Job Description

The Protection Field Officer 1 contributes to the planning, implementation and monitoring of ICRC protection activities in Nekemte AoR, whilst contributing to the identification, implementation and monitoring of several ICRC projects in different fields of activities throughout the assigned area of responsibility with frequent travels within Western Oromia, and mostly south Oromia(East and West Guji) S/he covers the representation of the ICRC at local level whilst monitoring of the general situation, networking and conducting of field trips with focus on identification and follow-up of protection concerns.

ACCOUNTABILITIES AND RESPONSIBILITIES

General responsibilities

Protection in Guji (70%)

  • Implements protection activities under the supervision of the Protection Delegate PD.

  • Contributes to analyses of the security, socioeconomic, cultural and political environment relevant to the ICRC, shares relevant information with team members, and reports any change in the situation.

  • Represents and promotes the ICRC regarding its activities with all relevant interlocutors including through operational dissemination sessions when appropriate.

  • Supports field and protection teams in designing, implementing and monitoring protection activities in the AoR.

  • Collects, compiles and translates protection-related information (with care for staff risk management).

  • Acts as an interpreter of local languages (Afan Oromo and Amharic mandatory) and as cultural adviser for the PD and other delegates during interactions with individuals, communities, and authorities/weapon bearers when necessary, including during sensitive interviews.

  • Analyses and contributes to written internal reporting and activity programming.

  • Helps to make internal and external meetings meaningful (preparation, participation, reporting and follow-up).

  • Provides detailed attention to visitors coming to the office and screening on protection cases that need to be referred to a mobile staff.

  • Develops and maintains contact with the local/regional authorities, the local population, communities, service providers, etc.

  • Organizes field trips: arranges all necessary material / bookings, etc., with logistics, Administration, and

  • other relevant departments.

  • Fosters a conducive environment (multidisciplinary approach, good team dynamic) among team members.

  • Ensures the sustainability of her/his work and puts in place, including an archiving system for the purpose of institutional memory.

Protection of the Civilian Population

  • Monitors IHL violations, humanitarian needs and consequences of armed conflicts on the civilian population with a focus on Guji and feeds relevant information to the PD.

  • Gathers information on potential PCP cases, documents and recommends follow up under the supervision of the PD. Contributes to the regular follow up of PCP cases.

  • Jointly with the PD ensures that all violations are encoded in Prot6 according to the PCP guidelines, in a timely manner and follow-up of open cases is conducted regularly.

  • Develops and maintains a network of interlocutors (civilians, authorities, weapon bearers, etc.) that can relay information on IHL violations.

  • Updates a local mapping of stakeholders on PCP institutional priorities: sexual violence, child protection, access to education, health care in danger, weapon contamination, etc.

  • Contributes to the design, preparation and implementation of specific activities in the field of sexual violence; gathers, compiles, and analyses sexual violence-related information (national and local) from direct and indirect sources, including through community-based methodology, all with appropriate care for staff risk management and confidentiality.

  • Supports field staff’s overall implementation of the CBP approach, including: identification of communities/locations, risk assessment, preparation (including practical field trip preparation), contribution during CBP workshops and follow up.

Detention

  • Under the supervision of the PD and Detention Delegates, participates in planning and to a limited extent in visits of places detention when dialoguing with detaining authorities and in support of distributions of assistance & RFL campaigns. If required, supports the Detention Team in conduct of release checks.

Protection of Family Links in NEK AoR (30%)

  • Actively promotes PFL services in all interactions with communities, authorities and parties to the conflict

  • Acts as a focal point for PFL cases in the SD, and ensures timely follow-ups and documentation thereof.

  • Under the supervision of the PD, engages in tracing activities independently and jointly with the PD, engages in raising of allegations if required.

  • Collects and follows up on individual PFL cases and ensures appropriate documentation, including coordination with ERCS RFL Focal points

Communication and Dissemination

  • Carries out operational/beneficiary communication sessions to relevant actors independently, or in a support role together with the PD, delegates and/or the COM FO.

  • Introduces the ICRC in general, its mandate and its protection activities to new interlocutors (autonomously and/or in support of the COM FO).

  • Stays up-to-date with the key messages produced by the COM department to explain the ICRC position on specific topics to various stakeholders in the field.

  • Supports, when required, the drafting of key messages and other COM material.

  • Facilitates and organizes HCiD dissemination sessions (with or without the support of Health FOs), in coordination with the PD.

  • Facilitates and organizes IHL dissemination sessions (with or without the support of PREV/COM) in coordination with the PD.

Assistance to other Departments

  • Provides punctual support, if required (e.g. during distributions and assessments, to translate for specific

  • activities and/or facilitate meetings, etc).

  • Liaises and shares information on cases needing assistance and/or referrals (EcoSec, Health, etc.).

  • Collaborates closely with other departments on multidisciplinary files (HCiD, CBP, etc.).

  • Shares relevant information gathered in the field, as well as proper background briefings, to other departments operating in a specific area.

  • Shares relevant observations from the field that would improve the other departments’ activities and strategy.

  • Gathers protection concerns coming from other departments’ activities and contacts.

Internal Reporting

  • Contributes to ad hoc situational reports and analytical documents upon request by the PD.

  • Drafts and contributes to technical documentation with the PD after activities; Provides timely inputs for Field trip reports (FTR) after every field trip

  • In discussion with the PD, drafts of Minutes of meetings (MoM) for meetings with external interlocutors.

  • Contributes to the protection department’s periodical reports and updates.

Preparation and Conduct of Field Trips

  • Prepares Field Trip Forms and submits it to PD – updates any changes to the plan if required.

  • Organizes field trip activities according to priorities and in coordination with the PD.

  • Prepares all operational forms and questionnaires to ensure they are available if needed during the field trip.

  • Ensures that all relevant dissemination materials are available during a field trip.

  • If required, informs Radio room of position in the field, in accordance with NEK procedures.

  • lf required, leads a multidisciplinary team during a field trip. Conducts and/or participates in pre-FT briefings and post- FT debriefings as necessary.

ADDITIONAL DUTIES

  • Interprets and translates for the PD and/or other colleagues as required

  • Follows up on all work-related messages and correspondence with the relevant contacts and departments

  • Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position

  • Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses

  • Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image

  • Takes responsibility for their own professional learning and development

Job Requirements

  • University degree in the field Social Science, Social work, Law or related fields.

  • Minimum of 3 years’ previous relevant professional experiences, for instance in the field of social/political/economic affairs or similar with NGOs or Protection organizations.

  • Excellent command of written and spoken English, Afan Oromo and Amharic.

  • Very good knowledge of Oromia region (geography, culture, politics). Knowledge of other operational areas is an asset

  • Solid understanding of federal/regional affairs.

  • Good writing and reporting skills.

  • Very good Computer skills.

  • Availability and flexibility to travel within the country. The position requires frequent field missions to key areas (75% field visit).
