Job Description
The Ethiopian government, since 2008, has been investing on a country wide flagship Sustainable Land Management (SLM) program aiming at reversing land degradation and increasing agricultural productivity. The SLM program the is designed under the long-term (2009-2023) Ethiopia Strategic Investment Framework for Sustainable Land Management (ESIF) and the Agricultural Sector Policy and Investment Framework (PIF). The SLMP has currently reached more than 2000 micro-watershed and aims at reaching two million highland households in more than 7,000 micro watersheds in the highland regions (Amhara, Benishangul Gumuz, Gambella, Oromia, SNNP and Tigray).
GIZ, has been providing technical assistance to the national flagship investment program through different TC modules since the inception at national and in the six program intervention regions. The new project “Climate-Sensitive Innovations in Land Management” (CLM) is a technical cooperation (TC) module of the programme “Sustainable Land Management and Food Security in Ethiopia” within the sectoral focal area of “Sustainable Use of Natural Resources, Agriculture and Food Security” of the German-Ethiopian Development Cooperation. The project will have three years (July 2021 – June, 2024) implementation period aiming at enhancing the efficiency of agricultural advisory services for planning and implementing sustainable land management measures at national, regional and local level in Amhara, Benishangul Gumez, Gambella, Oromia, SNNP and Tigray regions.
Develop and implement a robust monitoring and evaluation system that will ensure tracking of program results at different levels (outputs, outcomes and impact)
Effectively manage the implementation of M&E processes with sufficient technical inputs with acceptable quality.
Harness, adapt and roll out tools and technological innovations for collecting and analyzing data from various survey’s and studies
Lead the development of M&E annual work Plan, and indicator tracking matrix, in line with the project’s thematic standards and practice.
Prepare quarterly plans and reports for the management to allocate resources accordingly.
Monitor all GIZ supported CD measures, develop unit costs and measure monetary as well as impact results of SLMP CD efforts.
Generate program monitoring, reporting and information management plans
Participate actively in the enforcement of quality Assurance, and quality Control measures for all data bases management
Work with the field teams and monitor the process to ensure that program indicators are tracked through regular field visits
Develop ample product monitoring and review all reports (Weekly, monthly, Quarterly and Annual) to ensure that data provided is reliable and accurate and that target indicators are met;
Develop/ Adopt an integrated database of program and ensure accountability through regular data updates, data integrity and working in collaboration with the thematic experts
Provide quality assurance, including data verification, on all reports and information produced by the project by editing and consolidating all reports
Organize and produce monthly, quarterly and annual reports
Handle any other duties as assigned by the supervisor.
Qualifications
MSC/ bachelor’s degree in agricultural economics, Social Science, Statistics with advanced training on monitoring and evaluation topics
Excellent knowledge of English, Amharic and/or any other local language (written and spoken).
Excellent working knowledge of standard computer applications and proven experience of computer statistical packages and/ data analysis software (Stata and or SPSS)
Professional experience
A minimum of 8 years‟ experience in a similar position involving data collection, documentation and reporting
Experience in working for GIZ projects and familiarity with GIZ’s rules and regulations
Other knowledge, additional competencies
Demonstrable experience in producing good quality documents for different audiences and managing information management systems.
Hand on experience in data processing and management of large-scale surveys
Strong experience in conducting surveys and assessment
Excellent knowledge of the GIZ rules and regulations and of GIZ project cycle management.
Familiarity on topics related to the fields of climate smart agriculture, SLM, capacity building and community empowerment
Demonstrated advisory, cooperation and negotiation skills
experience in result driven and resource-oriented way of working
ability to communicate adequately to different target groups
Ability to adapt quickly and proactively to changing conditions
Willingness to learn independently and proactively
