Job Description

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more) because he/she works at the community level. The role holder should be well acquainted with and act towards ensuring the organization’s Child Safeguarding Policy inclusive of awareness creation for prevention, reporting, and responding.

Staff Directly Reporting to this Post: 2-3 staffs

Duration: One year with Possible extension

Project Overview:

The overall goal of Leadership and Economic Empowerment Project (LEEP) is to create opportunities for young women  in business in semi-urban and urban areas to empower themselves to engage meaningfully in their development, improve their technical and transferable skills and have equal access to, and use of capital, resources and services to achieve economic self-sufficiency and well-being. The young women will receive the resources needed to scale their businesses, support their families and become agents of change, role models and leaders in their communities.

LEEP project will be implemented from February 1, 2023 to January 31, 2026 to address 8900 young women in business in Sidama region, SNNPR and AddisAbaba. The project has the below three objectives:

Objective I: Young women access and use assets to develop and grow their businesses

Objective 2: Young women develop capabilities, skills knowledge and attitudes to manage and grow their businesses

Objective 3: Young women live in a healthy, violence-free and supportive environment in their households, communities and society and are part of a collaborative effort to advocate for equal access to resources and services

Purpose of the  Role

The Regional coordinator-Youth Livelihood Project is principally responsible to supervise the targeted project interventions, provides technical support to officers and youth facilitators  and partners including about the project  implementation, quality assurance and technical assistance for wereda and project activities on coordination and partnership with actors involved in youth livelihood activities as well as with other local government partners. The jobholder will be primarily responsible to implement the program activities at city/town/wereda/community level, provides continues technical support, training, coaching and improve the project staff/team performance. S/he will also be responsible to support project planning and coordination in regional/wereda project activities and ensures active involvement of communication with project participants, communities and partners for smooth and successful implementation of project components as per approved project document; and government and donor requirements and standards. S/he will also be responsible to facilitate & execution of the existing Academy (YES) service activities to a sustainable social enterprise network. Under the mentorship, technical and administrative guidance of the LEEP program manager s/he will also actively participate in, and strengthen, multi-sectoral coordination among the various relevant sectors focusing on economic and social empowerment sector and other livelihood interventions.

Job specific roles and responsibilities

  • Coordinate, supervise, and provide technical assistance for proper planning and  implementation of LEEP projects in the assigned interventions

  • Provide technical support including training to project staffs, stakeholders and direct beneficiaries focusing on life skill for success, business management, women economic empowerment and child safeguarding

  • Establishes support and partnerships with local actors and small business owners to improve livelihoods and increased nutritional value through demonstrations on new agricultural and nutritional technologies.

  • Represent the project & the implementation of the LEEP project action plans of the target City/wereda/towns.

  • Accountable and responsible to facilitate or create a detailed implementation plan (DIP) of the projects for the city/town/wereda

  • Ensure project officers and youth facilitators is deployed on respective target areas and training centres

  • Ensure Project officers and youth facilitators engage in community mobilization, need identification, planning and effective implementation of program activities.

  • Regularly visit field activities and provide formal and informal feedback to the project manager/staff in terms of adequate and inadequate progress as well as recommendations for improved performance;

  • Continuously assess project’s context, assumptions and changes in the working environment to ensure that the project focus, strategies and activities remain relevant and to proposed adjustments when needed.

  • Ensure the implementation of project activities in accordance with the DIP and with the aim of 100% achievements of project results and approved budget.

  • Ensure feedbacks are gathered from participants and beneficiaries on the Youth livelihood curriculum, leadership & economic empowerment of women has and overall program activities for further improvement and possible actions.

  • Establish Regional/ wereda/town level linkages and partnerships with private sectors, MFIs, GOs, NGOs, TTIs etc and maintain existing partnerships in wereda/town level.

  • Provide technical backup along with close coaching and mentoring support to enable Life Skills & other women empowerment trainers to work effectively in the implementation woreda & kebele;

  • Provide business development support to organized young women groups and individuals

  • Maintain and create good relationship and collaboration with government offices at Regional/ wereda/town level.

  • Coordinate & ensure that the YES centres are equipped and well informed to provide the necessary services and information to business starters and unemployed youths to find jobs.

  • Ensure & work towards improved YES service delivery and make YES centres are green, attractive and women friendly.

  • Contribute to ensure that Save the Children’s Common Approaches are applied with support from FSL/R and LEEP Program Manager.

  • Coordinate, participate and contribute for new program development and planning meetings that takes into account quality standards of SCI.

  • Facilitate the involvement of volunteers from different sectors to support the program.

  • Develop ToR and raise procurement requests (PRs) for any project related purchase in consultation with the project staff.

  • Produce wereda level project plans & reports are good quality, regularly updated and timely produced and communicated to all stakeholders.

  • Organize periodic (Quarterly, BI-Annually) review meetings involving all relevant SHs (including project staff, support functions and partners) to assess all project management documents and evaluate if project is being implemented on time, achieving results and quality.

  • Represent the project and delivery of coaching and training activities under respective woreda with the support from program manager

  • Facilitate and coordinate the components of youth workspace development activities, like facilitate trainings, provide coaching and organized mentorship for young women in business

  • Facilitate the active participation of and building trust with communities and other stakeholders and work closely with TVET, youth association, private sectors, youth focused organizations, training institute and Financial Institutions.

  • Communicate effectively with program staff and partners to identify needs and develop alternatives business solutions.

  • Produce timely and quality of periodic reports to relevant receipts

  • Coordinate & ensure team sprit develop among project staff at city/town/wereda level.

  • Organize periodic meetings with field staff.

  • Maintain program files and related program inputs are properly documented and available at safer places.

  • Collect lessons, evidences and best practices of the project, documents and disseminate

  • Contribute on implementation of SCI’s polices and strategies on the ground (Child safeguarding, contribute to address the voice of children  ...)

  • Ensure cross cutting issues mainstreaming in the project (gender, environment, people livening with disabilities, HIV….)

  • Ensure that gender, disability, resilience and children’s and beneficiaries’ participation are fully considered and are reflected in all youth  empowerment programme design and implementation

  •  Carry out other duties as requested by the LEEP program manager.

Job Requirements

MINIMUM QUALIFICATIONS AND EXPERIENCE REQUIRED

Essential:

  • Minimum BA degree in preferable fields such as social work, economics, agro-economics/ agri-business, business management, community development and related courses

  • 6 years of relevant progressive experience, out of which 4 years in Youth Livelihood program positions with practical experiences in economic strengthen, entrepreneurship, and Market system development

  • Experience of working with youth livelihoods development programs in rural and urban setups

  • Excellent understanding of the culture of and ways of living of target operational Areas

  • Good written and spoken English

  • Excellent communication and interpersonal skills with private sectors, communities, government structure, existing NGOs…etc

  • Good team player and open for new ideas and learning

  • Good report writing skill, able to collect, document and share program records and information

  • Experiences of working in INGOs, Communities at grass root level, local training institutes are advantageous

  • Knowledge of computer applications

  • Ability and willingness to travel and work in rural areas where the program is implemented, within approved security frameworks

Desired

  • Experience conducting trainings, training of trainers, and organizational capacity building especially in life skill, business development and organizing youth in formal and informal groups.

  • Knowledge and learning ability to integrate gender issues in livelihood interventions

  • Strong ability to work collaboratively with various organizations and stakeholders.

  • Experience working with private sector, government agencies and beneficiaries on livelihoods programs.

  • Ability to travel throughout the focus zone, woredas, kebele and other rural areas as needed

  • Strong results orientation.

  • Experience in multi-sectoral coordination.

  • Proven project technical field staff management skill with professional certificate in project management is an added advantage.

  • Ability to manage complex and demanding workload.

  • Experience in NGO setup.

  • Experience working in the region and understanding of local context.
