Brief Description of the project/ unit
GIZ supports the Ethiopian Government in various areas, increasingly also in the Ethiopian lowlands, which account for nearly 60% of Ethiopia's land area. They are inhabited by more than 18 million (agro-)pastoralists, and people who create their livelihood from related professions. Due to population growth and the increasingly frequent occurrence of extreme weather events, this livelihood system is increasingly put at risk and the people, their livestock and the harvests have become increasingly vulnerable. Extensive resource use like overgrazing and deforestation causes food insecurity, soil degradation, and erosion. The result are dry valleys, in which rainwater flows quickly out of the area before being able to infiltrate into the soil. This further exacerbates desertification and food insecurity. To address this issue, the Dry Valley Rehabilitation and Productive Use (DVRPU) approach was developed in cooperation with the Ministry of Agriculture (MoA) and the Bureaus of Agriculture (BoA) in Afar and Somali regions.
The Capacity Development for Strengthening Drought Resilience (CDSDR) Project has started its third phase. It promotes the DVRPU approach with a series of technical, biological, economic, social, institutional, and managerial measures applied to rehabilitate entire dry valleys for the benefit of the inhabitants and their animals while ensuring environmental stability. Besides upscaling of the approach in other weredas of Somali and Afar regions, it will further expand its application to selected lowland areas of Oromia and SNNPR regions.
The accounting specialist works together and supports the CDSDR III implementation in SNNP region.

Responsibilities and Duties
Financial services
The accounting professional
Monitors income, expenditure and the monthly bank reconciliation
Monitors real accounts (payables, receivables) and reports regularly to the officer responsible for the contract and cooperation and the accounting manager
Prepares the vouchers and receipts according to GIZ rules and regulations
Verifies correctness of vouchers including supporting documents
Makes timely cash replenishment request when cash account reaches to the minimum balance
Corresponds with satellite offices for timely submission of financial documents.
Ensures timely payment of utility bills & checking the correctness
Facilitates settlement of travel
Takes a corrective action according to the IC report recommendation
Carries out accounting tasks using WINPACCS accounting software and prepares monthly bank reconciliation vouchers
Submits the end-of-month accounts from the project accounting, cash books and account balance vouchers (through or from WINPACCS) to the officer responsible for the contract and cooperation and forwards them to GIZ Country Office

Ensures that procedures are followed are in accordance with GIZ rules and regulations
General services for GIZ-assisted projects/programmes
The accounting professional:
Routinely monitors and check expenditures of local subsidy, financial agreement, grant budget
Checks and compiles all receivables of local subsidy budget and submits it to responsible project officer GIZ CDSDR project
Prepares analyses of local subsidy expenditure compared to the total budget allocated within the contract period time frame
Assists on follow-up of local subsidy funds to partners
Other duties/additional tasks

Reports all problems with financial administration and compliance without delay
Performs other duties and tasks at the request of the supervisor
Is responsible for filing in accordance with GIZ rules

Qualifications
University degree (BA) in Accounting, Business Management or equivalent.
Professional experience
Minimum of 5 years professional experience in related field
Good knowledge of standard computer application such as MS Office application, WINPACCS, Peachtree, IFSR, .
Other knowledge, additional competencies
Knowledge of GIZ rules & regulations and systems is a plus
Proven knowledge of English and Amharic languages, written and spoken.
Trustworthiness and ability to maintaining strict confidentiality and observing data protection and associated guidelines where appropriate.
Ability to organize and prioritize several tasks at the same time.
Ability to work independently, unsupervised and as part of a multicultural and international team
