Senior People Operations Administrator, East Africa Cluster

Role Purpose

The People Operations function will handle specific transactional work that requires a significant degree of expertise and country and/or region-specific knowledge (pay and payroll; tax; pensions; onboarding/exiting; reports; contracts). This role will carry out a range of operational tasks across the East Africa Cluster with direct accountability to Ethiopia and Sudan, ensuring that processes are adhered to effectively and efficiently, working closely with People Advisory and Shared Services teams within the HR function.

 Main accountabilities but not limited to the following:

HR Service Delivery / Line Management

Implements a range of standardized HR operational procedures and systems to achieve specified, clearly measurable targets (volume, time, and/or cost)

Provides timely feedback on operational issues and events to more senior managers, enabling the adaptation of work plans where necessary and supporting continuous improvement in the efficiency/cost-effectiveness/quality of service delivery/systems within the HR Operations function

Uses a range of standardized systems and processes to plan and coordinate effective, timely, and cost effective logistical support to enable the delivery of high-quality services to a range of customers

Be a key admin user in maintaining myHR and key users in the creation of all data and records in the system

Ensure all required information and employee data are accurately maintained and updated promptly in myHR and employee personnel files.

Line Management

Provides formal line management to a small-medium-sized Operations team, involved in providing expertise, advice, and specialist support. Team members are geographically dispersed.

Customer service

Takes end-to-end accountability for researching and obtaining satisfactory and timely resolution of complex/escalated customer operational complaints and issues, coordinating input from other colleagues/departments/managers as required, to do so. Ensures the customer is kept informed throughout the process.

Risk & compliance

Follows agreed corporate risk management processes and procedures when delivering services (e.g. child protection, security policies, HR protocols, payroll, anti-fraud measures) to protect the interests of the BC and its customers at all times

Comparing legislation requirements to HR offerings and programmes and the implementation of these to ensure compliance. This process also includes assessing the impact where non-compliance is identified.

Conducts local mandatory training and reporting as required

 Analysis & reporting

Using standard procedures and templates, regularly records, analyses, and reports on HR operational activity levels and performance data to support senior managers in making timely and effective business decisions that respond to operational needs.

Carrying out the activities required to generate HR reporting from relevant reporting system(s). It includes both manager self-service reporting, reports required from a parliamentary perspective, and the process by which HR accesses additional reports and analysis.

Functional expertise/HR Operations

  • Notifying employees of their new compensation following the annual review. It may include the generation of letters/statements and the distribution of these to employees alongside their reward conversations.

  • Carrying out relevant activities in relation to a change to recurring/assignment-related allowances in the system. This includes awarding, amending, calculating, or ceasing an employee's allowance entitlement in the system and notifying them of the change.

  • Planning, administering, and monitoring off-cycle salary adjustments. This includes the management of additional pay/adjustments for all British Council employees paid via internal payroll. It encompasses the process by which managers gain the relevant approvals and submit the proposed change in the system.

  • Coordinating employee separation, including facilitating other termination activities (e.g. return of property) and de-activating access to systems.

  • Carrying out the activities required to review performance, select continuous improvement initiatives, and measure the results of improvements.

  • Managing the process of carrying out a change request relevant to services and process offerings provided by HR Operational Services.

  • Managing ongoing systems maintenance and configuration changes in line with approved system change/configuration change requests.

  • Managing and resolving critical issues promptly, preventing HR Operational Services from BAU operation. It includes service/technology failure, etc.

  • Support the implementation of specific projects and associated change management activity.

  • Oversee maintenance of HR records in MENA SharePoint and Open Text.

 Role-specific knowledge and experience: Essential requirements:

  • Degree in Human Resources or a relevant professional HR qualification

  • About 3 years experience in HRM in a multinational organization

  • Experience working in HR and using HRIS

  • Strong systems knowledge of Payroll and HRIS)

  • Exceptional attention to detail

  • Good analytical skills and experience in data analysis, statistics, or reporting

  • Strong knowledge of local labor laws, tax, and employment practices

  • Ability to use and adapt written and verbal communication skills to suit a variety of different audiences

Desirable:

Local language (Amharic and Arabic would be an added advantage)

Experience in an international environment

Experience working in a remote team

Experience working with HR Shared Services

Pay Band – 6

Contract Type – 1 Year Fixed Term Contract

Location – Addis Ababa Ethiopia, or Khartoum, Sudan

Additional information

Language requirements: Strong written and oral English communication skills.

The role holder must have existing rights to live and work in the country in which the role is based.
