Job Description

ROLE PURPOSE

As a Health and Nutrition Officer, the incumbent under the guidance and direct supervision of the Health and Nutrition Coordinator in assigned area, is in charge of health and nutrition components, leading, planning, implementation, monitoring, documentation, reporting, coordination, and controlling/ensuring quality of the intervention of the project in the targeted host communities and refugee camps. S/He will be responsible for representation and promoting the consideration of older people specific needs in the overall integrated health and nutrition and protection programs implemented in Gambella Regions. 

The position holder is expected to play active role in promoting and representing Plan International’s Ethiopia Gambella Program Area office, in strengthening local level health and nutrition coordination and key Plan Int`l principles to key internal and external audiences. The position holder will be part of the country humanitarian team and collaborate with other Plan Int`l staff at all level, contribute to the overall country strategy.

Dimensions of the Role

The position holder shall be in charge of technical quality implementation and delivery of the health and Nutrition services in the assigned Woreda. She/he will mainly be responsible for the day to day implementation of outreach EPI, health education, and screening, OTP, as per the guideline of Gambella RHB health and Nutrition teams. The position holder is also expected to provide supervision, technical assistance and capacity building to health extension workers and Health workers in health facilities. She/he will be responsible for the daily implementation of mobile health and Nutrition services package as per the standard, supporting health facilities assigned as integrated health & Nutrition and protection project/program. He will also be responsible for day to day documentation, people provided for health education, vaccinated children, screened children and mothers, children admitted to OTP, and all provided services accordingly and compile weekly and monthly reports and share with Field office health response coordinator and Woreda health offices.

In collaboration with the  Health & Nutrition Coordinator, the Health & Nutrition Officer will be responsible for the implementation of activities in the cities, support the woreda  heath office experts and the communities during implementation, work with both government, community leaders and project committees during implementation of project activities in ensuring that activities are implemented in accordance with the technical and donor guidelines and that all the necessary project documentation is generated on time and correctly.

Accountabilities 

Program Management

  • Support implementation of integrated health, nutrition and child protection project per woreda and ensuring that the minimum sphere standards met.

  • Develop detail action plan and Ensure effective implementation of health and nutrition component in line with the existing donor approved project document in collaboration with other the project staff and other stakeholders.

  • Ensures effective start up, management, implementation, monitoring, reporting and evaluation of integrated health and nutrition projects per woreda.

  • Plan and implement project outlined in the protocol for OTP and SC to achieve objectives of the project.

  • Support in Planning and setting up new OTP and SC sites and PHC services activities Ensure effectiveness of Health and Nutrition Nurse as the health and nutrition nurse will help facilitate admission of the patient at the OTP, and SC.

  • Facilitate and support trainings for health professionals in Community based Management Acute Malnutrition, IRT and IYCF accordingly.

  • Participating in health, nutrition, and/or multi-sectoral assessments as required

  • Proper management of all Plan International resources (equipment, supplies, drugs, vehicle and fuel) committed to the project.

  • Conducts regular health facilities visits to provide technical support and supportive supervision to the health and nutrition activities of the project.

  • Closely work with the Health and nutrition coordinator to ensure that program budgets are efficiently used complying with donor requirements, and that reports are submitted in a timely manner.

  • Conducts regular review meetings with government officials to monitor the implementation of integrated health and nutrition activities.

  • Improving basic preventive health care at community level with emphasis health, immunization, health and nutrition services

  • Strengthening of linkages and coordination mechanisms between community and the Woreda health bureaus

  • Strengthening of early referrals mechanism at health facilities and community level.

  • Train and support the HEWs on prevention and response of major diseases under surveillance and in severe acute malnutrition case management and follow-up (e.g., referral to SC) according to national guidelines.

  • Train and support community-based volunteer health workers for the implementation of the community component of the project.

  • Ensure at all times adequately equipped and supplied with the necessary drugs for provision of treatment under curative services, nutritional and clinical requirements at the catchment health facilities - Plumpy'nut, Vitamin A, routine drugs, nutritional equipment’s, nutritional/medical stationeries, etc.

  • Conduct planning and promotion of awareness creation on nutrition and preventative health care issues in the community.

  • In collaboration with Health and Nutrition Coordinator, ensure timely preparation and implementation of phase-out strategy.

Representation and communication

  • Represents Plan International Ethiopia in woreda level nutrition and health coordination and other fora as required.

  • Documents findings and recommendations of field visits for follow-up actions and share.

  • Prepare and submit program reports, ensuring completeness, accuracy and timeliness per the responsibility areas.

  • Documents lessons learned in specific technical areas per woreda.

  • Prepare case story as per the format.

 Staff and Budget Management

  • Support health and nutrition program at the Woreda and the health facility level. 

 Other

  • Performs other related tasks as required.

Job Requirements

  • Qualifications/ experienced essential

    • Bachelor degree in Nursing, public health and related fields.

    • Minimum 4 years field experience in humanitarian work, including significant experience in managing integrated projects.

    • Good leadership, coordination and management experience.

    • Experienced in emergency health and nutrition related activities, specifically SAM management.

    • Experience in quality assurance in a clinical setting desirable.

    • Demonstrated ability for conflict resolution and independent decision making

    • Strong interpersonal skills & excellent team player.

    • Willingness and ability to work in hardship environment.

    • Cultural and gender sensitivity

    Experience desirable:

    • Knowledge of latest health related technical guidelines and standards in emergency nutrition and health.

    • Knowledge of international standards notably SPHERE and the Red Cross/ NGO Code of Conduct

    • Good understanding of emerging international humanitarian issues and aid effectiveness

    • Good understanding of the external operating environment including government policies, strategies, guidelines and operating procedures in managing programmes composed of Protection, Education, YEE, WASH but also other   under 5 nutrition program in the country

    Languages Required

    • Fluency in English language is essential
