Job Description

The main focus of our work is addressing the root causes of poverty and vulnerability through nexus and development programming as well as a humanitarian response. This includes programming for improved governance; water and sanitation; food security; women's economic justice; sexual and reproductive health and rights; and nutrition; and household and community level resilience. Our programs are implemented across both rural and urban areas. About Roster Recruitment and How it Works

CARE Ethiopia’s humanitarian intervention is expanding across all parts of Ethiopia. Due to high demand for qualified professionals for the ever-increasing humanitarian response and the need for immediate deployment of pre-approved candidates for immediate employment, CARE Ethiopia is currently working on building a pool of roster recruitment as part of its talent acquisition management strategy.

CARE Ethiopia is looking to grow its pool of experienced Humanitarian Response and other professionals with the use of a Roster that can be available for short assignments (usually less than nine months), in various locations (where CARE Ethiopia is operating in Ethiopia) and at short notice. Successful applicants will be added to the roster and contacted for deployment opportunities. Missions will take place in the locations where the projects are implemented and will have a variable duration depending on availability of budget, duration of the project, and other factors.

Exclusion from CARE Roster System 

The following can be ground for CARE Ethiopia to exclude potential candidates from its employment roaster:

  • If negative feedback is obtained from references.

  • If the roster candidate declines more than two assignments in a calendar year

  • If the roster candidate was not deployed for more than two years.

  • Upon specific request from the potential candidate for her/him to be excluded from the roster

Responsibilities of CARE Ethiopia and the Applicant

CARE Ethiopia’s main responsibility on facilitating the roster recruitments is to advertise the job openings in major vacancy portals (especially in those outlets accessible to female applicant); assess applicants’ skill with transparency; notify the recruitment outcome for shortlisted applicants; inform successful candidates whenever there are relevant emergency openings.

Applicant’s main responsibilities are to follow the application procedures; to avail themselves for the assessments; report to their duty station up on deployment. Candidates selected for roster recruitment has the right to accept or decline the offer.

I.  JOB SUMMARY:

The Emergency Livelihoods Officer is responsible for the implementation of of  emergency livelihoods  related interventions(conduct market assessment , assessing the existing financial service provider , targeting  the cash transfer  beneficiaries and conduct risk assessment for CTP ) in three  project woredas of East Hararghe and  West Hararghe Administrative zones, Oromia region. She/he ensures the establishment of linkage between government extension services.

II. RESPONSIBILITIES AND TASKS

Job Responsibility #1:  Planning and implementation:

  • In collaboration with zonal and Woreda partners carry out Market assessment to find out the market functioning and integration for cash intervention for drought and conflict affected communities in the project Woredas of East and West Hararghe zones.

  • In collaboration with Project Manager develop and regularly update of the project work plan (DIP),  monthly, quarterly and semiannual work plans to effectively Cash transfer program and related capacity building through training provision) to achieve the intended project goals.

Job Responsibility #2:  Coordination and Networking:

  • Strengthens organizational linkage between the project and Woreda Agriclure Development Offices

  • Together with the project manager Establishes networking with other similar projects and programs implemented by partner NGOs in the project woredas. 

Job Responsibility #3:  Training and Capacity Building:

  • Organizes training and other capacity building program for targeted project beneficiaries in respective project Woredas in close collaboration with Project Manager

  • In collaboration with community facilitators carries out community sensitization and awareness regarding the benefit of communal asset creation, protection and enhancement of the natural asset base through CfW program.

Job Responsibility #5:  Reporting:

  • Review, compile periodic ( monthly and quarter progress ) reports to ensure deadline of submission

  • Ensures systematic documentation on Cash Transfer Programming, capacity building trough training provision so as to provide the Project Manager with relevant and up to date information

Job Responsibility #6:  Learning:

  • Keeps up to date with developments in the sector, including best practice examples in-country and internationally, and ensure ongoing personal development and learning.

  • Compile and document lessons learned and best practices of the project for wider sharing

Job Responsibility #7: Perform other duties as assigned:

  • Perform other duties assigned by his immediate supervisor

IV. QUALIFICATIONS (KNOW HOW)

A)    EDUCATION/TRAINING

Required:

  • BSc degree in agriculture, disaster risk management and sustain development or rural development field of studies.

  • Have training on project cycle management, SPHERE , CTP

  • 3 years of relevant experience with the first degree.

  • 2 years of relevant experience plus post graduate degree.                                                                               

  • NGO experience is a plus

Desired:

  • MSc degree in agriculture or rural development studies or disaster risk management and sustain development or food security and  Livelihood studies

  • Have training on project cycle management, CTP, SPHERE    

Skills Required

  • Basic supervisory/managerial skills.

  • Technical and report writing skills.

  • Computer literate.

  • Fluent spoken and written English.

  • Good communication and interpersonal skills.

C) TECHNICAL SKILLS

Required:

  • Communication skill;

  • Proficiency in English, both verbal and written and knowledge of local language;

  • Computer proficiency;

  • Firm belief in teamwork, gender equality, sensitivity to HIV/AIDS, participatory approach and sustainable development.

Desired:

  • Knowledge and particle application of Cash transfer Programing guideline and tools.

  • Knowledgeable on Project Cycle Management, Participatory tools and techniques,
