TEAM/PROGRAMME: Education Cannot Wait Multi-Year Resilience Programme (ECW- MYRP)

LOCATION:  Addis Ababa

GRADE:  TBD

Child Safeguarding:

Level 3 - The post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

SCI Ethiopia is a grantee and consortium lead for the Education Cannot Wait Multi-Year Resilience Program (ECW-MYRP) in Somali Region with a total ECW seed fund of 14.3 million USD.  The Head of the ECW Program will be responsible for overseeing the ECW-MYRP ensuring proper use of funds. Within his/her capacity, the Head of Program will work closely with Director of Program Implementation and PDQ-Education Technical Team. He/she will have a range of contact and communication with a number of collaborates mainly the Federal Ministry of Education, UNICEF, Consortium members (SCI, NRC and OWDA), ECW-Program Coordination Unit, the education cluster, local and international NGOs that will be involved in programme implementation, Somali REB and Woreda Education Offices and schools. The Head of Program is in charge of managing the overall project implementation through results-based monitoring, evaluation and quality assurance mechanisms and ensures quality delivery of the program as stipulated in the program document adhering to quality standards and donor expectations. He/she will be responsible to lead program annual plan, annual reports, program evaluation, communication with member and donor and collaborate with stakeholders. He/she is responsible for leading the planning, implementation, monitoring of the MYRP Seed Funding Programme. The Head of Program is accountable for budget management of the program and partner management, which includes development through capacity building and support.

Background

Ethiopia’s Multi-Year Resilience Programme (MYRP 2020-2023) in the long run aims to improve learning through equitable access, crisis-sensitive and quality relevant education for 745,997 emergency-affected children (380,418 boys, 365,579 girls (including children living with disabilities) in 44 prioritised woredas in Ethiopia. The MYRP is an ambitious plan created by the Ministry of Education together with Education sector stakeholders. The initial MYRP through seed funding of 27 million USD from ECW (2020 – 2023) focuses on addressing the critical educational needs of 60,487 out of schoolchildren (30,717 boys, 29,770 girls, including 6,049 CWDs) affected by displacement from 17 woredas in Amhara, Oromia and Somali.   UNICEF and SCI are grantees for the program and a range of international and local NGOs implements the program. SCI plays a role of grantee, consortium lead and program implementation in its operational area of Somali Region.

The proposed MYRP includes immediate actions to address critical educational needs of IDP, returnee, and relocated children and medium to long-term interventions to build resilience of the education system to support the (re)integration of returnee and relocated children and their host communities. The MYRP interventions will be scaled up to reach more emergency affected children in prioritised emergency-affected woredas with a system strengthening approach as more additional resources are mobilized and anchor the MYRP into national programmes such as GEQIP-E. The provision of seed funding within a broader investment framework that encourages resource mobilisation is another aspect of the MYRP that adds distinct value to the sector, the work of the cluster, and the overall education in emergency response in Ethiopia.

SCOPE OF ROLE:

Reports to: Director of Programme Implementation

Dimensions: Communication and relationship management with a wide range of stakeholders, including the Federal Ministry of Education, the Education Cluster, Programme Coordination Unit, Donors, MYRP Grantees (currently UNICEF and Save the Children), implementing partners, Somali Regional Education Bureau, Woreda education offices, schools, the Education Cluster, the Sub-National Education Cluster, RRS and Teacher Training Colleges in Somali Region.

Staff directly reporting to this post: None but technical management & supervision

KEY AREAS OF ACCOUNTABILITY:

Program Oversight, Coordination and Management.  

  • Ensures that the programme implemented in ways that is responsive to the targeted communities and children, in line with MYRP strategic plan; Save the Children principles, values and compliance procedures.

  • Coordinate program implementation by the Education Cluster, Programme Coordination Unit, Consortium members, teacher Training Colleges and the grantee team

  • Work closely with RRS, UNHCR, UNICEF, Ministry of Education and Somali Regional Education Bureau to facilitate the training of refugee teachers and emergency responses

  • Support the education cluster to strengthen the education cluster and implement outcome four activities through facilitating logistics and providing administrative and technical support

  • Work closely with UNICEF, Programme Coordination Unit and Save the Children Member during annual planning, implementation of activities and reporting.

  • Provides oversight and technical support to the Sr. Consortium Manager in planning, implementing and managing the programme.

  • Support the field office in the development of feasible programme implementation plan and budget jointly with the Sr. Consortium Manager and implementing partners.

  • Identifies critical issues in the implementation of the program and propose workable actions to address the issue

  • Works closely with other key personnel at federal level (MOE) to ensure efficient and effective linkages with the Somali Regional Education Bureaus, key regional education institutions and Woreda Education Offices and schools.

  • Ensures that the development of quarterly, bi-annual and annual work plans and performance reports meet the standards set by SC.

  • Ensures the effective use of program resources in compliance with ECW regulations and SC policies.

  • Provides technical leadership to field staff and share best practices and methodologies.

  • Provide technical support for all implementing partners and facilitate timely solutions for challenges and issues.

Budget management

  • Serve as overall budget holder for the programme.

  • Lead the budget planning, budget revision, phasing and rephrasing of the program

  • Review periodic financial report and BVA of the program, identify bottle necks on budget expenditure and  discuss with finance, award and operation team for timely solution

  • Manage proper budget coding and monitor coding errors

  • Provide support to award and finance team to prepare annual budget report based on donors requirements

  • Regularly monitor budget and ensure effective and efficient utilization of programme budget and other resources for the intended purpose.

  • Ensure that partner finance planning and reports are in line with the project agreement and requirements

from donors and governments.

  • Ensure that plans are implemented as per agreed and approved budgets,

Monitoring, Documentation and Learning

  • In coordination with Education PDQ team and MEAL Advisors, supports the field office to design results-based monitoring and evaluation process for the programme.

  • Ensure timely and quality implementation of the program through regular field monitoring and supervision at least on quarterly bases  

  • Follow up and ensure regular data collection, documentation of challenges and best practices and timely sharing to relevant stakeholders. 

  • Coordinate and facilitate assessments/studies and evaluations.

  • Organize and facilitate periodic review meetings and information dissemination workshops

  • Manage knowledge and experiences from the learning process and replicate good practices.

  • Ensure proper monitoring tools and procedures are in place and utilized during monitoring.

  • Prepare and compile quarterly and annual reports for the programme based on donors and partners’ requirements.

  • Organize and properly maintain database and information related to the programme.

  • Provide information/inputs to be used for SC information and communication materials.

Partner management, capacity building and Representation

  • Work closely with implementing partners in the course of programme planning, implementation and preparation of periodic completion reports, annual and quarterly programme budgets and expenditures.

  • Ensure that partnerships are maintained and functioning properly as per signed contract agreement.

  • Maintain regular communication and interaction with partners to facilitate and promote learning and information sharing.

  • Ensure that implementing partners get timely technical support

  • Identify capacity gap and organise capacity development trainings

  • Review reports from implementing partner and provide technical input

  • Organise experience sharing and learning sessions aimed at improving implementation

  • Provide technical support to partners in the course of project implementation.

  • Represents the ECW seed funding education program at the federal level: Ministry of Education, national cluster, at SC and other stakeholders.
