Job Description

Job Purpose:

  • Under the supervision of the Country Director (CD) the Internal Auditor (IA) is responsible for carrying out independent appraisals of the efficiency of the policies, procedures and standards by which Concern Ethiopia’s (CE) financial, material and human resources are managed. Also ensures that proper financial and system controls are in place and are compiled by those involved in the operation in line with Concern Worldwide procedures and policies. 

Main duties & Responsibilities:

Concern Worldwide Ethiopia Office internal audit function

  •  Plans, organizes, manages and carries out the internal audit function including the preparation of periodic plans in the context of an overall annual audit plan for the respective fiscal year, including field visits and HO department audits as appropriate.

  • Carry out risk-based audit of internal control processes at Concern Worldwide country office and field offices including income, non-grant expenditure, internal functions, funds disbursement and risk assessment processes to ensure all Concern policies and procedures are being correctly adhered to and implemented. Ensure that internal control procedures are being complied with and identify control weakness and potential risks; recommend appropriate measures to mitigate the weaknesses/risks.

  • Perform procedures to identify/track the incidence of fraud and error; that is carry out necessary checking to ensure transactions are genuine and fair and to prevent abuse and misuse of Concern’s resources.

  • Investigate any identified suspicions of fraud and make recommendations for appropriate management response.

  • Work on fraud prevention by ensuring full compliance to our Whistle blowing and anti-fraud policies and that all staff have a clear understanding of their responsibilities through induction and refresher trainings.

  • Liaise with the Regional Internal Auditor (RIA) and actively seek the RIA’s technical support on internal audit issues.

  • Manage the risk register and ensure it is updated and submitted on time every quarter, and work to decrease risk levels in Concern Ethiopia operations.

  • Maintain and update the consolidated issues log and ensure outstanding issues are not more than 3 months old.

  • Monitor changes in finance and tax issues relevant to staff and organisation by tracking statutory contributions and updating the organisation any changes in relevant tax legislation as well as regular updates on international accounting standards.

  • Regularly review and physical count of stock and fixed assets for completeness and accuracy of valuations.

  • Actively participate in the year end process and participate in the annual stock count and fixed asset verification procedure.

  • Ensure that donor project asset lists on file include all items purchased above the Concern asset threshold and donor asset threshold for all final donor reports and verify against the fixed asset register.

  • Review all Logistics functions (fleet management, procurement, stock management, asset registration, etc.) to ensure that they are fair and transparent processes and also compliance with all logistics manuals.

  • Ensure internal control procedures are being complied with, this involves regular field visits to all Concern projects as well as HO departments, to review stock management, asset registers, cash management, procurement procedures, beneiciary counts (training logs, distribution lists, etc.), and other components of Concern Ethiopia operations; report on field visits and ensure follow up of action points.

  • Ensure compliance with all Government regulations.

  • Keep the country director fully informed of potential system operation and programme implementation risk.

Local Partner Development & Support

  •  Assess financial and operational risks related to Concern’s partners and if all risks identified are adequately managed. This will involve identifying partner's financial capacity gap, give recommendations to address the gaps and follow up the implementation of the recommendations.

  • Periodically audit/ review systems and operations of partners to determine whether the risks are being effectively managed and to check compliance with terms and conditions stated in the partnership agreement and MoU

  • Conduct investigations of of partners whenever requested by Concern management.

  • Review the partners external audit reports and follow up any issue raised in the audit reports

Other

  • Maintain good communications within the team and ensure that all necessary information is shared and understood.

  • Undertake any other duties that may be requested by the CD from time to time to facilitate the smooth running of other support departments in Concern Ethiopia.

Job Requirements

Personal specification

Essential:

  • Honesty and Integrity

  • ACCA/ CPA

  • Strong written and oral English language skills

  • Three year’s post qualification experience working at a senior level or in an audit function

  • Experience of donor reporting and regulation 

  • Self-motivated

  • Computer literate

  • Good communication skills

Desirable:     

  • ACCA/CPA accredited

  • Knowledge of development issues & concepts

  • Experience of Microsoft Great Plains (MGP) software
