Supports Oxfam’s impact locally, regionally, continentally, and globally through ensuring Humanitarian program alignment to the key strategic objectives and program standards.JOB PURPOSE:The Subgrant Officer will be based in Gambella and responsible for establishing and maintaining effective and productive relationship with LNGOS and RLG/RLOs and other partners, review and monitor the implementation of sub-grants, works across all project team including strong collaboration with field program finance to ensure effective and efficient subgrant making processes under the overall guidance and management of Project Manager.

KEY RESPONSIBILITIES
Project Management support
Participate in the partners project proposal review and evaluation technical committee of the proposed project activities and costs.
Provide regular follow up of sub-grants including tracking budgets, payments, compliance, modifications, and reporting.
Support Senior Institutional Capacity Building Officer with capacity building and training of local partners.
Actively engage in the assessment of the capacities of potential Partners and RLG/RLOs to establish their capability to manage the grants
provide technical assistance to the grantees as may be required in accordance with the grant’s guidelines and agreements.
Proactively identify and inform partners on the potential risk that might face during project implementations.
Develop periodical sub grantees financial status and performance reports (monthly, quarterly, bi-annual, and annual reports and updates) to project manager and other units.
Keep records of management system for each grantee including but not limited to financial agreement, work plans, approved budgets, disbursements, financial and project reports (monthly, quarterly, bi-annual, and annual reports and updates) and communications.
Provide coaching on compliance issues, reporting and grant management procedures to partners and RLG/RLOs.
Administrative support
Ensure sub agreements are complete, accurate and timely signed.
Regularly update and maintain sub-grant documentations (proposals, reports, minutes, agreements, exchanged letters, reports etc).
Developing /reviewing sub-grant agreements, prepare requests for application, memorandums of understanding (MOUs), and grant agreements and modifications to ensure that the overall processes are properly coordinated and consistent with project priorities.
Ensure required vetting has been completed as per the requirement prior to engagement.
Contribute to the development of guidelines and bylaws to partners and RLGs/RLOs to create standardization of project proposal development and implementations.
Ensure timely processing of subgrantee transfers.
Conducts regular monitoring visits to ensure sub-recipients’ compliance with the terms, conditions, and specifications of the sub award.
Other tasks as assigned by the line manager and other project team members.

Essential - Experience, Knowledge, Qualifications & Competencies
BA/BSC in Accounting/Finance, Business Administration, Business Management or Economics from recognized University.
At least 4 years (for Bachelor’s) or 2 years (for Master’s) and relevant work experience.
Experience in development, including working in project management, partners relations, grant management, and stakeholder management.
Flexibility and ability to stay effective and motivated in a fast-changing environment
Strong interpersonal skills and ability to work as part of team
Ability to work independently
Familiar with and abide by the NGO/Red Cross/Crescent Code of Conduct, the People in Aid Code, CHS and SPHERE principles
Languages
Fluency in written and spoken English and Amharic
Knowledge of local laws of the country including finance, tax, and procurement.
