Job Description
The HR and Operations Manager ensures smooth Human Resources management and operations support services of the organisation building accepted systems and procedures for the organisation as well as for the partners. S/he is responsible to design/review and implement appropriate HR and operations support services including procurement, logistics, property management, etc. S/he is responsible to compile, generate and submit/share appropriate HR and operations reports to internal and external users in timely manner.
The HR and Operations Manager will:
Oversee the HRM and operations management activities of the organization under the guidance of the Country Director;
Produce timely and accurate HRM and operations support reports for the organization;
Prepare and analyze HR plan and budgets, and make recommendations on expenditures;
Review and monitor HR and operations support expenditures to ensure that program funds are utilized appropriately by the end of the fiscal year;
Provide orientation and training to staff on cost-effective management;
Plan and coordinate procurement activities and oversee performance;
Design and monitor proper establishment and maintenance of stores and properties;
Establish a just and fair recruitment process to build a cadre of competent and committed staff;
Develop HR management tools in line with Roots Ethiopia policies and standards, including job descriptions, salary scales, performance evaluations, disciplinary processes as per Roots Ethiopia policies and protocols;
Administer employee files for accurate payment of benefits or allowances;
Review personnel records, staff contracts, leave reports, timesheets, training schedules, travel reimbursement and other related documents;
Support procurement, and obtain approvals from the Country Director on purchases related to the project;
Maintain assets list, supervise inventory of store items, and conduct regular verification;
Create opportunities for staff personal learning and professional development;
Review project documents, and provide support on forecasting budget;
Maintain office legal documents including license/registration certificates, TIN document, etc.;
Follow up on property ownership documents issuance and renewal, etc.;
Oversee the security of staff and facilities, and maintain up-to-date policies and protocols for organizational care of resources.
Provide oversight and management of Roots Ethiopia assets, accounts, outsourced information technology equipment, service providers, utilities and subscriptions;
Design and maintain records for all service contracts including office and space lease, services agreements, etc.
Supervise, coach, train and evaluate performance of staff under her/his supervision;
Assess any possible staff benefit that is less cost and that does not put RE at risk;
Devise a possible mechanism to retain staff and enhance a positive employee relationship;
May review payment requests and sign on checks;
Guide and advise the store keeper on a proper and systematic store management;
Supervise a given position employees; and give a constructive feedback on a timely manner;
Conduct a regular departmental meeting for a short briefing;
Be and serve as a member and part of Senior Management Team;
Take the lead in making the office a safe, secure and convenient environment for work;
Perform other duties as required by the Country Director and or Board Members.
Duty Station: Addis Ababa, with occasional field visits to all project sites
Reporting to: Country Director
Supervises: Cashier and Operations Support (AA); Office Assistant/ Cleaner- (AA); Procurement Officer - (AA); Driver and Logistics Assistant (Durame)
Job Grade: TBD
Liaison with: Program Manager - (AA); Finance Manager - (AA); MERL Manager - (AA); Partnership and Fund-Raising Manager - (AA); Programs and Operations Coordinator - (Durame); Admin. & Operations Assistant (Durame)
Position Requirements
The position holder should:
Have at least University Degree in HR, Management, Business Administration or other related disciplines.
Have 6 years of relevant work experience.
Have excellent MS Office application skills including MS-Word, MS-Excel, MS-Access, MS-Power point, etc.
Be proficient in English and Amharic languages
Have an excellent coordination and supervisory skills
Have an excellent time management skill
Be a good people manager and team player!
