TEAM/PROGRAMME: Program Operations (PO)
LOCATION: Jijiga

ROLE PURPOSE:
The Head of Field Office Manager will provide overall leadership on program/project implementation and resource utilization for the field office. He/she provide regular communication and coordination with the Area Office and Country Office, and represent Save the Children in the respective Regional/Zonal level meetings.
In the event of a major humanitarian emergency, the role holder may work outside the normal role profile and be able to vary working hours accordingly.
SCOPE OF ROLE:
Reports to: Area Director
Dimensions: As per the current portfolio the field office will have an approximately 90 staff and expenditure of approximately $8 million+/year.
Staff directly reporting to this post: Program Managers, Supply Chain Coordinator, HR and Safeguarding Coordinator, Finance Coordinator, MEAL Coordinator.
KEY AREAS OF ACCOUNTABILITY:
Program Implementation and Quality
Facilitate effective supervision of the implementation of planned activities in the field office and ensure quality of program implementation.
Facilitate and ensure integration of all programs with the local stakeholders including local government, community and NGOs working in the area.
Facilitate participatory monitoring and evaluation of the program implementation.
Ensure sustainability of the programs through thematic/programmatic approaches.
Facilitate negotiation of smooth handover of completed programs to relevant bodies.
Facilitate smooth phase out both by program and from the area as deemed necessary.
Liaison and network with all local stakeholders to enhance relationship and program ownership and implementation.
Program Design and Resource Mobilization
Facilitate initiation of project concepts based on participatory need assessment and community priorities;
Encourage program staff to foster smooth relationship with line offices and communities to solicit such concepts.
Facilitate involvement of local stakeholders including sectoral offices and community in project identification and conceptualization of the same.
Liaison with all relevant PDQI staff in the CO for fleshing up of the concept papers and submission to potential donors to mobilize resource.
Effective Utilization of Resources
Ensure that resources wisely and prudently utilized for the planned purposes in in compliance with internal SCI financial policies and donor requirements.
Ensure that any mishandling of resources be reported to all relevant bodies and appropriate measures taken on time.
Ensure quality and timely periodic reports are prepared and disseminated to all relevant bodies, including donors, local and regional government, and relevant offices in Save the Children.
Communication, Representation and Networking
Ensure timely and regular communication and information sharing is in place with AO and all relevant departments in the CO.
Participate in all relevant meetings and discussions in the CO as deemed necessary.
Represent Save the Children in the respective regional and zonal levels.
Facilitate agreements signing and support letters solicitation for programmatic purpose from relevant Regional Sector Bureaus.
Facilitate resource mobilization from the Regional State to make activities as complementary as possible.
Facilitate efforts to enhance participation of stakeholders in the implementation, monitoring, evaluation, and learning program activities.
Human Capital Development
Ensure policies and process followed in full cycle of HR operation starting from recruitment to separation of employees.
Ensure that all newly recruited staff receives appropriate and sufficient orientation on the values, safeguarding, and policies of the organization.
Ensure the overall safety and security of staff and the operations.
Encourage on-the-job training and learning from mistakes and even failures to develop staff.

QUALIFICATIONS AND EXPERIENCE
Key Skills Required
Minimum of a Bachelor’s Degree and 10 years relevant work experience / Masters is preferred
4-5 years experience working with international and national NGOs as well as the various government offices and the community with at least 5 years leadership experience.
Demonstrated experience in program implementation and ensuring quality of programs.
Proven ability in promoting and collaborating closely with multi-level stakeholders.
Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations
Knowledge of multi-donor regulations
Experience with food commodity management systems and regulations required
Excellent oral and written communication skills
Fluent in English and in the language of the region
