About GOAL
GOAL’s mission is to work with the most vulnerable communities to help them respond to and recover from humanitarian crises, and to assist them to build transcendent solutions to mitigate poverty and vulnerability.
GOAL is a non-for profit organization that has been working in Ethiopia for over 30 years, towards ensuring the poorest and most vulnerable in our world and those affected by humanitarian crises have access to the fundamental rights of life, including but not limited to adequate shelter, food and livelihoods, water and sanitation, nutrition, healthcare and education. GOAL implements a range of multi-sectoral development, resilience, recovery and humanitarian responses programmes by being sensitive to cross-cutting issues including gender, accountably, child protection, HIV/AIDS. Currently, we work with pastoralist, agropastoral, pastoral dropouts, rural small holder farmers, rural/urban youth and street children to respond to humanitarian crises and build resilience in Ethiopia working closely with local communities, local government, donors and other key actors. GOAL E Humanitarian Response is centered on nutrition, WASH, livelihoods, multipurpose cash, NFIs and protection interventions in country wide while the recovery and development focus on livelihoods, economic opportunities, health, health and nutrition system strengthening and WASH with solid emphasis on integrated programming and community-based approach in Oromiya regional state. The Street Children programme is implemented with local partners in Addis Ababa and Hawassa.

GENERAL DESCRIPTION OF THE ROLE
The Head of Procurement will be accountable for the procurement and delivery of GOAL Ethiopia orders requested by the various project offices. Specifically, the Head of Procurement will be responsible for ensuring timely, cost-effective procurement and delivery of goods and services, which are compliant with GOAL and donor procurement policies and guidelines. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal job description and be able to vary working hours accordingly. S/he must uphold GOAL’s code of ethics for procurement and ensure fairness, equality, and transparency in all transactions.
Key Areas of Accountability/Duties
Contribution as a member of the GOAL Ethiopia management team.
Support the delivery of programming in line with GOAL’s mandate, strategy, and theory of change.
Ensure a robust procurement system and harnessing the extraordinary engagement, diversity, talent, and commitment of our people.
Supporting a team environment of continuous learning, growth, and development and accountable for their commitments.
Develop and communicate a procurement business plan; establish, communicate, and implement long-term goals for the department to promote effectiveness and efficiency.
Serve as the primary contact for procurement related questions, training, policy and procedure interpretation and alignment by all departments.
Leadership.
Oversee all procurements and ensure they are in line with GOAL and Donor requirements.
Explore business opportunities and develop innovative procurement strategies and supply arrangements.
Ensure that strategic procurement plans are developed, understood, and cascaded in all area offices.
Develop and implement procurement-related training programs for the procurement team and organization.
Ensure effective communication with other units and business stakeholders.
Manage the long-term relationships with suppliers and other strategic partners.
Manage the procurement team towards high standards of performance through clear roles and responsibilities, mentorship, coaching and giving constructive feedback.
Promotes team spirit, a culture of respect, personal responsibility, transparency, and openness.
Ensuring documentation and records relating to procurement are maintained properly within GOAL internal systems.
Management of Procurement Processes
Support in preparation and consolidation of procurement plans received from various teams and monitor implementation.
· Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITT or RFP, receipt of quotations, bids or proposals, their evaluation, in full compliance with GOAL’s rules and regulations.
Prepare and submit monthly procurement reports and provide weekly procurement status reports.
Maintain updated market information for effective use of prices during proposal development and day to day operation.
Develop differentiated purchasing strategies and methods for goods, works, and services.
Lead the identification of suppliers and assess supplier performance to ensure optimal mix of suppliers.
Ensure conformance to specifications, value for money and acceptable lead times are attained.
Review procurement documentation before publication/distribution, as well as selection of winners.
Policies, Procedures and Systems
Implement policies, procedures and operational systems that will ensure smooth running of GOAL Ethiopia’s procurement system and the delivery of an excellent standard of customer service.
Monitor the relevance of existing policies, procedures, and systems to identify areas of improvement, striving for greater efficiency and take corrective actions as appropriate.
Support periodic reviews of procurement chart and authorization charts.
Risk Management
Ensure detailed understanding and application of the policies across the country office.
Contribute to proactive risk management by identifying and capturing critical risks and support in mitigating such risks.
Work closely with the legal department to make sure contracts and terms are favourable.
· Developing supply risk management procedures to mitigate losses in the event shortages.
Ensure all procurement activities are conducted in an ethical and professional manner.
Conducts regular checks on archived records.

Qualifications & Requirements.
· Bachelor’s degree in Procurement, Business, Logistics, Law, or related field with a master’s degree preferred.
· 5-7 years of related experience, with at least 3 years of supervisory experience.
· Highly developed interpersonal and communication skills including influencing and coaching.
· Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
· Experience working knowledge with major institutional donors.
· Fluency in English, both written and spoken.
Flexible to work at odd hours and willingness to travel to the field offices.
Desirable/Advantageous Credentials:
Understanding and experience with CASH programming desired.
Relevant certification in procurement and supply chain is a distinct advantage.
