Job Summary

The Camp Management Officer will be a member of the multi-sectoral response team and will assist and protect displaced populations in communal settings (out of the camp IDPs) in Debre Birhn Town. IDPs settle in camps and outside of the camp with host families or in rented premises in the town. The officer will be responsible to the management and coordination of their access to protection and assistance. Working together with the clusters and stakeholders, the officer will identify the overall requirements in responding to needs of IDPs out of the camp and will undertake project activities in coordination with other CSOs.

Responsibilities include:

Planning:

  • Coordinate / develop / update agreed response strategies and action plans of the project and ensure that these are adequately reflected in overall project objective

  • Involve all relevant partners in site needs assessment and analysis

  • Identify gaps and duplication – assess, verify, and map emerging assistance needs and protection issues

  • Map and track “who is doing what, where, when”

  • Support registration of displaced populations in communal settings, paying particular attention to gender, age and diversity dimensions; and update the population registry/enrollment for assistance

  • Ensure integration of agreed priority cross-cutting issues in needs assessment, analysis, planning, monitoring and response.

  • Ensure that action plans are in line with the Cluster/sector maps out the operational requirements for IDPs out of the camp

Implementation:

  • Organize affected population’s participation of IDPs out of the camp and community mobilization, with particular emphasis on women’s decision-making role and on persons with specific needs (such as the elderly and disabled)

  • Undertake beneficiary targeting with the participation of the concerned stakeholders and grass root level authorities

  • Promote strategies to build up and strengthen confidence within the IDP community out of the camp and between the surrounding and host communities

  • Represent the focus of the sector in discussions with the Humanitarian Coordinator on prioritization, and advocacy

  • Undertake on the job capacity building to CDFs and support relevant CCCM training for local government officials, out of camp IDP committees and members of displaced and host communities

  • Support efforts to strengthen the capacity of the local authorities and civil society; phase-out and rehabilitation capacity

  • Ensure integration of CCCM elements into transition and early recovery Frameworks Coordination

  • Ensure appropriate coordination with all humanitarian partners as well as local structures.

  • Ensure the establishment/maintenance of appropriate sectoral coordination mechanisms,including working groups at local level

  • Define the nature and extent of overlap and coordination between CCCM and other sectors particularly Shelter, Protection and WASH.

Monitoring and Reporting:

  • Ensure adequate monitoring mechanisms are in place to review impact of the project and progress against implementation plans

  • Ensure adequate reporting and effective information sharing amongst all partners including camp managers, sector leads and OCHA, dis-aggregating data by age & gender National/local authorities, State institutions, local civil society and other relevant actors

  • Ensure that the CCCM responses build on IDPs out of the camp capacities and context specific strengths

  • Ensure appropriate links with local authorities, civil society and other relevant actors and ensure coordination and information exchange

  • Promote the capacity building of relevant authorities, where deemed necessary.

  • Prepare periodic reports with the required time and quality

  • Success stories preparation, action oriented and visibility pictures taking and timely submit to the HO level project coordinator

Job Requirements

Education:

  • First Degree in Humanitarian Affairs, Development Studies, Disaster preparedness and response or a related field), or the equivalent combination of camp management and humanitarian experience in a related area.

Job experience:

  • Minimum 3 years of relevant experience

Languages:

  • Proficiency in Amharic and English is required.

Minimum Competencies Expected:

  • Demonstrated field experience working for IDPs in and out of the camps or other communal settings;

  • Practical knowledge of CCCM;

  • Demonstrated understanding of emergency programming, needs assessment and project monitoring;

  • Flexibility,

  • Diplomacy,

  • Leadership,

  • Cultural sensitivity and team-spirit are important personal features.
