Job Description

II. About the Project

Horticulture 4 Growth (H4G): An Initiative of the Agricultural Commercialization Clusters (ACCs) is a new $6M, 5-year project being jointly implemented by TechnoServe and the Agricultural Transformation Institute (ATI), funded by the Bill & Melinda Gates Foundation. H4G will accelerate the transformation of Ethiopia’s horticulture sub-sector by leveraging the power of the private sector to strengthen the link between production and demand and improve the road-to-market for horticultural products through modernized domestic and export market channels. The project will primarily focus on five priority horticulture crops (banana, avocado, tomato, onion, and avocado) sourced from horticulture ACC woredas to transform the relationships of key market actors to be more inclusive and equitable. By the end of five years, a strengthened horticulture market system underpinned by a strong private sector will enable Ethiopian small-scale producers to earn higher, more stable incomes and increase the consumption of fresh fruits and vegetables in rural and urban areas.

III. Position Description

The MEL specialist's role will be to support the development of result log frames and MEL guidance for inclusion in toolkits being developed to support the design and implementation of H4G program models. Collect data on a regular basis to measure achievement against the performance indicators. Check data quality with partners. Maintain and administer the M&E database; analyze and aggregate findings. Support project progress reporting, project mid-term review, and final evaluation.

IV. Duties and Responsibilities

The MEL Specialist's duties and responsibilities are described below:

MEL Tool Development and Data Management:

  • Develop and implement a robust monitoring and evaluation system that will ensure tracking of H4G program results at different levels (outputs, outcomes, and impact)

  • Develop/adopt an integrated database of all activities under H4G and ensure accountability through regular data updates, data integrity, and working in collaboration with implementing team members

  • Timely update and share data on the H4G log framework to the cluster management system

  • Review and support the existing data collection tools developed by the H4G team

  • Incorporate team feedback to ensure the continuous improvement of data management systems

Assessments, Surveys, and Evaluation:

  • Liaise with PM - H4G to adhere to accountability requirements by initiating baseline surveys and conducting relevant evaluations for an ongoing program to meet TNS program quality standards.

  • Ensure that the TNS Ethiopia office learns from H4G midterm and final evaluations for decision-making and improvement of program designs.

  • Support/coordinate all H4G assessments, evaluations, and performance evaluation tasks including planning and reporting.

  • Assist in the development of TOR for external surveys and consultant recruitments/ selection

  • Support/coordinate the review of all survey reports prepared to ensure quality and accurate reporting.

  • Timely plan and initiate all pre and post-intervention assessments, KAP surveys

Learning, accountability, and Capacity Building:

  • Share learning and provide constructive comments to colleagues in order to ensure program quality and TNS program quality standards

  • Ensure accountability and gender standards consistently adhere to program delivery

  • Build the capacity of staff through training to ensure the adoption of new data monitoring tools and the quality of data collected

  • Keep abreast of new approaches and tools on M&E, and provide training to H4G staff as requested.

  • Enable staff to monitor and evaluate their own efforts, gather relevant data, and produce required progress reports;

  • Regularly collect data on and analyze the complaints reporting and feedback mechanism

Reporting and Documentation:

  • Assist Program Manager in developing quarterly, six-month, and annual reports

  • Develop and share field visit reports with the relevant staff

  • Upload key reports to TNS databases

Job Requirements

Education:

  • Bachelor’s Degree in social sciences, statistics, monitoring, and evaluation, or related field is required or demonstrated equivalent work experience in the field.

Experience:

  • At least 3 years of work experience in implementing practical monitoring and evaluation, knowledge management, or database management

  • Demonstrated experience in monitoring routine data collection, data analysis, and reporting against indicators at all levels.

  • Demonstrated experience in quantitative and qualitative survey implementation and support.

  • Proven experience in designing and implementing M&E activities and indicators, as well as analyzing the data collected.

  • Demonstrated skills in analyzing data, both qualitative and quantitative.
