The International Committee of the Red Cross (ICRC) Delegation in Ethiopia is looking to hire an experienced, highly motivated and qualified person to fill the position of HR Assistant (1year fixed term contract), based in Nekemte.
GENERAL DUTIES
Understands and adheres to the seven Fundamental Principles of the International Red Cross and Red Crescent Movement
Understands and adheres to the ICRC Code of Conduct
Understands the roles of the components of the International Red Cross and Red Crescent Movement
Respects and observes staff regulations and security rules at all times
Represents the ICRC in a professional manner at all times
Develops and maintains a pleasant and conducive working environment with colleagues and line managers
Performs all duties with the highest level of confidentiality in the interest of the employees and the ICRC
May be asked to perform tasks not covered in this job description and to provide support to other departments when necessary
ACCOUNTABILITIES AND RESPONSIBILITIES
With close guidance of ADD HR and FAD NEKEMTE,
Recruitment, selection, onboarding and exit
Support the sub-structure (Nekemte) on facilitating recruitment, selection, and onboarding projects and processes as required
Assists the receipt, organization and registration of applications received in person.
Assists the facilitation of appointments with candidates for selection tests and interviews, booking and arrangement of rooms and computers, and supervision of paper and computer-based employment tests
Post-employment formalities
Prepares ICRC standard post-employment forms and assist completion of formalities by new hires
Assist ADD HR in opening the recruitment and personal files
Assists the management of recruitment follow-up data and reports using available tools
Assists the follow-up of clearance process of exiting employees and ensures that all documents linked to the end-of-contract process are filed in the HR file of the concerned ex-staff member
Assists in Leave data analysis and leave planners management
File and Records management
Assist the organization and maintenance of active HR personnel files as per ICRC procedures
Systematically and promptly file documents into personnel files of each staff to keep them audit ready. Those documents include Copy of Marriage & birth certificate of staff and their dependants, Copy of staff educational documents, national ID and ICRC ID, Disciplinary letters. A copy (either hard or soft of those document should also systematically be sent to ADD_HR.
Organizes and maintains record of other non-personal HR documents (training attendance forms, signed security rules, Welcome booklet, English class attendance list, hospital MoUs).
Audit all personnel files for full compliance and proactively pursue staff for documents to complete their HR file
Assist the preparation of staff lists, pictures, and service request letters to be submitted to the Staff ID Cards vendor
Assists the distribution of IDs for employees, collect signatures for receipts, and put copies of IDs in the personnel files
Training and Performance management
Assists the compilation and analysis of completion reports & data for institutional trainings, compulsory e-learnings, training sessions, participants, and waiting lists.
Support the management of offline performance review; liaise with concerned line managers for the annual launch of forms, follow-up and collection of reviewed & signed off forms, uploading of forms and overall ratings in systems and documentation.
Assists the organization and provision of institutional training at the sub-structures.
Compensation and benefits
Supports the preparation and distribution of letters for regular staff salary increases and ensure the proper filing of same; participates in preparation of files for mass uploads
Assists in compilation of data collected by HR Surveys
When requested, provides administrative support for payroll and absence management processes
Organizes information session for all staff in NEKEMTE when any official HR communication is released from ADD
Facilitation Staff committee action:
Assists staff committee to conduct the bi-monthly meeting
Acts as one Employer focal point for the Staff committee
HRIS & SharePoint
As requested, assist in the implementation of HR processes and data extraction/organization from HR information systems
Assist in managing and updating of various tools and dashboards in SharePoint
In consultation with HRM, and the IM relay for HR, updates and uploads necessary HR documents in TeamSpace for reference and collaborative use of the HR team
Prepares and duplicate HR Forms as necessary
Contributes to, and participates in, preparing HR statistical data
ADDITIONAL DUTIES
Follows up on all work-related messages and correspondence with the relevant contacts and departments
Is aware of the delegation’s objectives and has a good knowledge of the Movement and other contacts relevant to the position
Collects and shares information so as to improve the ICRC’s understanding of the environment and humanitarian trends and responses
Represents the ICRC in an appropriate way during activities, in meetings and in the field, and avoids any activity that may reflect negatively on the ICRC’s image
Takes responsibility for their own professional learning and development
BA Degree or Diploma in Human Resource Management, Management.
Minimum of years' work experience in a similar field
Very good language skill in English, Afan Oromo and Amharic
Very good computer skills and HRIS Databases
