Job Description
As the Senior Procurement and Logistics Officer, you will form part of the Saint-Gobain Weber Business Unit within the Supply Chain Department, reporting to the General Manager.
Job Purpose
Procurement Manager will manage the company’s supply of products and services, he will be responsible to strategizing to find cost-effective deals and suppliers, discover the best ways to cut procurement expenses, so that the company can invest in growth and people.
As senior Procurement and Logistics Officer, you will form part of the Saint-Gobain Weber Business Unit within the Supply Chain Department, reporting to the General Manager.
Key Accountabilities
Cost Management
generating large amounts of monetary savings positively impacting and contributing to margins and profits, without negatively impacting on the superior quality of services that we deliver in the eyes of the customer.
As a reference, the organisation aspires to ensure the organization employs the most effective and efficient procurement processes, covering the breadth of the supply chain discipline - from the acquisition of raw materials utilized in production, to the distribution and receipt of goods, services, and products by the customer.
Perform Market Analyses by collecting, organizing, and analyzing market data and financial reports and monitoring Supply Market to ensuring price quotations and Supplier offers are authentic and reasonable
Enhance the organizations’ ability to manage combined Business Unit system selling through ensuring that supply chain processes negatively impacting on the Organization, collaborative approach are minimized, ensuring that the customer/ marketplace enjoys the benefit of and sees high value in interacting with a unified Saint-Gobain vs. the individual Business Unit.
Contracting Process
Prepare, review, and utilize Procurement contracts, including Master Agreements to ensure favorable Procurement Terms and Conditions
Set key performance indicators and service level agreements for contracts
Monitor contract implementation to ensure suppliers adherence to contract terms and conditions
Prepare and submit timely and accurate procurement report(s) to inform decision-making process.
Implement and sustain segregation duties in procurement and other related functions.
Procurement
Implement all SG procurement Standard Operating Procedures to ensure compliance to SG procurement policies and ICRF
Managing documentation and clearance of all port consignment, handling all transits and import consignment from the port of discharge to destination, also arranging special permit for abnormal consignment
Work with requesters/user department to develop comprehensive purchase specification
Maintain accurate procurement data and records and ensuring on time procurement reporting
Review procurement documents before payment
Lead the bidding process, including Request for quotation process, Request for proposal process, Tender evaluation and facilitating procurement committee functioning
Develop and implement category sourcing strategy
Set negotiation objectives conduct negotiations with potential suppliers to ensure value for money
Supplier Management
Managing supplier relationship, and track quality, price and delivery metrics by cross check to confirm tallying with purchase order.
Conduct Supplier performance reviews and feedback process and maintain up to date and accurate supplier performance scorecards.
Compliance and Legal
Conduct procurement due diligence, including supplier site visits, supplier background checks and implement any other fraud prevention methods
Conduct self-assessments of conformance to supply chain policies, procedures, controls, and performance
Provide complete documents for audit and implement Corrective and/ or preventive action Plans
Identify, document and timely report any Saint Gobain in procurement process deviations following the mechanism in place for appropriate follow up.
Develop and support implementation of improvement plans.
Provide constructive support to other functions to ensure effective, compliance to policies & procedures
Logistics
Contribute to the creation and implementation of best practice logistics vision, strategy, policies, processes, and procedures to aid and improve operational performance
Manage and report warehousing, logistics & distribution KPI’s, such as Logistics Spend, On Time Delivery, Load Efficiency, Expedite Costs, etc., against targets in monthly departmental meetings, or upon request.
Set departmental objectives/KPIs and review and assess ongoing performance of direct reports
Monitoring existing logistic systems and making suggestions for improvements when needed
Managing and ensuring the accuracy of product storage warehouse inventories
Liaison with customers, suppliers, and employees to ensure inventory is properly documented and ordered, as well as to guarantee delivery schedules are adhered to.
Developing procedures and systems for scheduling and tracking procurement and distribution operations.
Warehouse
Strategically manage warehouse in compliance with company’s policies and vision
Oversee receiving, warehousing, distribution, and maintenance operations
Setup layout and ensure efficient space utilization
Initiate, coordinate and enforce optimal operational policies and procedure
Adhere to all warehousing, handling, and shipping legislation requirements
Maintain standards of health and safety, hygiene, and security
Manage stock control and reconcile with data storage system.
Requirements
Ideally, you will possess the following: Qualifications required to fulfil the role
Bachelor’s Degree and a post graduate degree in procurement and supply chain management.
Knowledge of Key procurement programs and SAP will be an added advantage.
Being registered with any procurement professional board will be added advantage
Sound knowledge of Ethiopia importation process, customs, and procurement procedures
Specific Work Experience, Knowledge and Skills required to fulfil the role
At least 5 years of experience as a Procurement Manager, Procurement Officer, or Head of Procurement
Knowledge of sourcing and procurement techniques as well as a dexterity in “reading” the market
Talent in negotiations and networking
