Child Safeguarding:

ROLE PURPOSE:

The Supply Chain Coordinator provides strategic and technical Supply Chain leadership and support to the assigned field office. The Supply Chain Coordinator acts as the field office Focal point for Procurement/S2P/Pro-save,  Asset Management, Fleet Management, Inventory Management,  Supply Chain projects rollout, Supply Chain HR management, and data management.

This role should be performed in regular coordination with other supply chain colleagues and other project staff at the Field offices, in order to ensure high-quality Supply Chain technical and management support, linking with all relevant COs and Area office stakeholders.

He/she is the first point of contact for FOs concerning anything related to the Supply Chain, providing guidance, leadership, support and coordination.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Doted reporting line: East Area Supply Chain Manager

Staff reporting to this post: Infrastructure Coordinator, Warehouse Coordinator, Procurement Officers

KEY AREAS OF ACCOUNTABILITY:

Procurement:

o   Support the proper implementation of the ProSave  activities at field offices

o   Support the FO on ProSave trouble shooting and capacity building

o   Support review of procurement plans & define FOs procurement strategies.

o   Provide support on the management of complex/high-volume procurement.

o   Review and approve Tenders/RFQ as per field office request before advertising the RFQs.

o   Review and approve the procurement process done via a tendering process

o   Review procurement contracts and advise field offices with the objective to reduce procurement-related risks.

o   Support the area and field offices in procurement-related activities to enhance the delivery of program/project implementation.

Assets Management

o   Support the rollout of the assets across all Area/Field offices and its maintenance

o   Support the Area/Filed office in Asset Disposal exercises by providing guidance

o   Ensure Proper Asset Tracking system is in place in the field office

o   Verify asset management system at the Field office and provide action plan to improve the management, following up regularly together with the Area office focal point

o   Ensure that the field office  is respecting SCI standards on Asset Management

o   Provides ad hoc trainings and capacity-building support to Area/Field offices in Asset Management area.

Inventory Management

o   Ensure TIM usage and follow up on inventory management in line with SCI policies and procedures

o   Act as TIM escalation path for Field offices for TIM-related issues, and refers to CO and Global TIM support in case of need together with the Country office warehouse and Inventory Management team

o   Support the Field office engaging in an initiative to manage Admin stock

o   Verify Inventory management system and physical stock management ensuring action plan for improvement is elaborated with relevant Area/field offices and actions are tracked and monitored

o   Provides ad hoc trainings and capacity-building support to Team members in Inventory Management

Fleet Management

o   Support the Field offices in developing a plan for a Fleet replacement strategy aiming to efficiencies and sustainability.

o   Support the field office in improving movement planning and

o   Ensure that key SCI standards concerning fleet management are in place

o   Ensure all documents related to fleet management are well kept at the field office level, and other supporting documents for payment and reporting are shared to the country office on due time.

Supply chain Human Resources Management

o   Support the field office in all relevant recruitments (in agreement with AO & CO, and applying a risk and complexity factor to each role being recruited) by providing testing material, evaluating the test and participating in the interview panels

o   Support induction process of new field office staffs in case of transitions to ensure building team spirit, coordination mechanisms and clear ways of working and communication lines between Area,  Field office and CO team

o   Support Capacity building activities at Field office level acting as trainer during capacity building initiatives, by supporting organisation of and participating to workshops, and preparing key training material and self-help options for Area.field offices

o   Support Talent management of Supply Chain by linking with AO & CO Supply Chain lead and HR department, ensuring that development plans are prepared and implemented for the most important staff of the Area/field office Supply Chain

o   Act as escalation path for issues with in the Field office Supply Chain team, allowing all Supply Chain staff at field office side to have a technical referent where to turn to in case of issues or support needs.

Supply Chain Lead

o   In case of critical gaps in  the Field office or in case of surge of needs in relation to increased volumes, complexities and risks at Field office operational level – such for example in first phase emergency response –Supply Chain Coordinator ensures gap filling capacity built at Field office level for short period of time until recruitment or further replacement

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • First Degree degree or Undergraduate degree in Supply chain/procurement/Logistics Management or any Business related field of studies, Engineering etc

  • Proven experience in Automated procurement systems

  • At least 4 years supply chain management or operations management level experience in logistics in the NGO sector, within complex/large scale country programs and in emergency response/humanitarian environments.

  • Proven experience in all technical areas of Supply Chain operations including procurement, transport/distribution. Warehousing and stock management, fleet management, asset management.

  • Ability to synthesize and analyse information, and make clear, informed decisions; experience in managing high levels of data and analyzing analytics.

  • Ability to build relationships quickly with a wide range of people, both internally and externally

  • Strong planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities

  • Experience in developing the capacity of logistics staff through the use of training, performance management frameworks and development plans.

  • Experience in the development and implementation of efficient logistics systems, policies and procedures.

  • Excellent written and spoken communication and interpersonal skills

  • Fluent in the English language.

  • Commitment to Save the Children values

  • Excellent in office pack/SharePoint is advantage

  • Resilient to stress and able to keep him/herself motivated also during challenging situations
