PIN currently invites applicants for the position of Consortium Coordinator

Length of Contract: definite (until April 30,2024 with 60 working days probation period.)

LISEC Project

Funded by the EU, LISEC Green Jobs Project is a Consortium project where three implementing partners (People in Need, Solidaridad and IRC) are engaged on implementation of specific outcome and objective areas. The overall objective of LISEC Green Jobs project is to strengthen social cohesion by supporting local economic and social development initiatives, especially for women and youth living in Modjo area; and enhancing industrial and labour relations in the MLC. LISEC Green Jobs project is under implementation in Oromia National Regional State, Modjo town and its surrounding and the project lasts for about 40 months (January 1st/2021 through April 30/2024).

 Job Description

The Consortium Coordinator (CC) is a member of the country program staff who manages the partnerships with other INGOs, implementing the Trust Fund LISEC project. The main responsibility lies in forging partnership with consortium partner organizations and relevant counterparts present in Ethiopia, with high-level Oromia region government bodies and city of Modjo officials, donor agency, and private companies to create and coordinate relevant platforms foreseen in the EU Trust Fund LISEC project. CC coordinates closely with the relevant in country experts and HQ based advisors and Trust Fund LISEC Project Manager to achieve specific goals of the project.

Reporting Relations & Interdependencies with Other Functions

At headquarters (HQ) level, the CC works in cooperation with Desk Officer, compliance director and finance manager who provide support and methodological guidance in respective fields of donor rules and partnerships. The position reports to HoP as line manager but also coordinates with relevant sectoral experts (Education & Skills Development Expert and Market System Development Expert) and Deputy Country Director for information specific to the project activities.

Duties & Responsibilities

Project Support

The CC reviews and manages projects´ results, especially linked to high level government stakeholders´ platform building, donor relations, city and private enterprises level to ensure project´s acceptance and working environment to ensure positive outcome of the results due to agreeable environment and support for the objectives of the project by the above-named stakeholders. Closely coordinates with Project manager, shares responsibility for reporting in regards to agreed stakeholder activities

Participates in recruitment of qualified project staff for EU TF LISEC project

Conducts a regular coordination meeting with partners program staff; reviewing project progress, challenges and plan for the following period.

Partnership Coordination and development

  • Coordinates partner NGO focal persons – e.g. Project managers, monitors implementation of their activities and ensures compliance with donor and PIN rules.

  • Represents project at various stakeholder meetings

  •  Ensures (in cooperation with HoP) that direction of relevant advisors at HQ (e.g. resource person, DO,) regarding quality and goals of the project is implemented

  • Participates in relevant cluster coordination meetings to ensure the organization’s programs playing a vital role and to secure required support from the cluster coordination mechanism as far as delegated by DCD.

  • Cooperates with Communications Manager and Project Manager on visibility topics identification and information gathering on as needed basis and secure prior approval from the donor

  • Ensures all communication and outputs communicated to donor, government officer, partners and other project stakeholders are relevant, are of high quality and information value

Compliance

  • Ensures compliance of project activities with EC/donor rules and government

  • Cooperates with HQ compliance department as needed

  • Reports to DCD/HoP any conflict of interest within the project

  • Ensure partner compliance and reporting is done on time

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.

  • Participate in training and awareness raising (CoC and KP, Safeguarding…).

  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies. 

  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.   

  • Create and maintain a fulfilling and protective environment. 

  • Other assignments corresponding to actual needs of the project, program or mission up on the request of line manager/CMT member

Job Requirements

  • Education & TVETs development, Sociology, Social work, Partnership Development, Psychology, Rural Development, Business Administration/Developmental economics, Economics

  • 5 years and above Experience in Consortium projects, Stakeholders management, Strategic planning, management, reporting, communication with donor, government authorities & partner NGOs, partnership development, coordination with various stakeholders, forums, clusters, etc.

  • Good networking, representation and coordination and negotiation skills with stakeholders, government and other agencies.

  • Planning, coordination and report writing skills

  • Good communication and capacity to work under stress

  • Good command of MS Package (Word, Excel, Power Point and Outlook)

  • Knowledge of spoken & written Amharic, English 

  • 3 strong references (will be crosschecked/contacted.
