL Donor Compliance issues, specifically to the terms and conditions of the Donor the programme is working on and comply with same in area of responsibility. 

·         Ensure the timesheet of each staff in the office is completed using the right time allocation accurately and sent to the responsible person in HR department at HO on a monthly basis.

·         Review the monthly beneficiary distribution summary sheets (BDSS) completed by the L/F/A Officer and ensure this is sent to the responsible person in Grants Unit based at HO on a monthly basis.

·         For those documents listed in the log frame as means of verification, ensure proper hard copy and soft copy files are kept at field level and same are submitted to the responsible person in Grants Unit based at HO on a quarterly basis (calendar quarters).

·         Understand the branding/visibility plan of the specific donor funding the program and ensure implementation of this accordingly in the office and operational areas in cooperation with the responsible person in RRP department based at HO.

·         During project closeouts ensure program deliverable documents during implementation of the program including beneficiary distribution lists are formally submitted using the standard forms to the Regional Logistics Coordinator.

Job Requirements

  • More than 5 years of NGO working experience in humanitarian and development health and nutrition aspects, having both sectors is a plus.

  • HO/MD/Nurse with master’s degree in MPH/Nutrition and public health policy (Master degree is a must) with strong public health background.

  • Project management experience (HR, Finance, Logistic, and Grant).

  • Experience on concept/position paper/proposal development, operational planning, budget planning and management, monitoring   and evaluation, report writing.

  •  Capacity to advise/mentor, supervise, train and coach staff.

  •  Team management, conflict resolution, decision making and delegation skill.

  •  Understand cross-cutting issues of GESI, child participation, and others to ensure their incorporation into program design and implementation.

  • Ability to deal and work with difficult, often complex work situations.

  • Multilinguistic skill is a plus
