CIFA is an international NGO with over 40 years of commitment in protecting the most vulnerable categories, including women and children. Working in Ethiopia for over 20 years, CIFA has been supporting the access to primary, secondary and technical/vocational education, especially for returnees; fights against any form of discrimination and supports women’s economic empowerment.
Within this context CIFA works in Addis Ababa and Dire Dawa City Administrations, Amhara, Hareri and Oromia Region.
The Project
The project “RESTART: Emergency initiative to support migrants, returnees and vulnerable communities in Addis Ababa and South Wollo” is an integrated intervention to mitigate the main roots and consequences of irregular migration, and to improve the living conditions of the categories at greater risks exposure. The project aims at supporting the reintegration of returnees and preventing the illegal depart of unskilled young migrants, while strengthening the capacities of local services targeting unemployed and vulnerable people in Dessié City Administration, Kombolcha City and South Wollo Zone, Amhara Region.
The role
The Protection & Migration Expert will be based in Dessie, and he/she will be responsible to provide all the necessary support and technical input to the project team and the Project Manager, to ensure the implementation of the project in accordance with the terms and conditions specified by the donor.
The Protection & Migration Expert works under the overall management of the Project Manager and in close collaboration with other members of the project team and consortium partners.
The Protection & Migration Expert, as a specialist in migrants’ rights and juridical aspects in migration paths, has excellent knowledge and experience in countering irregular migration and human trafficking, even through the guidance to regular (legal) migration paths; is aware of difficulties experienced by vulnerable returnees in the re-integration processes; is capable of building and enhancing pertaining capacities and in developing strategies of thematic awareness raising approaches. He/she will assist the implementation of the project’s activities, aimed at managing irregular migration and strengthening re-integration of the returnees in the project area, in accordance with the project proposal, budget and other relevant project documents.
Major Responsibilities
The Protection & Migration Expert oversees and analyses the project with regard to political, social and economic trends and conduct strategic analysis, planning and evaluation of Project’s activities, providing technical advice to the Project manager and the staff for the organization projects’ portfolio development in the area of protection and migration.
Provide technical support and guidance to the project’s team and the project’s manager on specific project components aimed at: (i) raising awareness on risks of irregular migration, (ii) improving and increasing the information on legal migration paths within the community (including relevant stakeholders) and (iii) facilitating the re-integration of migrant returnees and victims of trafficking and abuses in the areas of the project.
Ensure the project is implemented within the framework of regional and national policies
Ensure the project’s staff is informed and updated on key concepts of migration and identify training and capacity building opportunities (even delivering training session him/herself)
Ensure that the activities across the project have integrated protection systems of the vulnerable people and re-integration outcomes, and provide technical assistance as required.
In collaboration with the Project manager, the P&M expert contributes to the organization and implementation of project’s activities and administration of project inputs according to the approved project document, work plans, forecast and budgets, and in line with donor rules.
The Protection & Migration Expert supports coordination of the project activities with partners, beneficiaries, consultants and other stakeholders, collects data and inputs and conduct follows up on deliverables.
The Protection & Migration Expert ensures close collaboration and coordination with consortium partners, ensuring complementary and consistency of project activities to guarantee smooth implementation of activities and achievement of results as specified in the project agreements
Actively liaise with any other relevant agencies, government authorities /entities and any other relevant stakeholder or partner to ensure that CIFA protection and migration activities are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the funding organization and the government
Support the Project manager in overseeing project locations, including the management of staff and regular activity monitoring.
Assist the Project manager in ensuring high quality day-to-day technical management
Under the direction of the Project Manager, assist in related regular reporting through the provision of data, statistics, contests etc. contributing to the capitalization of the gained know-how
Organizes, coordinates and carries out: the analysis and definition of the reference social context, the analysis of best practices, the analysis of the psychosocial problems of the returnees
Processes the data emerging from the monitoring activities;
Draw up detailed mission and activity reports
Monitors progress (activities and schedule), prepares projections of project expenditure flows and produces the necessary documentation related to activities, indicators and sources of verification in the implementation and verification phases (any external evaluations);
Reviews the monthly reports prepared by the counterparts and project staff where applicable
Participation in cluster meetings and other coordination meetings with local or international stakeholders related to the project intervention, keeping the Project Manager informed and up-to-date
Execute any additional assignments provided by the immediate supervisor.
Reporting:
Reports to the Project Manager (PM)
Good partners relationships with the local partners and authorities on project sites implementation
Job contract duration: 12 months renewable with 60 days probation period
Salary: the salary will be commensurate with the experience of the selected candidate and according to the organization salary scale. 34,758.00 ETB /Thirty four thousand seven hundred fifty eight only/month as basic salary .

Requirements:
BA/MA, B.SC/MSC in Sociology, Law, Social work, Migration studies, Public Policies, Psychology, communications and related fields of studies
A post-graduate master's degree / specialization course in subjects related to the position will be a preferential qualification
Experience:
At least 3 years of previous experience in a similar position is required
At least 3 years of experiences in working with INGOs and working experience in the area of intervention.
At least 5 years’ experience in the implementation of migration programs/projects and working with vulnerable groups including returnees, GBV survivors and potential migrants.
Thorough knowledge and experience in countering irregular migration and human trafficking,
Experience in establishing and maintaining professional relationships with governmental and no-governmental counterparts/actors
Experience in project follow-up, data collection and monitoring, and periodic narrative reports to donors and LAs;
Personal Skills:
Strong organizational and problem-solving skills;
Good management, administrative and communication skills;
Must be organized, able to be multi-tasked, flexible, and able to work as a team and individual;
Strong interpersonal and empathic skills
Language:
Excellent communication skills in English, both written and verbal;
Excellent communication skills in Amharic, both written and verbal
IT:
Advanced knowledge of Microsoft Office, especially Excel and Word required;
Good knowledge of Power Geez Program;
Good Knowledge of Internet, Email, Google Drive & other communication platforms (Skype, Google meet, zoom, etc…)
