Job Description

The purpose of this job is to Plan, Organize, Direct and Controls all the activities of the division; ensure the recruitment, promotion, transfer, performance management, training and development performed as per the HR policy and procedure of the Association and other relevant laws of the country; ensure the General Services and fleet management carried out in line with the guidelines and procedures of the Association; lead, coach, supervise, and directs the staffs under his/her supervision; and produces periodic activity report.

Duties and Responsibilities

  • Plans, Organizes, Directs and Controls all the activities of the Human Resource and General Service functions.

  • Develops annual plan and budget of the division and ensure its efficient and effective implementation.

  • Ensure the recruitment, promotion, transfer, performance management, training and development performed as per the HR policy and procedure of the Association and other relevant laws of the country.

  • Develops/reviews Human Resource and General Services policies, procedures, rules and guidelines of the Association in comply with the relevant laws of the country and other working manuals of the Association.

  • Facilitates and coordinates staff payroll, fringe benefits, insurances, allowances and other related activities according to the established policies and procedures.

  • Investigates in to the case of staff grievances and recommends measure for resolving outstanding problems as well as the prevention of future conflicts.

  • Maintains staffing plan of the Association and ensures the timely filling of vacancies in accordance with the personnel policies and procedures of the Association.

  • Ensures maintenance up-to-date and complete personnel records of the Association employees.

  • Gives counseling and advisory services to other organs of the Association on the appropriate

  • disciplinary measures to be taken.

  • Evaluates the performance of his subordinate staff with in the unit.

  • Directs, coordinates and supervises the activities of office services, administration and a management of security, cleaning and gardening services.

  • Ensures that adequate and proper records of Fixed Assets are kept for all the property of the Association/checks the physical conditions of the Fixed Assets against book records.

  • Directs the proper custodial and janitorial service of the Association.

  • Provides a service such as photocopying, duplicating and binding supervises the timely repair of office vehicle and equipment.

  • Ensures that efficient communication services are provided for the operations of the Association through telephone, supervises the proper handling and maintenance of the communications network.

  • Leads, caches, evaluates and develops the performance staffs under his/her supervision.

  • Identify training needs of the staff and coordinates training programs in collaboration with respective work units.

  • Produces periodic reports of the division.

  • Performs other related duties as assigned by the immediate supervisor.

Duration: 1 year with the possibility of extension

Number of posts: 1(One) 

Job Requirements

Qualifications: 

  • MA/MBA in Management/Business Management/ Business Administration/HR Management with 6 years of relevant experience, of which 2 years in supervisory role

Or

  • BA Management/Business Management/Business Administration with 8 years of relevant experience, of which 3 years in supervisory role.
