Job Description

The position holder, under the supervision of the field project coordinator, will be responsible for the implementation of Humanitarian response and protection components of the APCfC Nexus project in Dire and Moyale Woredas in Borana zone. She/he will be working with the community and local service providers to respond to crises, recovery and capacity building of communities affected by crises as well as enhance capacity of services related to protection. The position holder will also manage the human, material, and financial resources of the Humanitarian response and protection components of the project in the filed in accordance with organizational policies and procedures and facilitates project interventions ensuring the application of humanitarian principles, standards, and values.

Key Duties and Responsibilities:

  • Conduct a participatory mapping and lead activities for humanitarian needs assessments and surveys together with local stakeholders.

  •  Work with local stakeholders and project team to identify target beneficiary households and facilitate the provision of cash and vouchers to households and Conduct Post Distribution Monitoring (PDM) survey.

  • Work with local stakeholders for the identification and rehabilitation of natural environment, communal water schemes and sanitation facilities.

  • Coordinate/ Deliver training on protection mainstreaming/safe programming for all APCfC staff, government sector staff, and community representatives

  • Support GBV case managers in facilitating referral network workshops and case coordination.

  • Advocate for client – based protection/GBV service delivery for survivors of violence.

  • Organize capacity building activities for women, men, girls and boys to acquire knowledge and skills on standard personal and environmental hygiene and sanitation practices.

  • Support communities and relevant stakeholders to have up to date safety plans in place and provide technical support for program participant community groups to accordingly implement their safety plans.

  • Supervise project community facilitators for smooth implementation of planned safe spaces and protection components of the project.

  • Establish/strengthen a functional safe, appropriate and functioning feedback and complaints handling mechanisms for local community.

  • Arrange information sharing events for women, men, boys and girls on accountability and safeguarding mechanisms.

  • Monitor, assess, observe and report on key protection concerns and rights violations in the field.

  • Ensure that activities are recorded, and activity reports are provided to the line manager by the agreed timeline and are of high quality.

  • Perform additional activities assigned by the supervisor.

Required number: 1 (One)

Duty Station: Mega town with frequent travel to project sites in Dire and Moyale Woredas.

Terms of Employment: Ten months (with the possibility of extension), Full time

Basic Salary: Birr 24,822.70(Twenty-four thousand eight hundred twenty-two & seventy cents) plus 30% hardship Allowance.

Job Requirements

Education and Work Experience Required:

  • M.A or BA Degree in Disaster Risk Register/Disaster Risk Science and Sustainable Development, Agriculture, Rural development,  health , Sociology, Social work, or related field of study with a minimum of 3 years for M.A and 5 years and above for B.A holders with practical filed experiences related with Humanitarian response and Protection support.

Required Skills and Qualifications:

  • Excellent understanding and practical skills of Core Humanitarian Standards on Quality, and Accountability, Sphere standard, Core Humanitarian principles, protection principles, and human rights.

  • Specific knowledge and practical skills in awareness raising, CMDRR, Disaster Early Warning and Response, CASH etc.

  • Excellent communication skills including ability to gain trust and build relationships with new communities and local partners.

  • Prior experience working with Protection and Gender Based Violence (GBV) related project is an asset.

  • Experience in staff and budget management

  • Good understanding of the context of the pastoral environment and that of women, girls and youth issues on social, political, economic and cultural context of the area.

  • Demonstrated understanding of issues related to confidentiality, data safety and other ethical concerns related to the sharing on sensitive data between concerned bodies.

  • Flexibility, adaptability, and ability and willingness to operate independently in remote and potentially risky environments.

  • Demonstrated experience in the Cash programming and Voucher assistance working with the Private service Providers.

  • Command of MS Package (Word, Excel, PowerPoint, and Outlook); and Strong writing

  • Good command of Afan Oromo and English languages, both written and spoken.
