Job Description

Operation and logistic Manager will work closely with the operations director and the COP and will be responsible for the leadership of all operations support services at the country and cluster hub offices with the goal to ensure the optimization of operations effectiveness and efficiency for successful program implementation. While helping to drive the strategic objectives of Kefeta, this position is responsible for supporting and coordinating with all Amref operations functions including finance and procurement, administration and security, ICT and human resources, and advises the CoP on all operations matter to ensure the optimum operations delivery in the program is achieved. This position holder collaborates with the technical directors and the program director to ensure alignment in program needs and priorities.

The other major role and responsibility of the Operation and logistic Manager is to ensure all project related activities are done effectively and efficiently with enhanced operational excellence. H/She will work under the guidance and direct supervision of the Kefta Chief of Party and will oversee and liaise with all functional teams and will be responsible for leading the planning, coordinating, and monitoring of logistics and operations related tasks, which includes program operation and implementation support, fleet and transport management, asset and materials distribution, recording and management, safety and security management and providing support on regional offices and CSO assets management and supervision. In coordination with the technical directors and operation teams, he/she will develop monthly transportation plans, participate in field monitoring plan preparations, fleet service planning, support the procurement planning and dispatch processes etc., and ensure the plans are implemented, monitored and reported timely.

The position holder will also provide operational support for all CSOs, and resource partners in ensuring the overall quality, efficiency and proactive administrative and logistical support services in the key areas of operations as per Amref’s policies and procedures and in accordance with USAID and government policies and procedures. H/she will initiate communications with related departments and outside sources as required, in order to provide guidance, solicit information, and clarify procedures, drive, build up, and manage very good local business relationship with vendors and employees. He will strive to avail good work environment for staff of the project and beyond.

Duties and Responsibilities:

  • Ensure all activities and operations are in line with Amref, USAID and GOE policies and procedures

  • Accountable for the optimization of performance for all operational processes. Coordinate the delivery of all support services across country and cluster offices in collaboration with the program implementation team and CSO hub managers. Ensure that operations support through the matrix management model with the CSO is prioritized and provided, including weekly operations program-coordination meetings, problem solving and necessary planning activities to ensure effective and timely program implementation.

  • Supporting the operations director and represent him as necessary and when delegated formally.

  • Enhances day-to-day integration with multiple Service Providers and employee, to reduce operational risk and improve the efficient delivery to the user

  • Mentor the operations, admin and fleet team, lead the logistics planning and executing process routinely

  • Proactively find operations solutions, develop new processes and lead change management in a safe and sustainable way in relation to operations and logistics

  • Able to inspire a customer-focused culture within kefta workforce and partners, in order to improve our delivery service and the overall customer experience

  • Develop a strong Health and Safety ethics across our operations

  • Ensure that logistics activities are integrated with technical and operational teams and that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained;

  • Proactively identify broader issues of logistical improvement areas /non-compliance and adapt systems to address challenges;

  • Guide, supervise and mentor drivers and ensure that the fleet management system is functional;

  • Prepare reports on vehicle utilization, vehicle efficiency, inventory/goods movement, damages, etc. and submit to the operations director and the chief of party on a regular basis;

  • Develop, implement and monitor the safety and security plan; provide training to staff concerning safety and security;

  • Provide technical assistance and thought leadership to support innovative capacity building programs for country staff and CSOs staff to enhance individual skills sets and to strengthen the overall operations;

  • Facilitate office share agreements and ensure the office is fully functional at all times, liaising with Amref Operation team to ensure repairs and issues are followed up on-time and implemented appropriately;

  • Responsible for implementing Amref’s Accountability Framework and Code of Conduct, and adhering to Amref’s policies on fraud management;

  • Cooperate very closely with the Amref operation team to ensure aligned solutions on operational and logistic activities

  • Maintain an up to date knowledge of supply chain and warehouse industry practices, developments and best practices

  • Managing relationship with third party logistics providers to ensure highest service level, and smooth operation alongside the Supply Chain (Warehousing). Ensure all procured items are distributed to the end users timely and safely and document the process properly.

  • Perform any other tasks as assigned by the Supervisor.

Job Requirements

  • MBA degree in Business Administration, Logistics Management, Project Management, Management or related field and experience in areas of operations such as Admin & logistics, HR management, Finance, procurement, etc.

  • At least five years of progressively responsible experience in operations and logistics management

  • Knowledge of and experience with international development projects and or other international NGOs is a plus;

  • Experience in managing multiple staff under her/his direct supervision;

  • Basic computer skill in; ERP, word, excel, email, access and related software required

  • Willing for rigorous reference and background check.

  • Fluency in Amharic and English is required.

  •  Ability to work under pressure, deal with multiple tasks and respect deadlines.

  • Able to work with minimum supervision, independently and manage time efficiently

  • Possession of excellent time management skills to be able to deliver goods in time
