The main focus of our work is addressing the root causes of poverty and vulnerability through nexus and development programming as well as a humanitarian response. This includes programming for improved governance; water and sanitation; food security; women's economic justice; sexual and reproductive health and rights; and nutrition; and household and community level resilience. Our programs are implemented across both rural and urban areas. CARE Ethiopia works in multiple sectors including the following priorities: Food Security; Livelihoods & Resilience; Nutrition; Water, Sanitation & Hygiene; Humanitarian Response; Sexual & Reproductive Health & Rights; Women's Economic Justice; Dignified Work. CARE's operation spans most of the country: Afar, Amhara, Oromia, SNNP, Sidama, Somali, Tigray, Addis Ababa, and Dire Dawa.
About Roster Recruitment and How it Works
CARE Ethiopia’s humanitarian intervention is expanding across all parts of Ethiopia. Due to high demand for qualified professionals for the ever-increasing humanitarian response and the need for immediate deployment of pre-approved candidates for immediate employment, CARE Ethiopia is currently working on building a pool of roster recruitment as part of its talent acquisition management strategy.
CARE Ethiopia is looking to grow its pool of experienced Humanitarian Response and other professionals with the use of a Roster that can be available for short assignments (usually less than nine months), in various locations (where CARE Ethiopia is operating in Ethiopia) and at short notice. Successful applicants will be added to the roster and contacted for deployment opportunities. Missions will take place in the locations where the projects are implemented and will have a variable duration depending on availability of budget, duration of the project, and other factors.
Exclusion from CARE Roster System
The following can be ground for CARE Ethiopia to exclude potential candidates from its employment roaster:
If negative feedback is obtained from references.
If the roster candidate declines more than two assignments in a calendar year
If the roster candidate was not deployed for more than two years.
Upon specific request from the potential candidate for her/him to be excluded from the roster
Responsibilities of CARE Ethiopia and the Applicant
CARE Ethiopia’s main responsibility on facilitating the roster recruitments is to advertise the job openings in major vacancy portals (especially in those outlets accessible to female applicant); assess applicants’ skill with transparency; notify the recruitment outcome for shortlisted applicants; inform successful candidates whenever there are relevant emergency openings.
Applicant’s main responsibilities are to follow the application procedures; to avail themselves for the assessments; report to their duty station up on deployment. Candidates selected for roster recruitment has the right to accept or decline the offer.
I. JOB SUMMARY:
The Emergency Response Manager/ FO (ERM/FO) will provide management oversight to the Emergency Project Team Officers and coordinate with the Addis Based Program and Operations Manager( immediate supervisor) in the day-to-day management of all emergency projects within the respective geographical area of responsibility to ensure the efficient and timely implementation of quality project interventions. The key responsibility is to provide overall leadership and coordination of the implementation of activities and ensure operational and programmatic efficiency and effectiveness. Key responsibilities include: Ensuring the timely fund disbursement to cooperating agencies; reviewing/analyzing and consolidating quarterly progress report and ensuring timely and quality submission to the donor on quarterly basis. In consultation with the Project Officers and in collaboration with Cooperating Agencies she/he develops/review annual implementation plans and budgets. He/she conducts quarterly reviews of both financial and activity reports to ensure consistency with actual costs and work plans and ensures that the funds utilization is in accordance with approved budgets and statements of work. He/she fosters learning, establishes and maintains effective working relationships with key government partners and cooperating agencies and other NGOs.
Other key responsibilities include: Staff management; ensuring high quality program implementation; promoting learning and reflective practices within and outside the Country Office; documentation and mangement of coherent information systems; ensuring compliance with donor rules/regulations; supporting commodity staff; and ensuring effective representation of the projects and CARE.
II. RESPONSIBILITIES AND TASKS:
Job Responsibility #1: Staff Management (15%)
Support the Emergency Project officers in the project areas to effectively undertake their roles and responsibilities;
Complete all CARE performance management activities including: performance planning, monitoring, and annual performance appraisals
Job Responsibility #2: Program Quality Assurance (25%)
Ensure that emergency projects in the project areas are implemented in accordance with best practices and sound management structures for the highest possible program performance. S/he will:
Ensure that the projects employ appropriate programmatic approaches, and adjust them accordingly, to maximize program quality based on project EPMTs, M&E frameworks, CARE’s programing principles and other guidelines;
Job Responsibility #3: Program Implementation, Compliance and Technical Support (25%)
Guide and support the Project Team Leaders to ensure the implementation of planned project activities per the proposal and in accordance with donor and CARE rules and regulations. S/he will:
Establish/strengthen systems to monitor the implementation of project activities as outlined in the detailed implementaiton plans (DIP) and CO Annual Operating Plans (AOP) e.g. conducting monthly field trips, and undertaking periodic reviews to follow up on the status of implementation;
Job Responsibility #4: Financial Management (10%)
In collaboration with the finance staff, facilitate appropriate budget management and utilization in compliance with donor and CARE rules and regulations. S/he will:
Strengthen/establish systems to support Project Team Leaders and implementing partners/cooperating agencies in managing and utilizing budgets per the proposal and in accordance with donor and CARE rules and regulations;
Job Responsibility No. 5: Reflective Practice and Learning (10%)
In collaboration with the PQL team, facilitate reflective practice and learning at all levels to improve program performance. S/he will:
Support the Project Team Leaders and implementing partners in identifying, documenting, replicating and disseminating best practices and/or lessons learnt to improve project performance;
Job Responsibility No 6: Reporting and Documentation (10%)
Facilitate the timely production and submission of project quality reports/documents. S/he will:
Coordinate with Project Officers for preparation of project reports and documents per donor and/or CARE reporting schedules and formats;
Job Responsibility No 7: Perform other duties as assigned.

Qualifications
5 years of relevant experience with the first degree.
4 years of relevant experience plus post graduate degree.
At least 1 year of management experience.
NGO experience is a plus.
TECHNICAL SKILLS
Required:
Proficiency in verbal and written English, proposal development, strategic and operational planning, budget planning and management, monitoring and evaluation, report writing;
Proficiency in standard office software package;
Demonstrated leadership ability to inspire and empower others;
Good interpersonal communication skill and ability to effectively liaise with government, community leaders and other stakeholders;
Firm belief in teamwork, gender equality, and conceptual understanding of participatory approach and sustainable development.
Proven ability to meet deadlines;
Knowledgeable in participatory planning
Desired:
Skills in organizing and facilitating training events;
Expertise in one or more of the following program areas: nutrition/health, water/sanitation, food security, commodity management.
