Job Description

Child Safeguarding:

The responsibilities of the post requires the post holder to have regular contact with or access to children or young people

ROLE PURPOSE:  The Health Officer is responsible for the implementation of Hilton foundation project and BPRM by working in integration with RRS in refuges and Other government sectors and partners in host community.  He/she actively involved in the development of detailed project implementation plan, provide on the job training and technical support to health care providers, follow up of project implementation, results based monitoring, evaluation and quality assurance, under supervision.  The project officer work closely with ZHO and RRS team to quality of health service delivery for refuge and host community.

The officer is responsible for the implementation of health thematic activities for the Hilton foundation project at refugee camp level and host communities.

The project officer  will also provide technical guidance and capacity building support to health facilities staff, RHB, RRS and Woreda Health Offices at the project implementation woredas/ refugee camps. S/he will be responsible to document implementation lessons and best practices to improve project implementation as well as inform project coordinator.

KEY AREAS OF ACCOUNTABILITY:

  • Works in improving basic preventive health care at community level with emphasis health, health and nutrition services

  • In collaboration with RRS, woreda Health office, the field team develop detail implementation plan for the project.

  • Raise procurement request, do follow up for the purchase  , develop distribution  plan  and carry out the distribution  

  • Extract sub activity plan from the project DIP  and implement with in the time frame’;

  • Update the activity progress to the project team and manager

  • Frequent visit to the HF , WoHO / Refugee Office for   provision of technical support and ensure ECD activities are rolled out at the HF level

  • Ensure nurturing environment  is created at the HF, awareness creation is conducted at  SCI supported HFs, ECCE centre and Livelihood contact points;

  • Develop  and share  monthly  narrative and  statistical report  to   health program manager and FOM

Technical Support role

  • Support communities to increase their knowledge and skills through training, exposure and joint actions

  • Strengthen community self-mobilization through their leaders for participation in their planning, implementation and monitoring of activities

  • Organize trainings, campaigns , reviewing  and advocacy meeting

  • Adopt, translate   ECD focus IEC materials jointly with H&N PDQ team

  • Closely work with the PDQ Health team to assure implementation quality

  • Integrate with other project thematic through joint planning ,review performance and sharing lessons

  • Closely work with RRS, RHB, Zonal and Woreda Health Offices for the smooth implementation of the project and for ensuring project sustainability

Monitoring, evaluation and quality assurance

  • In collaboration and coordination with MEAL, and PDQ health and nutrition team facilitate/conduct Joint project support,  assess the project against quality bench mark against project deliverables

  • Support  project base line and end line  evaluation tasks;

  • Conduct regular supportive and joint supportive supervisions to project sites with project team and respective government partners

  • Plan and facilitate regularly scheduled reviews of projects with woreda health office heads/experts and HWs/HEWs, and community volunteers in the implementation areas

  • Facilitates visits to donors, members and others as necessary

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • BSc degree in public health, nursing or related fields

  • A minimum of 6 years’  working experience in an NGO environment of which a minimum of 2 years managing community based health projects and had been experience in refuges

  • Trainings on Public Health Emergency ,MHPSS, BIMOC , ECD , Infection prevention and Referral System

  • Solid understanding of the Ethiopian health policy and strategies, as well as the health sector transformation plan and the health extension platform

  • Experience working with the regional and local level stakeholders

  • Highly developed cultural awareness and ability to work well in another partners  with people from diverse backgrounds and cultures

  • Strong results orientation, with the ability to challenge existing mindsets

  • Experience of managing and shaping programmes to deliver greater efficiency and effectiveness, and of strengthening implementation of financial control processes

  • Solid budgeting skills and knowledge of key donor regulations

  • knowledge of local language is required
