Together with the Finance team, the Finance Officer will be accountable for ensuring that all financial procedures are adhered to and implemented in a manner that is compliant with Oxfam policies, standards and procedures.
JOB PURPOSE:Oxfam in Ethiopia is currently responding to a humanitarian need in the Somali region and the Finance Officer provides financial and grant management on a daily basis. This includes a review of financial documents and making sure payments are supported with appropriate source documents; preparation and processing of documents for payment, reviewing and coding of financial information and Journal entries as appropriate; assisting in data entry into the system, and maintenance of appropriate finance documentation after verifying all source documents for proper approval.POST HOLDER REPORTS TOJarar Area ManagerJOBS REPORTING TO THIS POSTNoneBUDGET RESPONSIBILITYNoKEY RESPONSIBILITIES1. Financial Systems and Procedures Implementation Ensure that all expenses are properly authorized and documented before payment through checking correct budget codes (in liaison with Donor Accountant) and seeking prior approvalEnsure that all payments are prepared on time and in accordance with all financial guidelines and approval procedure including processing check payments to supplier and staff on a timely basisPetty cash monitoring and process replenishment up on receiving valid financial documentsReview settlement of travel and training advances against Oxfam travel policy and prepare journal entry Ensure data entry into (financial management) system is done timely and accuratelyUpload weekly labour hour upload into the system and also prepare monthly payroll ensuring timesheets are completedPrepare of month end pack including balance sheet analysis, bank reconciliation and fixed asset scheduleFile monthly income tax, withholding tax and staff pension return to appropriate government officeAssist in Oxfam internal and external year end Audit schedules and provide all documents required by the auditor during the audit as well as answering some audit queries as neededMaintain filing systems for all financial and accounting records and verify the completeness of the documentation as per the OI financial policy and government regulationsEnsure all financial and local government regulations are adhered to the desired standards 2. Skill, Experience, Knowledge & CompetenciesEssential Bachelor (BA) or Degree from a recognised university/collage in Accounting, Finance or any other related areas that can bring added value to the job.Relevant finance experience of 3-5 years for BA holders or 5-8 years for Diploma holders, preferably in a international NGO, out of which 2 years should be supervisory/managerial experience.Competent in the use of computers and Microsoft Office applications including Word, Excel, Power Point and Outlook.
