Job Description

The SI Project Director will lead the project team and coordinate all project activities. As Project Director, his responsibilities will also include the coordination of communication with key stakeholders and partners, management of short-term technical consultants, and representation of ICAP in Ethiopia at in country and international forums. Dr. Hassen will work closely with the Ministry of Health (MOH)/Regional Health Bureaus (RHBs) in planning and supporting health information systems (HIS) and program monitoring and evaluation activities at 100% level of effort (LOE).

Under the supervision of the Country Director of ICAP in Ethiopia, the Project Director will provide leadership and direction to the project teams leads and the staff. S/he will be responsible for the overall planning, coordination and supervision of project implementation, for tracking performance and progress, monitoring and adjusting project implementation to evolving needs, and for overseeing and ensuring the preparation and submission of periodic reports as planned and as required.

Duties and responsibilities:

·         Coordinate and provide overall direction to different components of ICAP’s SI project including health information system (HIS) and HIV Case reporting surveillance and recency testing 

·         Provide direction on project scoping, timeline and budget estimation, resource planning and monitoring, project execution, and system support

·         Involve in the MOH, HIS NAG / HIS TWG and provide technical support to MOH on HIS

·         Oversee ICAP’s strategic information project teams to ensure the development, deployment, and maintenance of Digital Health solutions such as OpenMRS-based HIV Reference Implementation for Ethiopia (Ethiohri), HIV case surveillance, HIV related Laboratory Information System (LIS), and HIV related data quality assurance systems

·         Ensure development of all Digital Health solutions are in line with global digital good principles and practices

·         Oversee the implementation of Ethiohri at hospitals and health centers with high volume of HIV patients in line with CDC/PEPFAR guidance and Ministry of Health directions

·         Plan, coordinate and ensure system enhancement for exchange of data between EMR-ART and Viral load (VL) dashboard to support quality, comprehensive, patient-centered HIV services

·         Plan, coordinate and ensure customization of REDCap database to be used for the HIV Case Reporting

·         Lead the implementation of SmartCare-ART and VL electronic order report and response (ETORR) system to Hospitals and Health Centers with high patient volume of HIV patients in line with CDC/PEPFAR directions

·         Provide direction and follow up support for rollout of Recap database to health facilities selected for implementation of case surveillance

·         Support establishment and strengthening of regional Emergency Operation Centers (EOCs) for monitoring of Implementation of case surveillance

·         Coordinate communications with key stakeholders and partners including MOH, RHBs, CDC and other USG agencies in consultation with the Country Director

·         Together with ICAP’s top management, develop periodic plans and funding submissions of ICAP Ethiopia strategic information project

·         Develop the projects annual country operation plan (COP) together with top management 

·         Develop the Evaluation Project Monitoring Plan (EPMP)

·         Develop detail implementation (operational) plan for the project

·         Track Strategic Information project progress and prepare the project’s progress reports to be shared with the MOH, CDC Ethiopia, ICAP HQ, and other partners as needed

·         Compile data and prepare reports, and submit quarterly and annual narrative reports to CDC/PEPFAR

·         Represent ICAP in meetings on Health Information Systems and other related issues with MOH, Regional Health Bureaus partners, and other United States Government (USG) Agencies.

·         Conduct capacity building workshops, as needed, to support the implementation of the SI Project

·         Perform other duties as required by the Organization.

Required Educational Background

·         PhD degree in Public Health, Epidemiology, Biostatistics, Health Informatics, or International Development or related field OR MD and master’s degree in one of these fields.

Job Requirements

Required Skills and Experiences:

·         More than 10 years of experience in health systems with more than five years in leadership and management positions

·         Demonstrated ability to direct the work of others, ability to establish and maintain effective working relationships with employees, other agencies and departments and general public

·         Proven experience working with government officials to support strategy development, implementation plans and decision making

·         Ability to lead meetings, communicate both verbally and in writing.

·         Ability to work independently and as part of a team, organizing and prioritizing work strategically and efficiently

·         Ability to analyze complex organizational problems, work in stressful and tight working environment and to determine proper courses of actions

·         Solid experience of working on HIS and Strategic Information areas

·         Basic skills in project management, proven analytical skills working in a cross-cultural environment 

·         Demonstrated skills in report writing, documentation, and dissemination of information

·         Computer skills (MS Office, Internet) and skills in using statistical software such as SPSS and STATA, Power BI and Tableau data analytics tools,

·         Strong oral and written skills in English language

·         Previous experience working in managerial position at International Non-Governmental Organizations (NGOs) and MoH is an advantage.
