Job Description

The main focus of our work is addressing the root causes of poverty and vulnerability through nexus and development programming as well as a humanitarian response. This includes programming for improved governance; water and sanitation; food security; women's economic justice; sexual and reproductive health and rights; and nutrition; and household and community level resilience. About Roster Recruitment and How it Works

CARE Ethiopia’s humanitarian intervention is expanding across all parts of Ethiopia. Due to high demand for qualified professionals for the ever-increasing humanitarian response and the need for immediate deployment of pre-approved candidates for immediate employment, CARE Ethiopia is currently working on building a pool of roster recruitment as part of its talent acquisition management strategy.

CARE Ethiopia is looking to grow its pool of experienced Humanitarian Response and other professionals with the use of a Roster that can be available for short assignments (usually less than nine months), in various locations (where CARE Ethiopia is operating in Ethiopia) and at short notice. Successful applicants will be added to the roster and contacted for deployment opportunities. Missions will take place in the locations where the projects are implemented and will have a variable duration depending on availability of budget, duration of the project, and other factors.

Exclusion from CARE Roster System 

The following can be ground for CARE Ethiopia to exclude potential candidates from its employment roaster:

  1.  If negative feedback is obtained from references.

  2. If the roster candidate declines more than two assignments in a calendar year

  3. If the roster candidate was not deployed for more than two years.

  4. Upon specific request from the potential candidate for her/him to be excluded from the roster

Responsibilities of CARE Ethiopia and the Applicant

CARE Ethiopia’s main responsibility on facilitating the roster recruitments is to advertise the job openings in major vacancy portals (especially in those outlets accessible to female applicant); assess applicants’ skill with transparency; notify the recruitment outcome for shortlisted applicants; inform successful candidates whenever there are relevant emergency openings.

Applicant’s main responsibilities are to follow the application procedures; to avail themselves for the assessments; report to their duty station up on deployment. Candidates selected for roster recruitment has the right to accept or decline the offer. 

I. JOB SUMMARY:

The purpose of Advisor- Early Warning and Disaster Risk Reduction (DRR) is to lead the planning and implementation of early warning and DRR activities to address the needs and priorities of chronically food insecure households that are impacted by the drought. S/he provides capacity building and technical assistance related toEarly Warning and DRR initiatives under the project: “Support to Early Recovery and Socio-Economic Stability of the drought affected population in Ethiopia” (EU Recovery), for affected communities, project staff, partner organizations, and key stakeholders. The incumbent is also responsible to extract, document and share good practices within the organization, stakeholders and its partners. Furthermore, the position holder will assist in refining the programme design and implementation of all components of the project related to Early Warning and DRR in the target communities.

The position holder will play a leading role in early warning and DRR activities in the target communities. She/he helps developearly warning and preparedness systems in partnership with communities that includes early warning indicators and implementation guidelines for community level early warning system, preparedness and mitigation system. S/he also provides technical support to field offices to promote best practices in early warning systems, DRR, emergency preparedness. Moreover, he/she is responsible for building the skills of staff to understand and apply early warning systems and working with communities on emergency preparedness and DRR.  The EW and DRR Advisor will work closely with other technical advisors and program staff to ensure program quality and impact in line with the goals and objectives of the program.

II.  RESPONSIBILITIES AND TASKS

Job Responsibility #1: Provide Technical Assistance/ Program planning and implementation (35%)

  • Leadin the design and implementation of Early Warning and DRR initiatives under the EU Recovery Program;

  • Lead in the development of a detailed implementation plan (DIP) for the EW and DRR activities under the EU Recovery Program;

Job Responsibility# 2: Capacity Building and Technical Support (20%)

  • Establishes staff and key partner induction and ongoing training processes on early warning and DRR program quality;

  • Conduct capacity assessment and based on the results, prepare plans and advise consortium on key learning competency and skill requirements in staff and partners pertinent to early warning and DRR;

Job Responsibility# 3: Partnership and Networking(15%)

  • Ensure CARE’s input into EW and DRR systems with government counterparts in the target woredas/kebeles/communities;

  • Represent CARE Ethiopia at all key government and inter-agency EW and DRR related forums as appropriate;

Job Responsibility# 4: Learning, Documentation and Sharing (15%)

  • Identify/extract good practices and learning related to EW and DRR interventions for further program quality improvement;

  • Record and document lessons from program processes and achievements;

Job Responsibility #5:  Leadership and Representation (10%)

  • Contribute to transparent and participatory management and decision making;

  • Coach the field level staff to build their technical and function capacity in EW and DRR;

Job Responsibility #6:  Perform other duties as assigned.

Job Requirements

Qualifications

  • 5 years of relevant experience with the first degree.

  • 4 years of relevant experience plus post graduate degree.

  • At least 1 year of  management experience.

  • NGO experience is a plus.

Technical Skills

Required:

  • Proficiency in computer (Word, Excel & Access);

  • Expertise in EW and DRR program design and management;

  • Good knowledge of written and spoken English;

  • Project design, monitoring and evaluation skill;

  • Effective interpersonal skills,  maturity, initiative, tact and a high sense of responsibility, 

  • Ability to work harmoniously with people of different educational and cultural backgrounds;

  • Ability to analyze technical issues, to write clear and concise reports and make effective oral presentations;

  • Solid understanding of EW and DRR frameworks and tools; and

  • Good analytical, communication and organizational skill.

Desired:

  •  Expertise in Early Warning and DRR analysis and methodologies;

  • Proven training and facilitation skills;

  • Computer skills in database management;

  • Expertise in assessment, analysis and report writing.

All the three levels of problem solving apply to the incumbent. But category number two and three is most applicable to this position because, the incumbent must use interpersonal skills to pick and choose the right strategy to address a given problem and also has to deal with variable solutions, which need analysis, problem definition and development of alternative solutions.

 The incumbent is expected to establish and maintain good relations with all staff and partners in at all levels. S/he will also be expected to have productive and professional relations with various technical and operation staff in the organization.
