Job Description
SAFE4HCF Project officer is responsible to coordinate the WASH in HCF, IPC & environmental cleaning data collection system and data management activities, coordinate trainings to ensure health care providers and community health workers have received capacity building trainings. Responsible for strengthening the capacity of healthcare workers and health systems to improve management of WASH services and environmental cleaning services at healthcare facilities to support quality patient care and reduce threats of infection. Strengthen health facility management and implementation of operation and maintenance standards for WASH infrastructure and IPC practices. Improve monitoring, evaluation, accountability, and learning of WASH in HCF project implementation. Communicate World Vision’s Christian ethos and demonstrate a quality of spiritual life.
· Prepare SAFE4HCFs project’s annual, monthly, quarterly plan
· Develop and or adopt SAFE4HCFS working models, tools, protocols, manuals, checklists for better coordination, implementation, and advocacy
· Facilitate enhancement of improved/sustained operation and maintenance of WASH services in HCFs
· Ensure HCFs have adequate WASH facility operation and maintenance tools
· Establish rewards and recognition mechanisms as added incentive for HCFs to continue making improvements.
· Empower health care facilities by providing essential resources to maintain quality of care by supporting HCFs with IPC disinfectants/chemicals and health care waste disposal materials purchase and PPE
· In consultation with MEAL coordinator generate evidence and learnings for advocacy and implement institution-led monitoring to advocate for accountability of resource utilization and planned project execution in HCFs
· In consultation with MEAL coordinator conduct baseline assessment and district-wide stakeholder mapping, including a capacity needs assessment by using mWater tool/ COBOO tool
· Adopt policy dialogue platforms at the district level, drawing learnings from the national program called Right to Grow’ (led by World Vision Ethiopia)
· Conduct supportive supervision and regular consultative meetings on progress and challenges of WASH in HCFs in consultation with MEAL coordinator and project manager conducting
· In consultation with MEAL coordinator facilitate a standard end line to measure the progress and impact of the project
· Establish a WASH in HCFs implementation and monitoring committee with health centre and district health office
· Contribute to district government sector and partners on institutional arrangements, roles and responsibilities in relation to the WASH in HCF service delivery at local government level.
· Establish, train and provide technical support for CVA groups to improve accountability systems among leaders
· Provide technical Support for district Health office in WASH in HCF
· Provide technical support for Primary Health on WASH in HCFs project implementation
· Administer Project implementation tools, feedbacks and complain during surveys, assessments and knowledge management in SAFE4HCFS project;
· Manage overall project financial and activity implementation to ensure Prepare and submit high-quality regular progress reports for WV and the donor
· Provide training on health care waste management, Gender Equality, disability and social inclusion, IPC/CASH tools, environmental cleaning and instrumental processing for HCF cleaners and health care providers
· Conduct orientation trainings on promotion of WASH in HCFs for community health workers/health extension workers, healthcare workers, district health office leaders, and other experts
· In consultation with MEAL coordinator build the capacity of the district to monitor the quality of services provided in HCFs by strengthening current reporting processes and setting up user feedback mechanisms
· Improve the capacity of local government to plan, regulate, and monitor the performance of WASH in HCFs.
· In consultation with MEAL coordinator and filed office manager assess the existing mechanisms of citizen involvement in WASH planning, make proposals for improvement and monitor the impact on of WASH in HCF services Provision.
· Promote major cross cutting themes including environment, gender, child protection, disability and peace building
· Facilitate key event like World Toilet Day, World Water Day, Menstrual Hygiene Day, etc.) in HCFs and disseminate key messages on WASH in HCFs
· Strengthen supply chain with governments and partners to improve quality of health care by accessing supplies, materials and tools from manufacturers and WASH business cantors/enterprises
· Overtaking advocacy works by using CVA, BMET and policy dialogue in coordination with project team with close support to R2G project staffs
6 years and above for BSc and 4 years and above for MBA/MSc and have the following:
· Demonstrated experience in the field of WASH in Health care Facilities, Infection Prevention and Control/IPC/, Hygiene and Environmental Health.
· Basic knowledge in Social and Behavioral Change and Communication (SBCC), and Advocacy
· Good knowledge of project monitoring and evaluation, report preparation and communication skills.
· Practical skills in networking and partnership development.
· Proven experience of team coordination with minimal guidance from managers
Education:
· M.Sc /B.Sc Degree in Environmental Health, Public Health,
Certification:
· The following are a plus but not mandatory:
ü Having certified training on in IPC, CASH, WASH FIT, CVA, BMET and policy advocacy tools, and International certificate on global health/public health.
Professional licenses from renowned and acceptable bodies including local government offices.
Preferred Knowledge and experience
WASH in HCFs, working models (CASH, WASH FIT) etc. IPC, Health Care Waste Management, Advocacy and social accountability
