General Information

Humanity and Inclusion (former Handicap International) is an independent and impartial aid organization working in situations of poverty and exclusion, conflict and disaster. Working alongside persons with disabilities and other vulnerable groups, our action and testimony are focused on responding to their essential needs, improving their living conditions. HI is a non-governmental, non-religious, non-political and non-profit making organization.

Under the supervision of the Program MEAL Manager, the Information Management and communication Officer is responsible for implementation and exploitation of data collection and operational information management (IM) systems to support project and program steering by providing access to up-to-date, reliable and relevant data and generating quality communication materials. He/she will also be responsible  to coordinate/manage digital and social media communications, organizing major visits, compiling key communication messages to be shared with the donor and other internal and external actors.

KEY AREAS OF ACCOUNTABILITY:

Strategy and Steering

·         Helps to define the MEAL action plan (Information Management (IM) section), implements this action plan and monitors it.

·         Participates in strengthening the IM skills of staffs and partners

·         Develop programme related communication strategies, including parameters for the delivery of effective events and media engagements with government, donor, partners and others.

Standards and expertise

Defines the information management and database systems

·         Implements, exploits and develops the information management system

·         Mobile data collection

·         Databases

·         Visualization tools /dashboards

·         Develop communication/media materials

·         Geographic information systems

·         Indicator production

·         Archiving of data sets

·         Ensures the coherency and integration of these systems

·         Develop and maintain database for all programme communication materials and strategies.

·         Keep programme communication support materials for use in future activities.

·         Create and manage organization’s official social media platforms

·         Share communication, media and visibility engagements internally within Humanity and Inclusion (mainly through Hinside), externally through mainstreaming and social medias and  as may be required by the donor.

Ensures the quality of data and compliance with HI standards

•     Trains the teams in charge of data collection and processing (HI and partners);

•     Implements procedures for quality control and the definition of information flows;

•     Ensures the rollout of internal data management standards;

•     Contributes to data transfer exercises between HQ and the field.

Operational implementation

Supports operational teams with data analysis and use

·         Produce visualizations and analyses of statistics in accordance with needs at projects and program level;

·         Helps operational teams to interpret their data and use it for decision-making purposes;

·         Ensures the internal and external dissemination of data by means of adapted communication formats.

Puts mechanisms in place to guarantee the protection of beneficiaries’ personal data

·         Carries out impact analyses of data protection on the program;

·         Coordinates the implementation of operational procedures and an action plan to reinforce data protection;

·         Trains/sensitizes the program teams on good data protection practices;

·         Ensures the security of databases.

Communication and Media Engagement

-       Generate content (print and multimedia) on the programme for external and internal use

-       Develop programme related communication strategies, including parameters for the delivery of effective events and media engagements with government, donor, partners and others.

-       Work collaboratively with international and national media outlets, the government communications directorate to document programme results for programme related reporting and advocacy.

-       Produce high-quality, accurate, concise press releases on different topics in general and the specific programmes and projects in particular.

Advocacy and resource mobilization:

-       Contribute to the development of advocacy and resource mobilization strategy through ensuring the document is informed by gender sensitive and inclusive data. 

-       Contribute to the organization of annual advocacy events on the HI Ethiopia programme

-       Strengthen the capacity of government communications Directorate on advocacy and resource mobilization communications materials (briefs, reports etc).

Support for external events and visitors

-       Develop guidelines and parameters for running external events.

-       Support the execution of major programme related external events.

-       Maintain and achieve photos, videos, and other visibility and communication

-       Document external events and communicate as appropriate through internal and external channels.

-       Support major programme related visits, including producing background information, supporting planning processes, and facilitating logistics.

Emergency preparedness and response

Contributes to the program’s emergency preparedness actions and, in an emergency, adapts his/her working methods to contribute to an effective humanitarian approach by HI.

Job Requirements

Qualification, Experiences and skills:

-       Minimum University degree in computer science, information management, statistics, communication, and related social sciences.

-       6 years of relevant experience for BA holders or 4 years for MA degree.

-       Experience in Information management strategy, data structuring and data quality

-       The ability to digest complex data/information, quickly, and express it clearly

-       Experience in Power Bi and other data management and visualization systems

-       Planning and coordination of qualitative and quantitative surveys, dissemination of findings

-       Experience in quantitative and qualitative data collection, qualitative analysis

-       Knowledge in responsible data management

-       Knowledge statistical analysis and data visualization

-       Similar role in INGO setting

-       Experiences of leading communications and media activities and a good knowledge of the Ethiopia media scene, networks, and media contacts.

-       Strong knowledge and understanding of donor reporting and communication requirements.

-       Evidence of excellent verbal and written communication skills producing high quality materials (in English- and other local language) for a wide range of different audiences including donors, journalists and the 'general public’; such as press releases, key messages, speaking points and Q&As.
