I. JOB SUMMARY: 

The Senior Gender and Youth Advisor provides technical assistance and capacity building on Gender and Youth development to the RIPA consortium partners and staff in the operational Regions, Zones and Woredas. S/he coordinates the RIPA Gender Analysis and Youth related studies and assessments in implementation areas to identify key issues, social norms, and barriers and to make recommendations on how to address gender and youth related concerns and challenges. S/he identifies gaps and proposes innovative program implementation strategies. S/he provides high quality Gender and Youth training and ongoing capacity building to RIPA partners, project staff and government staff, develops training materials, implementation guidelines, and monitors and evaluates program implementation. S/he refines strategies in a participatory process with RiPA consortium partners to ensure that gender, women empowerment, and youth priorities are integrated into all technical Components of the RIPA project.

The Advisor manages the startup and ongoing implementation of Social Analysis and Action (SAA), which is one of CARE's models for gender transformation, the male engagement approach, and other aspects of gender, youth, and social accountability initiatives. S/he oversees the mainstreaming of all gender and youth related aspects of the project, participates in all Monitoring, Evaluation, Accountability and Learning (MEAL) and Collaboration, Learning and Accountability (CLA) events/activities, responds to identified issues and makes timely adjustments to implementation strategies. The Advisor supports the overall development and implementation of the RIPA project while working closely with all Component technical advisors and project managers/coordinators, as well as local NGO partners and government counterparts.

II. RESPONSIBILITIES AND TASKS:

Job Responsibility #1: Strategy design, planning and implementation – 40% of time.

  • Leads the development and implementation of evidence-based, realistic, and effective gender, women empowerment, and youth engagement strategies for all technical components within RIPA project including, but not limited to, Disaster Risk Management systems (DRM), Natural Resources Management system (NRM), Conflict and Social cohesion; Livelihoods, Business Development Services, ToPs, VSLA and financial services; Livestock production and marketing systems; Nutrition, WASH and Food Security.

  • Provides inputs into problem identification, causal and problem analysis, and activity development, i.e., focusing on gender analysis, women empowerment, and youth engagement aspects of the RIPA project.

  • Participates in the development of RIPA detailed implementation planning (DIP), the Monitoring and Evaluation (M&E) plan, pipeline proposal development; and in annual reviews to ensure Gender and Youth responsive project planning processes are budgeted and implemented throughout the life of the project.

  • Establishes the necessary relationships with partners and government to ensure that gender and youth issues are shared, and implementation approaches agreed upon.

  • Manages coordination and partner engagement processes and actions for gender and youth implementation.

  • Responds to the results of research and regular monitoring with effective measures that can be implemented to produce results within the lifetime of the project.

Job Responsibility #2: Staff training and coaching – 30% of time

  • Establishes staff and partner induction and ongoing training processes for gender and youth in RIPA.

  • Develops training content and ensures partner agreement on training priorities.

  • Provides training to partner and government staff.

  • Leads the development and facilitation of trainings on staff development initiatives for gender, including the staff transformation processes under SAA.

  • Develops and implements follow-up, engagement, and coaching plans to build Gender and youth staff capacity and to increase their level of expertise and skills and their commitment to apply strategies. 

  • Leads in the selection of and support to external, temporary technical assistance (consultants) to engage on gender and youth issues, as required.

  • Provides ongoing backstopping and technical support to all project and partner staff.

Job Responsibility #3: Learning, Policy implementation – 20% of time

  • Documents him/herself and keeps abreast of global, in-country, CARE and external research, of innovations and of trends on Gender, Social Inclusion, and Youth related aspects.

  • Implements the Gender Analysis, Youth assessments and other related formative research in all RIPA regions.

  • Disseminates learning and ensures all staff are updated on gender, social inclusion, and youth issues.

  • Together with other technical advisors of the consortium and CARE Program Quality and Learning (PQL) Unit staff, supports efforts to measure the impact and document lessons learned and best practices from RIPA.

  • Produces gender and youth related project briefs and produces reports to CARE, Mercy Corps, and USAID, including regular programmatic and incidental reports.

Job Responsibility #5: Others – 10% of time

  • Participates in all major activities of the RIPA project.

  • Responds to requests for additional capacity building support

  • Perform other duties as assigned.

III GENDER EQUALITY

  • Be observant of any misbehavior regarding gender and report it to the responsible person.

  • Produce sex disaggregated data at HH, community, project, program and organizational level as   appropriate. Uphold gender and diversity values of CARE whenever dealing with staff, communities, and partners.

IV. QUALIFICATIONS (KNOW HOW)

A) EDUCATION/TRAINING

Required:

  • B.A. degree in Gender and Development studies, Social Science or equivalent combination of education and work experience.

Desired:

  • M.A. degree in Gender and Development Studies or equivalent

B) EXPERIENCE:

Required:

  • 5-7 years of work experience in development related areas, conversant with adult learning and training of trainers’ methodologies, practical experience in gender, women, and youth programming

  • 3-5 years of work experience in gender analysis, training, and gender and social inclusion mainstreaming.

  • Prior experience working in Ethiopia’s pastoralist lowlands.

  • Gender-related NGO experience.

Desired:

  • Experience in implementing programs funded by the United States Government.

C Technical Skills

Required:

  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies.

  • Analytical, training/facilitation skills.

  • Strong English writing and presentation skills.

  • Sensitivity to different aspects of diversity (cultural, religious, disability), firm belief in teamwork and sensitivity to HIV/AIDS.

  • Computer skills (Microsoft Packages: Word, Excel, PowerPoint, Outlook, MS Teams, ZOOM);

Desired:

  • Quantitative and qualitative data analysis skills.

D) COMPETENCIES
