Job Description
Background and Objectives:
Heal Africa Health City (HAHC) is a self-contained medical services delivery center that is planning to provide one-stop shopping service in one geographic location. It is striving to satisfy citizens’ high level health demand through opening of super-specialty hospitals, specialized medical teaching centers, pharmaceutical services, etc.
HAHC is in the process of owning a medical facility that has a medical college and other entities under it and is currently providing the required service to the public. HAHC is planning to transit the ownership of the facility without discontinuing the services provided by the facility and without significant effect to its day to day activities; the financial and property management and related records, and retaining important documents. In order to have a smooth and regulated transition, HAHC intends to hire a Director of Academic, Training and Research with extensive knowledge and experience in managing medical colleges. The task is a short-term assignment taking 3-6 months. Based on satisfactory performance and fund availability, there is a possibility that the position can become a permanent one.
For the transition, the Director of Academic, Training and Research; through conducting document reviews, focus group discussions and in-depth interviews with key informants among the staff, benchmarking of other similar institutions, having meetings with the existing students, and using other methods; will be responsible for:
Analyzing the current situation of the college:
Using structured data collection tools, conduct situational analysis and review the existing academic programs, current situation of the inputs (students, staff, teaching-learning facilities) and operations of the college;
Assess the potential capacity of the college and the current performance against the capacity in terms of infrastructure, enrolment of students, etc.
Evaluate the feasibility of the academic programs, the compliance level to government standards and student needs, etc.;
Evaluate the financial situation of the college and identify areas that requires immediate interventions;
Assess the academic market situation and identify needs of the health sector;
Develop Operational plan (OP)
Develop a short term operational transition plan that covers the transition time and help the company transit to the next phase smoothly;
Based on the situational analysis, develop a strategic and operational plan focusing on:
Academic (teaching-learning);
Research and consultancy services;
Trainings (short, tailor-made trainings);
Administration and student support services;
Business development – including expansion plan (services, campuses, programs, etc);
Develop an organizational structure, incorporating remuneration and motivational packages, human resource development and management approaches, and relations with the other units of the company;
Monitor Implementation of the OP:
For the transition period, the Director will be responsible to monitor the day to day implementation of the OP. During the same, s/he will develop a monitoring and evaluation framework for the operational and strategic plan.
Reporting Channel:
During the transition period, the Director of Academic, Training and Researchwill directly report to the CEO

Requirements and skills:
BSc, MSc, MD, PhD in Health Related Education is preferable
