Under direct supervision of the APCfC Field Finance Officer, the Junior Finance Officer is responsible for all aspects of financial management of projects in Moyale field Office, ensuring compliance with APCfC internal policies and procedures as well as donor regulations. The candidate for this position needs to demonstrate strong knowledge and skills for smooth accounting operations including payments and banking, financial reporting, procurement, Payables, and receivables management.

Key Duties and Responsibilities of Junior Finance Officer:

• Keep accurate records for all daily transactions, review and control payments.

• Ensure monthly settlements of government obligations such as tax and pensions.

• Ensure proper documentation reviews of all payment requests and vouchers, proper filing, and completeness of field voucher files.

• Review transactions for cost reasonableness, allowability and allocability.

• Filing all entries and ensure that all required supporting documents are attached to each entry.

• Review all payment requests of regular and unpaid reimbursement for accuracy and completeness before Authorization by responsible person.

• Ensure all the payments documents for proper coding and supporting documents.

Terms of Employment: Seven months, Full time

Basic Salary: 10,638.30 (Ten thousand six hundred thirty-eight & thirty cents) plus 30 % Hardship allowance. 

Job Requirements

Education and Work Experience Required:

• Bachelor’s degree (B.A) or equivalent in accounting or finance with a minimum of Four (4) years of progressive accountancy experience is required.

• Experience of working in an NGO setting is an asset.

Required Skills and Qualifications:

• Strong accounting skills and experience, including management of general ledger, journal entries, payables, Receivables and financial reporting.

• Computer skills in MS Office programs, particularly Excel

• Experience in Project accounting is desired.

• Good communication skills and fluency in written and spoken English and Afan Oromo languages is mandatory.

• Ability to work under minimal supervision and deliver on set objectives within given deadlines.
