Job Description
The Program Officer is responsible to ensure coordination and implementation of integrated project of Education and child protection including gender-based violence in emergencies (EiE and CP-GBViE and) interventions in targeted woredas of ZONE 1&4 , East Bale, Bale and Borana zones in line with Program cooperation Agreement (PCA). She / he will coordinate the program at woreda level and make sure that the programme is implemented at target kebeles / site/school level in line with the agreement made through the PCA. She/he will be providing guidance and support for WEO , ALP and Preschool facilitators, Link school Principals and directors for the implementation of Education and child protection in Emergency including case management and mobilizing community , PTA, KETB, to ensure enrollment and retention of Primary, secondary and pre primary school age children through Accelerated learning Program ( Speed school) and Community Based Pre primary Education as well as Strengthening the formal school affected by drought , provision of case management services including identification, documentation, family tracing and re-unification (IDFTR), provision of psycho social support (PSS) and prevention, risk mitigation and response services addressing GBV. She / he will ensure a periodic and timely reporting of Education and child protection situation in target woreda.
The woreda Program Officer shall:
With guidance and support from the Zonal Program coordinator and in collaboration with Woreda Education office and Women and Children Affairs Office (WoWCA) staff and as part of the overall response plan implementation;
Coordinate Project activities at Woreda Level
Develop detail Project implementation Plan and translate to implementation
Provide technical and management support for the implementation, monitoring and reporting of Education and child protection in emergency programmes and ensuring that the projects activities are implemented, monitored and managed in a timely and effective manner.
Provide technical support to program staff (ALP and Preschool Facilitators and link school Principals, school Committee and partners such as Woreda Education, Women and Children Affairs Office in the implementation of emergency Education and child protection response plan. This includes ensuring that the efforts are aligned with existing government mechanisms, EIE minimum Standards, and services to strengthen the sustainability of efforts.
On-going capacity building of school PTA , Community Structures , Parents , School teachers , Principal and supervisor , Facilitators and front line workers on EIE , non -formal learning Opportunity for drought affected Children , prevention and response to violence, referral pathways, case management, community based child protection systems, community mobilization, integration of child protection into other EIE programs (multi sector programming); and psycho social support in line with capacity building plans. Monitor and report on results of capacity building efforts.
Undertake response implementation in line with relevant Education in Emergency Network and Child Protection in Emergencies standards, including the Minimum Standards for CP in Humanitarian Action (2012), the IASC Guidelines for Integrating GBV into Humanitarian Interventions (2015), and the SoPs on Child Protection Case Management Services in Emergency Response in Ethiopia (2016).
Delivery of Education and child protection response services, with a focus on delivery through multi-sector platforms (including education, health and nutrition and WASH).
Support to schools Principals, Community Leaders, social workers, Facilitators to ensure that children and parents are mobilized to Education in Emergency services, Children received psychological first aid and psycho social support services are provided with a focus on a package of services extending from safe spaces into the community coping mechanisms, also with a focus on psychological first aid.
Regularly collect, analyze and report against the woreda level Education and child protection including gender-based violence response target and collect, analyze & summarize child protection report from assigned social worker in the designated Woreda &submit weekly updates to Zonal Program officer.
Ensure accurate and timely reporting requirements from woreda and kebeles /learning sites are met (as per the established format) and systematic coordination of appropriate responses on Education and child protection in emergency operational response plan, with other relevant sectors, especially health, nutrition, and WASH.
Coordinate and provide support for the woreda level Education and BoWCA led coordination mechanism for effective implementation of emergency child protection interventions at woreda and site level.
Participate in woreda level Education and child protection and emergency response related meetings and share minutes of such meetings with Zonal Program Coordinator.
Undertake information management including collecting, analysis, and reporting of Education and child protection in emergencies situation and response interventions.
Monitor the coverage and complementary of kebele / learning site level Education and child protection activities and recommend for corrective actions to be taken in a timely manner.
Contribute to and facilitate the mainstreaming of child protection in other coordination mechanisms and sectors through information exchange and joint mapping.
Facilitate and support to donor /UNICEF field visit to emergency response in target woreda and kebeles / sites.
Undertake other relevant tasks as directed by her/ his supervisor and assist with other duties in support of the Education and Child Protection in Emergencies Programme.

Duty station: Delo Mena(1), Legahidha(1) , Dhasa(1) and Elewey(1) Woreda of Bale , East Bale and Borana Zones of Oromia Regional State, and Elidar (1), Yalo (1) of Zone1 and Zone 4 of Afar Regional State Respectively
Employee condition- Contract for 1 year with possibility for extension

Requirements/Qualifications & experience/
University degree with advanced level in the field of Educational Planning and managements, Education , Educational Leadership Educational Psychology, Community Development, Development Studies and related department with experience in EIE/Education in NGO environment.
Extensive work experience relevant to Education and child protection in both development and emergencies may be considered as a replacement for formal qualifications for an advanced level;
At least 4 years progressively responsible humanitarian and development work experience in EIE and child protection and gender-based violence including in emergencies program/ projects implementation, monitoring with in international NGO environments.
Previous experience in Education and child protection program coordination in similar /the same context.
Familiarity and experience working with government counterparts in education and child protection offices
Strong knowledge and experience in establishing child protection coordination architecture especially at woreda levels will be an asset.
Excellent communication skills in English, Afan Oromo and Amharic for applicant in Oromia region and English , Afar Af (Afar Language) and Amharic for applicant in Afar region.
