Job Description
JSI Research & Training Institute, Inc. (JSI) is a public health consulting organization dedicated to providing high quality technical and managerial assistance to public health programs throughout the world. JSI has been implementing public health work in Ethiopia for over 27 years. JSI works at every level of the health system in support of the government’s commitment to expand access to health care to all citizens. We partner with the country’s largest funders, including the United States Agency for International Development (USAID), the Bill & Melinda Gates Foundation (BMGF), the Children’s Investment Fund Foundation (CIFF), Doris Duke Charitable Foundation (DDCF) and UN agencies to help the country transform its health system.
The JSI/Ethiopia Gender, Youth, and Social Inclusion (GYSI) Lead will support JSI’s project portfolio to ensure the organization addresses managerial, programmatic, and operational issues related to gender, youth and social inclusion. In addition, The GYSI Lead will support the JSI portfolio of projects to identify current issues and gaps, develop strategies and recommendations; and support the implementation of these new ideas and concepts. The GYSI Lead will contribute to a strong learning agenda and take an active role in adaptive management through active participation in stakeholder, learning and work planning meetings across the projects.
Key roles
Support to situation Analysis, and strategy development (30%)
● Lead the collection, analysis and utilization of information from a wide variety of sources to inform the program’s gender, youth and social inclusion approaches.
● Manage the Gender Analysis, Youth Analysis, or similar gender/youth/ social inclusion analyses, and utilize the findings of these analyses to formulate an effective gender strategy, youth strategy and collaboration, learning and adapting (CLA) plan for the program.
● Ensure the use of participatory and collaborative problem-solving approaches to develop strategies and approaches for gender and youth integration and promotion of social inclusion for marginalized groups within the program plans, monitoring and learning plans, and implementation guidance.
Support to internal management practices (20%)
● Review the organization’s staffing and work climate and develop strategies to address issues related to Gender, Youth and Social inclusion;
● Monitor and support the implementation of strategies–including advising senior management to continuously ensure gender, youth and social inclusions are integrated across the project in office operations, staff recruitment, retention, and staff career advancement.
Support during activity Implementation (30%)
● Stay abreast of donor and host government gender, youth and social inclusion policies, programs and best practices, ensuring coherence and coordination with the same.
● Provide gender, youth and social inclusion related technical support on an ongoing basis to other technical project leaders.
● Track local social and conflict dynamics as feasible, gauging potential impacts on women, youth, and social inclusion and adjusting program approaches accordingly.
● Ensure the development and adaptation of gender equality and transformation as well as youth and social cohesion markers, benchmarks, and indicators across the program.
● Support the collection and analysis of gender, youth and social inclusion data.
Coordination & Capacity Building (20%)
● Foster commitment from and build the capacity of team members, partners, local stakeholders and communities to facilitate gender transformative outcomes and positive youth engagement; this includes developing and delivering formal training but also coaching and mentoring.
● Support team members involved in gender and youth engagement as well as social inclusion at the field level.
● Represent gender and social inclusion aspects of the organization to external stakeholders, such as the donor, governments, and partners; disseminate learnings and best practices; and participate in technical working groups.
● Train and mentor team members, partners and stakeholders on the development of the strategy in the context of program implementation plans.
● Master’s degree in a relevant field, such as public health, sociology, anthropology, economic development, or other related field;
● Minimum of seven years of relevant experience working on gender and youth approaches in development and/or emergency response contexts;
● Proven experience in gender and social inclusion strategy development and implementation;
● A demonstrated understanding of age, gender and other socio-cultural factors in the context of development and humanitarian programs, a demonstrated understanding of positive youth development, and a demonstrated understanding of gender transformative activities;
● Experience working in the field of public health required;
● Experience working with USAID, Bill & Melinda Gates Foundation, or other international donors is required;
● Previous gender and youth related training experience (both development and delivery of training);
● Demonstrated capacity to lead the collection, analysis, and utilization of information in relation to gender, youth and other locally significant socio-cultural factors from a broad range of sources;
● Strong management and interpersonal skills, mentoring and facilitation skills, and the ability to network and communicate with a wide range of stakeholders to ensure gender and youth integration and empowerment;
● Excellent written communication and presentation skills;
● Excellent command of the English language, both written and spoken;
● Familiarity with the Google Suite of products;
● Strong tool/curriculum development and participatory facilitation skills.
