Background

The Department of Labor’s (DOL) leads efforts to ensure that workers around the world are treated fairly and are able to share in the benefits of the global economy. A part of DOL’s mission is to safeguard dignity at work, both at home and abroad – by strengthening global labor standards, enforcing labor commitments among trading partners, promoting racial and gender equity, and combating international child labor, forced labor, and human trafficking.

Dexis Consulting Group has been subcontracted to support four performance evaluations of DOL-funded labor rights projects being implemented in Haiti and Ethiopia. The performance evaluations will use remote and in-person mixed methods data collection to synthesize and disseminate thematic analyses on emerging best practices and lessons learned for improving future programming and implementation.

Dexis is currently seeking a consultant or entity to provide the services of a Local Evaluation Expert for the Haiti and Ethiopia labor rights program evaluations to a team consisting of Local Coordinators.

Local Evaluation team members' qualifications:

• Bachelor’s Degree or higher

• At least 5 years of qualitative and/or quantitative research or evaluation experience (depending on the need) with subject matter expertise related to the project activities and country/region or target sector/supply chain

• Fluent in English, both written and speaking

• Fluent in local languages and dialects of communities and populations served by the project – Haitian French and Creole

• Ability to produce high-quality reports in proficient English in a timely fashion

• Experience with photography and using recording equipment are preferred

• KII experience
